The Assistant Director, Financial Reporting and Operational Accounting will report directly to the Section Director, Financial Reporting and Operational Accounting, and will have management and oversight of the general ledger and financial reporting group; as well as production and publication of financial reports for the agency and its component units.  The Assistant Director will provide oversight in the development and/or review of policies and procedures for proper accounting and financial reporting of capital assets.  In coordination with internal stakeholders, this position will assist in developing and evaluating the internal controls associated with accounting and financial reporting of financial transactions.

This position will perform a variety of complex analytical, compliance, and administrative work in support of reporting functions; management of the financial reporting team and overall relationship with agency sections and program staff; coordinate with various outside agencies; analyze financial statements and communicate important financial information clearly to all entities. The Assistant Director will perform other job-related duties as needed or assigned by the section.

SKILLS AND ABILITIES
The ideal candidate will have the following knowledge, skills, and abilities:    

Knowledge and Application of:

• Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements and statements, and Uniform Guidance requirements;
• Automated financial accounting systems, in particular General Ledger, Budgets, Contracts and Purchasing and other relevant modules;
• Federal, State and Local grants and grant reporting procedures including:
• California Government Codes, Street and Highway, revenue and taxation, and PUC codes
• Electronic payment systems and revenue fare collections
• Methods and techniques for record keeping as well as report preparation and writing;
• Enterprise Resource Planning software and/or other financial management applications.

MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Master's degree in accounting, finance, public or business administration, or a related field, including a minimum of 24 semester-hours in accounting.  (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)    

Experience: Five years of increasingly complex and diverse professional accounting work experience, two years of which having full supervisory responsibility for two or more major accounting functions, including the equivalent of two years as an Accounting Supervisor or Senior Financial Analyst for MTC.

Preferred Qualifications & Specialized Skills

• Public sector accounting and auditing experience, governmental accounting experience is preferred.
• Professional certifications such as a CPA, CPFO, or equivalent is desirable.
• Must have experience with Enterprise Resource Planning software and/or other financial management applications.
• Must have the ability to communicate effectively both orally and in writing.
• Proficiency in Microsoft Office Suite

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Accounting Section Director, the essential duties and responsibilities of the Assistant Director include, but are not limited to, the following:
 
Examples of Essential Functions

• Manage internal accounting controls for General Ledger. 
• Oversee all month end, quarterly, and annual G/L journal entries. 
• Recommend changes in policy and procedures to ensure financial records and audit processes are compliant with local, state, and federal requirements. 
• Prepare monthly financial statements and related reports for the Agency and all its component units and Commissioners and Boards of Directors; as well as various external reports such as State Controllers and National Transit Database. 
• Plan, organize, and perform assessments to ensure administrative, accounting, and internal controls exist and are properly functioning. 
• Manage all external financial and governmental/grant audits including the preparation of Annual Comprehensive Financial Reports and Single Audit Reports. 
• Work cooperatively and collaboratively with MTC staff and external stakeholders;
• Supervise staff. Hire, mentor, and proactively carry out performance management issues of direct and indirect reports including, establishing job expectations, performing probationary and annual performance appraisals, and managing performance and disciplinary issues. Ensure EEO policies and procedures are followed. Coordinate staff training and professional development. 

Examples of Duties

• Monitor and ensure timely identification and compliance with evolving governmental accounting standard pronouncements, provide Generally Accepted Accounting Principles (GAAP) interpretation and prepare technical memorandums that document issues in a clear, logical, and comprehensive manner. 
• Research, interpret, implement, and enforce GASB standards and pronouncements. 
• Oversee the accounting and reporting of capital assets and projects and grant transactions. 
• Ensure compliance with federal and state grant accounting regulations and conditions. 
• Review accounting journal entries and ensure the accuracy of information. 
• Oversee the production of monthly financial statements/reports. 
• Oversee compliance with audit recommendations. Maintain records and audit reports for follow up audits and to monitor compliance with recommended changes in policy and procedures. 
• Review the Annual Comprehensive Financial Reports for all business units and update the report with the various notes as they relate to each of the business units. 
• Oversee the preparation of financial reports for all boards and associated committees, attend committee/board meetings, and present reports and make presentations as required and requested.
• Evaluate job performance of staff which also includes the professional development of staff through the identification of on-the-job and other professional development opportunities. 
• Perform other job-related duties as needed or assigned by the section.

HYBRID WORK - Employees may need to be in the office for some assignments/tasks that can only be done onsite or at a designated MTC work assignment location.  This position can primarily be performed remote. On-site attendance as required based on in-person meetings or work assignments.

REPRESENTATIVE FUNCTIONS:

• Directs, organizes and executes complex, high level and high-volume recruitments including development of strategic recruitment plans, planning and placement of advertising, creation of examination plans, writing of announcements and sourcing of candidates.
• Serves as lead recruiter and sets an example in professionalism, customer focused mindset and consistent follow up.
• Evaluates and prepares statistical analyses on applicant data, including trend analysis, utilization analysis and adverse impact analysis.
• Analyzes and interprets federal laws, state laws, District policies and procedures, and collective bargaining agreements.

