THE POSITION:

The City of San Rafael Public Works Department is seeking a full-time Parks Maintenance Worker I/II.  Under general supervision, this position performs a variety of tasks involving the maintenance, repair, improvement and cleaning of parks, park buildings, recreational facilities, and related areas. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Mows and edges lawns, ball fields, and other turf using edgers and walk behinds and riding reel, rotary, and flail mowers.
• Prunes, trims, shapes and manicures shrubs, hedges, and small trees.
• Irrigates using manual and automatic irrigation devices.
• Rakes, sweeps, and uses power blower or vacuum to clear leaves and debris.
• Weeds beds, prepares soil, and plants trees, shrubs and plants.
• Repairs vandalism to park facility plumbing, walls and paint.
• Cleans park rest rooms, walkways, patios, and related areas.
• Picks up litter and trash in parks, on and along street islands, and in other areas.
• Maintains ball fields including dirt areas, striping, and turf.
• Adjusts and performs routine maintenance of equipment.
• Installs, adjusts, and repairs sprinkler systems and related plumbing including valves, heads, time clocks, and PVC, galvanized and copper pipes.
• Maintains swimming pools including measuring chemical conditions.
• Operates trenchers, dump trucks, backhoes and loaders, and other tractor attachments to excavate, load, move grade or smooth dirt, materials, and trees; operates street sweeper to clean large paved areas.
• Prepares forms, mixes, pours and finishes concrete.
• Participates in emergency Public Works repairs and maintenance including work in other sections of the department.
• Works emergencies and special events.
• May mix chemicals and operate equipment to apply fertilizers and pesticide.
• Operates vehicles with trailers.
• Performs related duties as assigned.

Parks Maintenance Worker I:

• Use and maintenance of basic hand and power tools common to the field.

Parks Maintenance Worker II: (In addition to the requirements of Parks Maintenance Worker I)

• Use and maintenance of basic hand and power tools common to the field.
• Plants, trees, and landscaping materials.
• Methods, materials, tools and equipment used in groundskeeping.
• Installation and maintenance of landscape irrigation systems and basic plumbing.
• Swimming pool operation and maintenance.
• Methods, materials, tools and equipment used in basic carpentry and concrete work.
• Operation and operator maintenance of a variety of power tools and equipment.
• Safe working practices including traffic barriers and protective clothing and devices.

Parks Maintenance Worker I:

• Operate a vehicle with trailer.
• Use basic hand and power tools common to groundskeeping.
• Understand and follow oral and written instructions.
• Establish and maintain cooperative working relationships.
• Operate a variety of power tools and equipment.

Parks Maintenance Worker II: (In addition to the requirements of Parks Maintenance Worker I)

• Operate hand and power mowers, edgers, saws, pruners, tractors, tractor attachments such as back hoes and loaders, sprayers, trucks, blowers, etc.
• Prune, plant, and irrigate turf, landscape and trees.
• Install, repair, and adjust landscape sprinkler systems.
• Identify plant disease, nutrient, watering and related problems.
• Perform basic carpentry and concrete work required for vandalism repair and park improvements.
• Maintain sanitary and safe swimming pool conditions including sampling and adding chemicals, and maintaining gas chlorine systems.
• Mix and apply pesticides and fertilizers.
• Ability to perform or learn to perform traffic control setups necessary to complete daily assignments.
• Ability to operate or learn to operate a computer and work-related software.

EDUCATION/EXPERIENCE/OTHER REQUIREMENTS:

• High school diploma or equivalent
• Able to read, speak and write English
• Incumbents assigned to this job classification are subject to Department of Transportation’s Drug and Alcohol Regulations if they possess a Class B driver’s license and opt to utilize the license on the job.

Parks Maintenance Worker I:

• Previous work experience involving groundskeeping, horticulture, and irrigation is preferred.

Parks Maintenance Worker II:

• Three years of work experience involving groundskeeping

DEFINITION

Under direction of a higher level professional engineer, plan, supervise, design, coordinate and perform a wide variety of responsible professional civil engineering and public works assignments.

