DEFINITION

Under general direction, performs all phases of difficult, complex, professional, and technical planning and related works. Manages a variety of administrative tasks including grant compliance review, processing contracts, and verifying documentation.  Performs other duties as required.

DISTINGUISHING CHARACTERISTICS

The Senior Planner is expected to independently perform the full scope of assigned duties. Incumbents work independently in the research and analysis of planning issues, in the preparation of planning reports, studies and recommendations, and in the supervision and coordination of assigned planning functions and processes. Incumbents are responsible for coordinating grant activities.

ESSENTIAL POSITION FUNCTIONS

• Assists the City Manager and Contract Planner in performing and administering a variety of current and advanced planning projects.
• Receives, reviews, and prepares reports and recommendations on applications for zone changes, use permits, variances, planned developments, subdivisions, signs, boundary adjustment and other planning matters.
• Interprets, applies, and explains federal, state, and local laws, codes, and regulations, including the California Environmental Quality Act (C.E.Q.A.) and the National Environmental Protection Act (N.E.P.A.).
• Meets property owners, developers, architects, planners, and others concerning zoning and related codes, standards, and requirement.
• Conducts plan check of building permit-level plan submittals associated with complex projects to verify compliance with project approvals and zoning requirements; conducts over-the-counter plan check of less complex development proposals and land uses; approves minor development plans.
• Performs regular mapping functions with the use of the City’s Geographic Information System (GIS) software.
• Reviews Business Licenses for compliance with Zoning and Municipal Code.
• Assists in the preparation and distribution of Planning Commission Agenda. Makes oral presentations before City Council, commissions, committees, community groups, and boards of other governmental agencies.  
• Evaluates environmental impact reports for accuracy and sufficiency and prepares reports and recommendation.
• Administers and implements the City’s grants including but not limited to the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) programs.
• Conducts financial and program monitoring to ensure compliance.
• Prepares grant reports such as the Annual Action Plan and CAPER, and presents these documents to City Management or Council for approval.
• Works closely with granting agencies in preparing grant applications, budgets environmental reports, labor project monitoring, agreements with sub-grantees, the annual performance report, and other required reports.
• Explains program requirements to potential applicants and ensures their activity meets existing program guidelines.
• Assists with the preparation of the grant budgets for City Council Approval.
• Performs duties as assigned.

DEFINITION: Under general supervision, performs lifeguard duties, enforces all rules and regulations pertaining to the safety and well-being of visitors and patrons. Perform related work as required, may include light cleaning and janitorial.

EXAMPLES OF DUTIES:

• Active scanning and patron surveillance, practice preventive Lifeguarding.
• Enforce all rules and regulations.
• Recognize and respond professionally to emergencies, provide care as indicated under the scope of training, including activating EAP. 
• Assume assigned duties connected with care and maintenance of the facility.
• Maintain certain pool records and reports as required.
• Provide basic maintenance, equipment care and chemical pool testing.
• Deal tactfully and courteously with the public.
• Establish and maintain effective working relationships with other city employees, other agencies, and the general public.
• Actively attend and participate in required staff training and in-service drills.
• Ability to communicate clearly both orally and in writing.
• The ability to speak English clearly and understandably.
• Perform related duties as required.

TRAINING & EXPERIENCE: Must possess current Lifeguard Certification, which includes CPR for the Professional Rescuer and Lifeguard First Aid.

PHYSICAL REQUIREMENTS: Must be able to lift 50 lbs. and react quickly to emergencies.

PRE-EMPLOYMENT CONDITIONS: Candidates receiving a conditional job offer must pass a pre-placement fingerprint review. Candidates must be comfortable calling 911 in an emergency and providing care according to the level of training.

THE POSITION:

The City of San Rafael Library & Recreation Department, Child Care Division, is accepting applications for Child Care Instructor II to work in our School-Age Programs at Mary Silveira and Vallecito Children’s Centers.  Under the supervision of the Child Care Director, the Child Care Instructor II will provide developmental care and supervision to children enrolled in the childcare program; implement age-appropriate curriculum for children; establish and maintain supportive relationships with children and parents.  Incumbents in this position assume primary responsibility for planning, scheduling, and organizing curriculum and other activities for childcare participants.  In the absence of the Child Care Director, the Child Care Instructor II may assume those duties.

This position performs the following essential job duties (including but not limited to):      

• Plan, implement and supervise enrichment and recreation-based programs.
• Develop age-appropriate curriculum and activities to stimulate children’s cognitive skills, abilities, and development.
• Evaluate needs of children, staff, and site to maintain a safe and healthy environment for children and staff.
• Maintain accurate attendance and enrollment records; maintain appropriate confidential records.
• Supervise and coordinate the work of subordinate childcare staff.
• Monitor and order classroom supplies and materials as needed.

To be eligible for this position you must have knowledge of: 

• Stages and phases of Child Development.
• Age-appropriate curriculum development and implementation.
• Principles of parent communication and support.
• Instruction, supervision, and classroom management techniques.
• Appropriate disciplinary techniques.

• Prefer possession of a valid California Driver’s License

DEFINITION: Under general supervision, assists instructor in swim classes, enforces all rules and regulations pertaining to the safety and well-being of visitors and patrons. Perform related work as required. NOTE: This program provides on the job training to prepare a swim aide to become a Swim Instructor. This entry-level aquatics position is designed to give valuable training and orientation to the American Red Cross Learn-to-Swim Program, and the Mill Valley Aquatics Program for Individuals who desire to work in aquatics but don’t have required experience. Minimum age required to apply, 14 years old. 

EXAMPLES OF DUTIES:

• Assist Swim Instructor to provide all levels of swimming to all age groups.
• Follow the Instructors’ guidelines and directions working with the group or an individual as needed.
• Maintain certain class records and reports as required.
• Prepare instructional equipment, and clean up after classes.
• Provide basic locker room checks and regular restroom and facility light cleaning. 
• Deal tactfully and courteously with the public.

• Schedule parent conferences to discuss children’s development and concerns; work with family to devise learning and development strategies as necessary.

• Supervise and coordinate the work of subordinate childcare staff.
• Monitor and order classroom supplies and materials as needed.
