The Information Technology Department’s Development Services Solutions team is seeking qualified candidates to fill the Information System Analyst positions to support the development and maintenance for several Off-The-Shelf (OTS) and custom systems and applications that support operations of the Planning, Building, Code Enforcement department and the Development Services process at the City of San Jose. The primary role of this position is to act as technical lead in supporting and managing diverse departmental business systems that include web and client servers’ application, database, Permitting and Compliance, public web portal, Business Intelligence, GIS, Inspection scheduling/Dispatch, Digital Inspection and performing all duties necessary for maintaining, supporting and optimize systems.  This position must ensure business processes for users are documented and that systems meet customer expectations.  This position is responsible for ongoing user training, report creation, systems administrations, system support, maintenance, and programming efforts and must maintain excellent customer relations.

The Development Services Solutions team is responsible for several Off-The-Shelf (OTS) and custom systems and applications that support daily operations of the Planning, Building, Code Enforcement department and the Development Services process at the City of San Jose. The Information Technology Department’s Development Services Solutions team is seeking for two qualified candidates to fill the Senior Applications Developer positions to support the development and maintenance of the above systems and applications as well as to assist with emerging needs around data analysis, data extraction, data mapping, and reporting functions associated with the above systems and business requirements. The ideal candidate should have technical experience in at least one or more items in each of the following four skills groups: 

1.    Systems: Granicus AMANDA, SAP Crystal Reports, Yellowfin and/or Power BI, Enterprise Content Management, Enterprise Service Bus (ESB) such as Mule ESB, and/or Case Management/Tracking systems.

The total salary range for the Senior Wastewater Facility Engineer is $144,362.40 - $182,735.28 Annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. ESD is seeking to fill multiple Senior Wastewater Facility Engineer positions in support of the RWF CIP division. The Senior Wastewater Facility Engineer position is a management classification, reporting to a Principal Wastewater Facility Engineer.

This position will work closely with the Program Management Consultant (PMC) and Operations and Maintenance (O&M) staff in an integrated Program Management Office (PMO) to deliver a wide variety of capital improvement projects at the RWF.

The Senior Wastewater Facility Engineer will serve as a Project Manager through all phases of capital project delivery from project initiation to feasibility development, design, bid and award, construction, testing, start-up and commissioning and post construction for his/her assigned project(s).

Responsibilities may include preparing consultant procurement documents (RFQs/RFPs); conducting contract negotiations and administration; directing the preparation and approval of project deliverables prepared by Consultants (i.e. condition assessment reports, alternative analysis reports, conceptual design reports, preliminary design reports, detail design drawings, specifications, permit documents, and construction estimates); preparing Council memos and presentations for contract award.

The City of Berkeley is seeking PE-licensed candidates who are passionate about improving infrastructure for a more sustainable and resilient city. As an Associate Civil Engineer, you will function as a project leader for Capital Projects with an emphasis on engineering design.

Located in the Public Works Department and the Parks, Recreation & Waterfront Department, capital improvement teams are responsible for coordinating with stakeholders and managing contracts to get projects ready for bidding and construction. Within the Civil Engineer series, Associate level engineers prepare the more difficult and complex specifications, drawings, legal descriptions and cost estimates.

Minimum Qualifications

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four year college or university with major coursework in civil engineering and three (3) years of professional engineering experience in design and construction work at a level equivalent to the Assistant Civil Engineer classification.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

DEFINITION

Under general direction, to supervise and review the work of the professional and technical staff of a section of the Engineering Division engaged in preparing and/or reviewing plans, specifications, designs, estimates, and inspections relating to capital improvement, construction, development, and maintenance projects; to coordinate the work of the section with that of the Engineering Division and the Public Works Department; and to perform complex engineering design, construction inspection, contract administration, and related work as assigned.

