Key Responsibilities:

• Provides information and referral services to residents within assigned site(s), including securing full range of social services as needed by individual residents.
• Maintains accurate and timely electronic documentation on all resident demographics, issues, requests, statistics, incidents, interactions and outcomes.
• Establishes constructive relationships with residents, community agencies, property management and related staff.
• Educates residents on service availability, benefits and other application procedures, tenant rights, tools for healthy living and lease compliance.
• Publishes building activities and events through flyers, newsletters and a monthly calendar.
• Leads a wide range of activities designed to build community and provide residents with opportunities for socialization, wellness, education and volunteering.

DEFINITION

Under general direction, performs all phases of difficult, complex, professional, and technical planning and related works. Manages a variety of administrative tasks including grant compliance review, processing contracts, and verifying documentation.  Performs other duties as required.

DISTINGUISHING CHARACTERISTICS

The Senior Planner is expected to independently perform the full scope of assigned duties. Incumbents work independently in the research and analysis of planning issues, in the preparation of planning reports, studies and recommendations, and in the supervision and coordination of assigned planning functions and processes. Incumbents are responsible for coordinating grant activities.

ESSENTIAL POSITION FUNCTIONS

• Assists the City Manager and Contract Planner in performing and administering a variety of current and advanced planning projects.
• Receives, reviews, and prepares reports and recommendations on applications for zone changes, use permits, variances, planned developments, subdivisions, signs, boundary adjustment and other planning matters.
• Interprets, applies, and explains federal, state, and local laws, codes, and regulations, including the California Environmental Quality Act (C.E.Q.A.) and the National Environmental Protection Act (N.E.P.A.).
• Meets property owners, developers, architects, planners, and others concerning zoning and related codes, standards, and requirement.
• Conducts plan check of building permit-level plan submittals associated with complex projects to verify compliance with project approvals and zoning requirements; conducts over-the-counter plan check of less complex development proposals and land uses; approves minor development plans.
• Performs regular mapping functions with the use of the City’s Geographic Information System (GIS) software.
• Reviews Business Licenses for compliance with Zoning and Municipal Code.
• Assists in the preparation and distribution of Planning Commission Agenda. Makes oral presentations before City Council, commissions, committees, community groups, and boards of other governmental agencies.  
• Evaluates environmental impact reports for accuracy and sufficiency and prepares reports and recommendation.
• Administers and implements the City’s grants including but not limited to the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) programs.
• Conducts financial and program monitoring to ensure compliance.
• Prepares grant reports such as the Annual Action Plan and CAPER, and presents these documents to City Management or Council for approval.
• Works closely with granting agencies in preparing grant applications, budgets environmental reports, labor project monitoring, agreements with sub-grantees, the annual performance report, and other required reports.
• Explains program requirements to potential applicants and ensures their activity meets existing program guidelines.
• Assists with the preparation of the grant budgets for City Council Approval.
• Performs duties as assigned.

The San Mateo County Registration & Elections Division is seeking seasonal Election Worker – Office Assistants to assist in the upcoming March 5, 2024 Presidential Primary Election. This is an excellent nonpartisan opportunity to be involved in the election process! We are currently seeking dedicated and hard-working individuals for temporary, full-time positions to be hired into one of the following areas:
 
Clerical Support/Vote by Mail

• Data entry
• Processing Vote by Mail ballots 
• Retrieving ballots from the post office
• Counting ballots
• Operating ballot processing equipment

 
Ballot Retrieval

• Retrieving voted ballots from Ballot Drop Boxes throughout San Mateo County
• Delivering voted ballots to San Mateo County Registration & Elections Division
• Driving County vans throughout the day (and evenings, as needed)
• May also help with delivering supplies to Vote Centers

Supplies

• Inventorying and packing/unpacking Vote Center supplies
• Fulfilling inventory/supply lists for multiple Vote Centers
• Recording and updating inventory numbers regularly
• Operating pallet jacks and other devices to safely relocate supplies
• Accepting shipments and packages to the warehouse 
• Delivering supplies to Vote Centers
• Valid California driver license required

Clerical Support/Voter Registration

• Data entry
• Updating voter registration records based on information from statewide voter registration database and other governmental agencies 
• Preparing, verifying, and processing provisional ballots including a review of challenged ballots
• Preparing, verifying, and processing petitions, including nominations, initiatives, and recall petitions and performing second-level petition verifications

 
Customer Service/Phone Bank

• Assisting voters in finding election material and understanding their voting opportunities over the phone

 
Outreach Services

• Demonstrating voting equipment
• Registering voters
• Presenting information about the upcoming election

Vote Center Help & Support

• Answer and route calls from Vote Center Representatives, Field Techs and Ballot Retrieval Operations
• Assist Vote Center Representatives in resolving procedural, equipment and/or supplies issues at the Vote Centers 
• Create, assign and/or resolve incident tickets
• Call center experience preferred, but not required 

 
Voting Equipment

• Function-testing voting equipment
• Assisting in delivery and pickup of voting equipment at Vote Centers
• Driving personal vehicles to and from Vote Centers to troubleshoot equipment (required)

 
Fluency in Spanish, Mandarin and/or Cantonese, Tagalog/Filipino, Korean, Burmese, Hindi, or Japanese is preferred in Customer Service/Phone Bank and Outreach Services but not required.
 
