San Mateo County Behavioral Health and Recovery Services (BHRS), Child and Youth Services https://www.smchealth.org/bhrs, provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, and families focusing on prevention, early intervention and treatment of youth diagnosed as Severely Emotionally Disturbed (SED) and/or substance use disorders. We provide services through specialty teams, outpatient clinics, in schools, and field-based teams in Daly City, San Mateo, Half Moon Bay, Redwood City and East Palo Alto. BHRS also provides services through a network of community agencies and independent providers who offer outpatient and wraparound services. BHRS supports treatment of the whole person to achieve wellness and recovery, and to promote the health and well-being of the people, families and communities we serve. Additionally for Residential Youth Treatment at Canyon Oaks Youth Center, Community Care Licensing requires providers working in this facility to maintain 40 hours of annual training related to the field, most of which are provided by the facility. Clinicians will also need to be trained in Professional Assault Crisis Training model (Pro-Act) upon hire.

The ideal candidates will possess:

• Strong assessment, diagnostic and evaluation skills
• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities
• Experience providing treatment for youth with Severe Emotional Disturbance (SED).
• Experience delivering services to youth who have mental health and substance use conditions. Experience delivering services in specialty areas for infants, children, youth, adolescents and/or transitional age youth.
• Excellent documentation skills: progress notes, assessments, client care plans, etc.
• Demonstrated expertise, skill and interest in working with a broad range of clients of diverse cultures and backgrounds, such as Latino, Pacific Islander, African American, and LGBTQ, and an ability to provide culturally appropriate and proficient services.
• Skill in establishing and maintaining productive working relationships with families, co-workers, other professionals, collaborative partners and the public.
• Experience using electronic health/medical record systems (e.g. AVATAR, SOARIAN).
• Fluency in Spanish and experience providing clinical services using bilingual skills.

Additionally, for Residential Youth Treatment

• Knowledge of the principles of Trauma Informed Care Experience working in a multi-disciplinary setting.

Additionally, for Youth Services Center

• Experience working in a facility juvenile hall setting.
• Experience providing case management services for youth detained in a juvenile hall setting.
• Demonstrated ability in providing clinical mental health services to Youth population with Severe Emotional Disturbance (SED) and/or substance use disorders conditions.

Example of Duties

Duties may include, but are not limited to, the following:

• Perform initial diagnostic evaluation noting behavioral symptoms. Determine and develop appropriate treatment plans for all clients in the caseload.
• Conduct individual, group and family counseling/therapy sessions for clients.
• Develop individual and group treatment plans utilizing a variety of psychotherapeutic, psychosocial and psycho educational modalities.
• Conduct suicide/risk assessments & crisis intervention.
• Conduct home visits and/or field-based services (as relevant to program needs.)
• Awareness of community resources in order to provide linkage to additional supportive services.
• Conduct treatment groups in schools and other community settings with emotionally and behaviorally disturbed children.
• Work as a part of a multidisciplinary team.
• Utilize Trauma Informed Care and other Evidence-based practices.
• Participate in an on-call rotation and responding to after-hours calls (Youth Services Center/Youth Case Management Positions)
• Perform related duties as assigned.

Licensure/Certification

An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California. For Psychiatric Social Worker II, current California license as a Licensed Clinical Social Worker is required.
• Marriage & Family Therapist I/II: Registration with the Board of Behavioral Sciences as an Intern (Associate Marriage and Family Therapist). An individual hired in this classification must become licensed within six years from the date of employment as a Marriage and Family Therapist in the State of California.

The Public Authority for In-Home Supportive Services (IHSS) is seeking well-qualified individuals for the position of Public Authority Registry Social Worker II/III with fluency in Mandarin or Cantonese. There is one vacancy in the Public Authority. The current vacancy would be responsible for supporting IHSS consumers who do not have caregiver resources, in hiring a homecare provider from the Public Authority Registry and helping the client and provider establish a successful working relationship. The position is located in San Mateo, CA, but will require travel throughout the County to perform duties of the positions.

NOTE: The Public Authority Registry Social Worker II/III is not a County position; the Public Authority unit reports to the San Mateo County Director of Aging and Adult Services.

PUBLIC AUTHORITY

The Public Authority serves as the employer of record for IHSS homecare workers, with the IHSS consumer retaining the right to hire, fire and train their worker. The Public Authority's responsibilities include operating a Registry that recruits, screens and refers potential homecare providers to IHSS consumers needing personal assistance in their home; screening the backgrounds of IHSS providers in accordance with IHSS policies and regulations; providing training opportunities to IHSS providers to enhance their skills in serving IHSS consumers; and offering support and assistance to Registry consumers and providers to ensure the employer-employee relationship between the Registry consumer and provider are functioning well. The IHSS consumer is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive. Consumers who do not have caregiver resources, may choose to hire a caregiver from the Public Authority Registry. The Public Authority Social Worker will assist those recipients with the hiring of a Public Authority Registry worker and help them to manage their role as the employer.