• Analyzes and evaluates the compensation for new and existing positions; recommends appropriate internal and external comparators; conducts salary surveys and makes recommendations for the appropriate compensation for individual positions and groups of positions; explains recommendations to managers, supervisors, and employees; provides recommendations and guidance for compensation system revisions and updates. Develops, coordinates, administers and evaluates oral and written examinations and their results, including compiling test scores, preparing eligibility lists and candidate information;and coordinating follow-up pre-employment drug testing, physical capacity testing, and background/reference checks.
• Analyzes and evaluates new and existing positions for classification; designs and drafts classification specifications or alters existing specifications; explains the classification process and recommendations to managers, supervisors, and employees; and makes recommendations for the improvement of the classification system.
• Conducts job analysis for assigned positions, including identifying job content, analyzing position description questionnaires and writing job descriptions.
• Coordinates and implements recruitment processes for District departments; confers with department managers and supervisors to determine recruiting needs.
• Collaborates with hiring department on workforce planning initiatives.
• Prepare and organize appropriate salary surveys and benchmark comparable positions. May be assigned various human resources special projects as needed.
• Establishes and maintains confidential files and records, and performs administrative tasks such as data entry, and the writing and distribution of correspondence and other documents.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education: Equivalent to a Bachelor's Degree in Human Resources, Industrial/Organizational Psychology, Organizational Development, Public Administration, or a related field, from an accredited college or university.

Experience: Equivalent to at least four (4) years of increasingly responsible Analyst level experience in a Human Resources Department. Experience in a supervisory or lead capacity is desired. Additional education, such as a graduate degree in one of the above disciplines from an accredited college or university may be substituted for experience on a year-for-year basis.

Desirable Experience: Experience in high level complex, high volume recruitments, and compensation analysis. Excellent communication skills and presentation skills, ability to develop strong rapport with hiring managers and provide outstanding customer service to internal and external clients. This position requires the incumbent to occasionally travel to District facilities, with the flexibility to work early mornings, late afternoons/evenings, and or on the weekends as needed for events at various District locations and in the community. Union experience is desirable but not required.

• Develops, recommends, and implements policies and procedures related to operating and capital budget management, including providing primary leadership on developing, maintaining and updating the budget policy and procedures manual.

• Execute and oversee weekly, monthly and/or quarterly reviews such as budget variance analysis, short and long-range forecasting; review and investigation of financial entries, documents, and reports for errors and inconsistencies
• Develop complex financial models utilizing Excel, Business Analytics, trend analysis, proformas, the collaborative process, etc.
• Assist and advise in the preparation and monitoring of the Capital Improvement Program

Grant Management and Reporting Compliance

• Monitor grant programs for required reporting and program compliance
• Coordinates with staff to ensure adherence to grant management workflow processes and that programmatic, fiscal, and regulatory requirements are consistently met 
• Develops, recommends, and implements policies and procedures related to grants management, including providing primary leadership on developing, maintaining, and updating the organization’s Grants Management and Administration Manual

DEFINITION

AC Transit is seeking a Finance Systems Project Manager. Under general direction serves as the project manager leading a variety of complex, finance systems-related projects. This position works with department end-users, Innovation and Technology (IT) staff, consultants and, vendors to translate business and operational requirements into workable finance system solutions. Incumbents in this position provide training and technical assistance in the use of the system software.

This classification is distinguished from other finance classifications by the assigned project management responsibilities leading District-wide, finance systems-related projects and studies of considerable size and complexity. MINIMUM QUALIFICATIONS:
Education: Equivalent to a bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned.

Experience: Eight (8) years of experience in the professional field required by the assigned special projects. The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals
• Fostering professional growth and effective working relationships
• Managing, analyzing, and evaluating special projects
• Providing subject matter expert (SME) advice to IT analysts/team in the development of the new Assessor Property Assessment System

The ideal candidates will possess:

• Knowledge of supervisory principles and practices including work planning, scheduling, assignment, and review, and employee training, evaluation, and corrective action
• Technical and professional knowledge of appraisal procedures for real, personal, and intangible property
• Understanding of California Property Tax laws, State Board of Equalization guidelines, and Uniform Standards of Professional Appraisal Practice; and the ability to read, interpret, and apply these rules, policies, and procedures
• Familiarity with systems, technology, and desktop applications
• Ability to appraise and assess complex property interests as per California statutes and Property Tax Rules and Regulations
• Skill in analyzing information and using sound independent judgment to make decisions and determine appropriate courses of action, including recommending legal actions
• Effective communication skills in both oral and written formats, including formal presentations
• Capability to be adaptable and resourceful
• Team building skills and effective ways of motivating and leading others to meet the challenges of a changing work environment
• Leadership skills, the ability to be a team player, and the ability to build strong interpersonal relationships
• Training experience to train new staff and develop appraisal and property tax assessment skills in all employees
• Ability to manage a heavy workload, including reviewing hundreds of appraisals and assessments per week and providing the appropriate feedback to staff

 
THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.
 
Knowledge of:

Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The first phase of the examination process will consist of an application screening (weight: pass/fail).  Those who pass the application screening will be invited to the second phase of the examination process, the panel interview, which could include the evaluation of a brief written and/or performance exercise given immediately preceding the interview.  In order to be considered for the position, applicants will have to successfully pass the interview.
 
Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position.