The hourly wage for this position starts at $21.72.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

 

Qualifications

Ideal Clerical Support and Customer Service candidates will have a minimum of one year of general clerical, office assistant, phone services, or computer experience. Outreach Services candidates will have strong public speaking abilities and are bilingual in at least one of the above listed languages. Voting Equipment candidates will be able to lift and carry materials weighing more than 50 pounds and must use personal vehicles to service Vote Centers. Ballot Retrieval candidates will have a valid CA Driver License and be able to carry materials weighing up to 50 pounds.
 
Critical skills for all Election Worker Office Assistant positions include the ability to prioritize work, coordinate several activities, organize, and maintain accurate files and records, and understand and carry out oral and written directions.
 
Typical office hours are 8:00 am to 4:30 pm, Monday through Friday. However, these positions may require working overtime, including long hours, weekends, evenings, and holidays.   (Any authorized time worked more than 40 hours in the workweek shall be considered overtime and shall be compensable at the rate of one and one-half (1-1/2) times the overtime worked.

Generally, extra-help employees who work on a holiday shall be compensated for such time worked at the rate of one and one-half (1 1/2) times the straight-time rate as provided in the Overtime Section of this MOU for their work group).
 
The selected individuals must be available for the entire employment period until the completion of their assignment.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The Department’s nationally and internationally recognized programs support thousands of residents throughout their life course, from infants to elders. The department offers a hybrid working environment which is friendly, supportive, collegial and, where staff of many disciplines come together to problem solve, compassionately assist those in need, learn together and share successes.

The Administration Division of HSD specifically supports a robust grants program that administers federal and local funding that addresses the needs of lower income Fremont residents. The Department receives approximately $2.2 million in annual federal funding from the Department of Housing and Urban Development (HUD) and an additional $800,000 in local funding to administer to non-profit and community agencies that provide vital services to Fremont’s most vulnerable residents.

The Position

The Senior Accounting Specialist is responsible for a variety of advanced level fiscal clerical assignments. This position provides administrative support of federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs (HOME) programs related to affordable housing and services to low income residents.

Examples of Job Duties

• Prepare and execute contracts for CDBG, ESG, HOME, and SSG Grant Programs.
• Provide contract administration/clerical support, which includes keeping and maintaining detailed records and information required by federal grant programs.
• Prepare and execute purchases orders, process invoices, and keep grant accounting records.
• Provide support of the CDBG Citizen Advisory Committee (CAC) meetings and provide assistance through the coordination of the meeting schedule, preparation of meeting agendas, summary notes of meetings, and other materials (requires evening attendance).
• Assist in the Request for Proposal (RFP) Process for all grant programs and provide assistance in operating Zoom Grants for the intake, review, and final scoring of grant proposal applications.
• Provide customer service assistance to subgrantee agencies for a variety of contract administration needs.
• Prepare, organize, and maintain records needed to help programs meet audit requirements.
• Process CDBG Rehabilitation loan payoff and subordination requests. Research and analyze loan agreement regulations on a case-by-case basis.

This position is responsible for performing transactional paralegal duties related to legal transactions for the Housing Department. The ideal candidate will be a Paralegal experienced in preparation and/or review of real estate loan documents, closing of escrows for real estate financing transactions (including review of preliminary title reports and title policies), will be detail-oriented with good organizational and computer skills, and will have good writing and analytical skills. Typical assignments may include preparation and/or review of real property financing documents and other lender documents, real property acquisition documents, escrow instructions, and consultant and grant agreements. Other duties may include, but are not limited to, drafting and/or reviewing resolutions and ordinances, coordination with City or other government departments or agencies, involvement in the Council agenda process, and responding to public record act requests. The skill level of this position places strong emphasis on accuracy, attention to detail, and strong analytical skills. Incumbents must be proficient in the use of various types of software in the Windows environment.

Depending upon qualifications, the successful candidate may be hired at the Legal Analyst I or Legal Analyst II level. The annual salary range for a Legal Analyst I is $80,676.96 to $98,083.44, and the annual salary range for a Legal Analyst II is $88,058.88 to $107,016.00. Both ranges include an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidate's qualifications and experience.