EXAMPLES OF DUTIES

Provide engineering consultation services to various field and office personnel; design and/or manage design and construction contracts on City's capital improvement projects; review architectural, development and/or engineering maps, plans, specifications, designs, and cost estimates, and provide recommendations on the feasibility of bidding and constructing various construction or maintenance projects prepared in-house or by consultants; administer contracts and inspect construction to insure technical and legal compliance; plan, organize, and coordinate assigned work with other City departments and outside agencies, consultants, and contractors; prepare or direct project-related studies, reports, and correspondence for City administrators, officials, and citizens; research and prepare Issue Statements on various policy questions; assist with preparation of annual division budget; review, revise and maintain the City's General Conditions, Standard Specifications and Drawings ("Standards"); research design and construction procedures and materials, and recommend improvements in Standards to the City Engineer; formally evaluate performance of assigned personnel.

MINIMUM QUALIFICATIONS

• 5+ years of successful experience managing enterprise data and integration services to successful outcomes.

The City of San José Information Technology Department (ITD) seeks an exceptional senior manager to lead the City Portfolio-Products-Projects Office (C3PO) as Division Manager. 

The Portfolio-Products-Projects Office is a six year-old division in the City. Deconstructing traditional project management, San Jose’s C3PO is responsible for (1) executing technology and innovation initiatives with success; (2) ensuring strong business value from City products and platforms over time; and (3) building organizational capacities for the City to consistently transform and improve. 

The C3PO Division Manager will inspire team members and nurture a culture that is truly collaborative and customer-centric towards these ends. The position is critical to the City achieving ambitious goals to innovate, accelerate delivery of solutions, support deep collaboration and deliver remarkable value to the San Jose organization and community. 

The leader of the C3PO will work directly with the Chief Information Officer (CIO) and Assistant Chief Information Officer (ACIO) to build the team through a significant hiring phase. They will assemble the office’s practices and resources, all while supporting delivery of identified priorities. In its first five years, the C3PO already drastically improved technology execution success rates, earning the trust of partner departments. The Division is situated to grow its team and Citywide impacts. Thus, the selected Division Manager will demonstrate the vision and leadership necessary to build the C3PO into the model team and organizational resource described.

Responsibilities:

The C3PO Division Manager works closely with the IT Department Executive Team and oversees approximately 10 to 15 contributors, an average annual project portfolio of 75+ initiatives, and 40+ primary systems for focused lifecycle management. The C3PO works across 20 major departments citywide to:

• Ensure successful project execution;
• Deliver continuously high business value from the City’s products and platforms through expert lifecycle management; and 
• Enable organizational capabilities and cultures that makes transformation through technology increasingly routine. 

Specific examples of work priorities over the next 18 months include: My San Jose, Business Process Automation, Integrated Permitting System and Development Services Upgrade and Transformation, Vehicle Blight service request management, 3-1-1 contact redesign, Business Tax system, emergency management technology refresh, IoT platforms and controls, infrastructure initiatives, and other efforts at the forefront nationally. Work is measured on the basis of hitting targets for cost, schedule, scope/quality, and realization of value at the customer level.

The primary duties of this position may include but not limited to:

• Delivering business value through expert portfolio management, product management, and project management.
• Performing and teaching portfolio, product, and project management practices across City departments through the C3PO.
• Developing necessary strategic plans, budgets, architectures, and roadmaps to plan, execute, and resource initiatives that support the service requirements of City departments.
• Hiring, coaching, mentoring and developing performance manage Products-Projects Managers and prioritizing effectively through active methods—e.g., scrums, work-staff planning, OKRs.

• Monitoring and regularly communicating key performance metrics and statuses.
• Overseeing the development, communication, and training of standardized processes, best practices and maintain integrated tools for product-project planning, execution, business analysis and deliverable/artifact tracking.
• Applying governance processes to maintain stakeholder support, detecting and addressing projects in jeopardy, and inhibiting large project failures.
• Planning for competing demands of technical and staff resources in project and product lifecycle activities.
