THE POSITION:

The City of San Rafael Police Department is seeking to fill the full-time exempt position of Senior Management Analyst II (Advanced Professional Temp). This is a three (3) year fixed-term position, with the potential to be extended dependent on available funding and job performance.  This is an “at will” position with benefits available.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

 The Senior Management Analyst (Advanced Professional Temp) will support the work of the newly formed Police Advisory and Accountability Committee (PAAC).  

This position performs the following essential job duties (including but not limited to):

• Manages community concerns of the PAAC.
• Supports the public meeting process including coordinating agenda items for public meetings, memorializing meeting minutes and any actions taken by the PAAC.
• Supports the PAAC Chair in the facilitation of the meeting process for this new committee. 
• Analyze, research, and prepare reports based on data analysis.
• Assess and examine public safety best practices.
• Provides administrative support between meetings and in preparation for public meetings.
• Performs related duties as required.

To be eligible for this position, you must have knowledge of:

• Principles and practices of local government and public administration.
• Methods of research, program analysis, and report preparation.
• State legislative procedures.

• Public relations and relationship building.

The City of San Rafael is recruiting to fill a Senior Management Analyst vacancy within the Finance Department.  This position will report directly to the Finance Director.   The Senior Management Analyst I/II will support the city-wide budget process, including operating and capital budgets as well as long-term financial planning/forecasting.  You will perform fiscal and policy analysis of city-run programs and services. THE POSITION:

This position provides advanced staff level assistance to executive or other management level staff, performs a wide variety of responsible and complex administrative and analytic duties, including providing information to the public and communicating Department and City activities and programs. 

You will join a team of analysts across the City who are assigned to different departments but work together as a team on the important management, budget, communications, and analytic functions for the City.

Senior Management Analyst I – this is the entry-level classification.  Initially incumbents perform the more routine administrative analysis on new and current projects while learning City policies and procedures and gaining specialized knowledge related to the area of assignment.  As experienced is gained, there is a greater independence of action within established guidelines. 

Senior Management Analyst II – this class is the full journey level class and is experienced to work independently in identifying the need for and developing changes to operating practices, systems, programs and policies.  Incumbents perform the full array of duties within the area of assignment, including complex analytical projects and providing staff support to department administration and city officials as well as working with high degree of independence in interacting with all levels of city employees, managers, elected officials, community groups, and other governmental agencies and the public. 

This position performs the following essential job duties (including but not limited to):

• Assists or leads projects, tasks, and assignments that are priorities for the senior management staff.
• Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.
• Supervises, plans, organizes, and reviews the work of lower level technical and clerical staff.
• Leads departmental communication efforts, providing information to the pubic and interacting with media on issues pertaining to the functions and issues of the Department and City.

• Prepares and monitors department annual and capital budgets, mid-year budget review, work plans and periodic forecasts; provides complete analysis of revenues and expenditures for each program, re-forecasts and develops new budgets.
• Compiles narrative, fiscal and status reports on department, division, project and fund revenues and expenditures and assists with necessary adjustments.

The Department

The Suisun City Fire Department was established in 1861. The men and women of SCFD take great pride in the customer service that they provide to all who live, work and travel through Suisun City. SCFD is a mission-driven fire agency that remains focused on customers and safety. It is our goal that all members strive to attain a synergistic balance of education, training, and experience to provide excellent emergency management on every call. SCFD is a combination agency staffed with both full-time and volunteer fire personnel. We currently operate two Type 1 Fire Engines, one Type 3 Fire Engine, Ladder Truck, three Command Vehicles, one Type 5 Fire Engine, Zodiac Rescue Boats, and one USAR Trailer.  The Suisun City Fire Department is an ALS (Paramedic) level department, supported by Medic Ambulance for transport services. Station 47 is staffed 24 hours a day, 7 days a week.

The Position

The ideal candidate will have well-developed technical skills in the operation and maintenance of fire equipment and apparatus, and be self-motivated, team-oriented, embrace diversity and exercise sound judgment. Work requires a good understanding of first aid techniques and lifesaving methods. The nature of the work requires that the incumbent establish and maintain positive, cooperative working relationships within their own department, other Suisun City personnel, and the general public on an ongoing basis.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims management including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. This position will receive a four percent (4%) cost of living increase effective April 2024.

Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in environmental science, biology, chemistry or a related field.

Experience: Four years of responsible environmental compliance program experience including one year of administrative and/or lead supervisory experience

The City of San Mateo Public Works Department is seeking an Assistant/Associate Engineer for Capital Improvement or Private Development assignments. Candidates should be highly motivated, experienced, seek professional growth, and desire to lead and support in the delivery and review of various City projects.

As an Assistant/Associate Engineer, you would support our department’s mission to operate, maintain and improve the City’s infrastructure. Public Works is responsible for the maintenance, repair, cleaning, and construction of sewer and storm conveyance systems, wastewater treatment plant, streets, streetlights, traffic signals, active transportation infrastructure, publicly owned parking lots and garages, pump stations, a major lagoon, and dams and levees. Our department also reviews plans and inspects the construction of public improvements to serve new private residential, commercial, and industrial developments, and administers contracts for the collection, disposal, and recycling of solid waste. Public Works is also responsible for the City’s review and management of right-of-way impacts associated with private development and traffic operations.

What You’ll Do:

The Assistant/Associate Engineer will help support efforts to accomplish short and long-term project deliveries, while sustaining the City’s mission, vision, and goals.  The position is considered for either of the following fields of interest:

• The Development Section’s key assignments include reviewing development plans, technical studies/reports, maps, encroachment permits, building permits and being able to guide an applicant through the entitlement process regarding public impact and infrastructure. The role includes an emphasis on coordination among project stakeholders and various City review groups.
• The Capital Improvement Plan (CIP) Section’s key assignments include planning, designing, reviewing, and preparing detailed engineering plans, drawings, specifications, cost estimates, contracts, and related documents for a variety of capital improvement projects. Roles include project manager and construction manager, with duties that include leading coordination meetings, interfacing with construction contractors, outside engineering firms, construction inspectors, and other public agencies.