Examples of duties may include, but are not limited to, the following:

• Conduct home visits to support consumers' hiring needs.
• Educate, support, and perform administrative duties for IHSS consumers and care providers to understand/comply with program regulations.
• Provide conflict mediation between consumers and providers to help stabilize cases.
• Collaborate with program integrity team to ensure proper adherence to regulations.
• Provide education, outreach, and community resources information for consumers.
• Attend case conferences.
• Collaborate and facilitate services with other partner agencies.
• Effective caseload management

The ideal candidate will possess the following:

• Ability to work in both an independent and collaborative setting, in the development and implementation of sound case plans of action.
• Ability to implement program regulations.
• Experience in conflict management.
• Experience working with challenging behaviors associated with mental health diagnosis.

Qualifications

Licensure/Certification: California class C driver license or equivalent.

Education:

Social Worker II: Satisfactory completion of 30 semester units of social welfare and/or appropriate behavioral science courses.

Social Worker III: Satisfactory completion of 36 semester units of social welfare and/or appropriate behavioral science courses.

Experience:

Social Worker II: Two years experience performing duties comparable to those of a Social Worker I or higher in San Mateo County. Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work.

Social Worker III: Three years experience performing duties comparable to those of a Social Worker II or higher in San Mateo County. Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work and two years experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.

THE DEPARTMENT

The Public Works Department is comprised of the Engineering, Maintenance, and Water Quality Control Plant divisions.  The Engineering Division is responsible for delivering facilities and infrastructures that meet the needs of City residents and complying with standards and requirements established in the engineering guidelines and the City's Master Plan.

The Engineering Division is headed by the Principal Engineer.  The Senior Engineer position is an advanced-level engineering classification requiring professional registration, performing a wide variety of engineering duties in civil, sanitary, traffic, and other municipal public works, maintenance, and construction engineering projects.  This class is distinguished from other lower-level engineering classes in that it provides direction to staff and performs the more complex engineering and project management assignments.  Assignments and projects may be long-term or may constitute a major portion of a continuous or comprehensive engineering or Capital Improvement Program.

THE POSITIONS

Associate Civil Engineer

Under general direction, the Associate Civil Engineer performs difficult professional engineering work in the design and construction of public works, including sanitary, traffic, and mechanical projects; leads and trains lower-level engineering staff on assigned projects; and does related work as required.

DEFINITION

Under limited direction, the Housing and Economic Development Manager directs and administers the division to which they are assigned. More specifically, the Housing and Economic Development and Housing Manager develops, coordinates, and implements the City’s housing and economic development programs and related activities; initiates key long range planning activities based on the City’s General Plan, Housing Element, Belmont Village Specific Plan, Economic Development Strategic Plan, and regional initiatives; provides housing and economic data to inform key policy decisionmakers; develops and implements marketing, branding and outreach activities for business engagement; and performs related duties as assigned. 

DISTINGUISHING CHARACTERISTICS 

The Housing and Economic Development Manager functions as manager over the Citywide area of practice to which they are assigned, i.e., housing/economic development activities and provides technical expertise to other City departments and related agencies. The Housing and Economic Development Manager is distinguished from the next lower classification of either Management Analyst I/II in that the former is a division level manager, with vast programmatic responsibilities, expected to function with limited supervision. 

Position Summary

 

Under general supervision, operates a variety of transit vehicles to transport passengers along specific, assigned routes according to the District's requirements.  Provide service in a safe, courteous and reliable manner.   Responsible for written reports and other information as required.  Upon completion of the Golden Gate Transit Training Program, the employee operates regularly scheduled assignments.  All runs will originate in either Santa Rosa, Novato or San Rafael.

Hourly Pay: $30.23/hour to $35.57/hour


 If selected for the position, new hires will need to complete Golden Gate Bridge, Highway & Transportation District’s Bus Operator Apprenticeship Program ($30.23/hr benefits not included) which is approximately twelve (12) weeks, Monday through Friday, 6:30 a.m. to 3:30 p.m.

Upon successful completion of training: $32.01 per hour, plus benefits. All new hires will be required to complete a 120 probationary period upon completion of training.

Essential Responsibilities

 

• Transports passengers along assigned routes, making designated stops as required or requested.
• Uses the fare box to accurately collect fares, issues transfers and gives general information.
• Completes reports on patron count, non-scheduled mileage, vehicular deficiencies, fare box, accidents and other reports as required.
• Operates automatic lift on buses and assists passengers in wheelchairs, those using crutches or walkers, or who have speech or mental difficulty.
• Ensures that Driver’s license and all other documents required of a commercial licensee are maintained and are current and valid.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned. 
• Regular and reliable attendance and performance are required.

 

Minimum Qualifications

 

• No experience is necessary. 
• Must be a licensed driver for at least seven (7) years prior to the date of this posting. Candidates who are currently enrolled in the Bus Operator Pre-Apprenticeship Program and a licensed driver for at least 3 years are eligible to apply, pending successful completion of the pre-apprenticeship program. 
• Satisfactory Driving Record (as stated below).
• Must pass the Student Bus Driver Training program and Probationary period.

• Must possess and maintain a current, valid California driver’s license and satisfactory driving record.