The individual in this position is expected to complete difficult engineering assignments requiring the use of judgment and initiative in developing solutions to problems, assuming responsible charge of assigned design and construction projects, and interpreting and conforming to codes and general policies. This position may require considerable interaction with other City departments and divisions, public agencies and the public.

This position is distinguished from that of the Civil Engineer II by the greater independence, leadership and follow up to completion of assignments, assistance in the performance of related administrative duties as required by the City Engineer, and the ability to make presentations and participate at meetings.

Responsibilities for this position will include supervision of lower level professional engineers and technical personnel, checking of work, and formal employee performance evaluation.

EXAMPLES OF DUTIES

Depending upon assignment, duties may include, but are not limited to, the following:

Review and check plans, subdivision and parcel maps, and computations submitted by developers and outside consultants for conformance to established standards and specifications. Review EIRs, engineering reports, and proposals. Provide coordination with utility agencies, consultants, and other public agencies.

Prepare and interpret legal description of real property, right-of-way, and easements. Design, prepare plans, including drafting and specifications, cost estimates for a variety of public works improvements, including various traffic control systems, streets, buildings, parks, utility systems, appurtenances, and drainage structures.

Perform construction inspection and field surveys. May act as Resident Engineer on various projects. May assume responsibility for a complete engineering function or major phase of a program, including correspondence and complex engineering reports.

Upon request, provide information and respond to public inquiries, and prepare reports and recommendations. Prepare submittals, reports, and applications for State and Federal funding and grants for capital and street maintenance projects.

Confer with supervisory and other engineering staff during preliminary and design stages of work, and discuss technical and policy problems. May train and evaluate work of subordinate engineering personnel.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of Civil Engineering, including traffic control devices, hydraulics, sewer design, computer aided design (CAD) and mapping, surveying, street and road design, soil mechanics, concrete design, project scheduling and management, elements of effective supervision and report writing. Strength, properties and use of the materials of engineering construction.

Modern developments, current literature and sources for technical information, standards, applicable laws and construction procedures in the area of assignment.

Ability to: Perform professional engineering design work of a complex nature. Supervise CAD, prepare plans, specifications, cost estimates for a variety of public works projects.

Apply the fundamental principles of civil engineering theory to solving technical problems encountered in the design and construction of public works; perform studies and prepare technical reports; initiate compilation of necessary technical information, and make independent decisions therefrom; understand and carry out technical instruction; make accurate engineering computations and drawings; maintain clear and concise office records; establish and maintain effective relations with City employees, other governmental officials, developers, general contractors, and the public; prepare reports and general correspondence; communicate effectively when making presentations before groups.

Communicate clearly and concisely both orally and in writing. Take the lead on design projects and related assignments, including construction inspections with minimum supervision. Inspect construction projects, investigate and resolve disputes concerning plans, specifications and review change orders.

Supervise, train, and evaluate subordinates, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:   Four years of increasing responsible experience in professional level Civil Engineering work. Experience in municipal public works or related consultant work is desirable. Land development experience desirable.

Education:   Graduation from an accredited college or university with a Bachelor of Science Degree in Civil Engineering.

License: Registration as a Professional Engineer in Civil or Traffic Engineering in the State of California or possession of a Professional Engineer Registration in another state with ability to obtain registration in California within six (6) months. Possession of a valid Class C California Driver’s License.

The Department

SVP provides power to nearly 55,000 customers, at rates 25 to 48 percent below neighboring communities. The Position 

Silicon Valley Power (SVP) is seeking a dynamic, engaging, and highly qualified professional for one (1) management position of Principal Electric Utility Engineer in our Utility Operations Division. 

 

The position in Utility Operations will be responsible for managing and performing work related to Protection Engineering, Communications Engineering, and Operations Support Engineering (Fault and Outage analysis) along with supporting operations, maintenance and regulatory compliance of electric utility transmission, distribution and generation facilities.  This position manages the team responsible for Communications Engineering, Protection Engineering and Operations Support Engineering. 

 

A successful candidate will have at least five years of experience related to the electric utility engineering field and be able to demonstrate the ability to work well with management, industry professionals, administrative support, and our customers.   This is an exciting opportunity to lead positive change for our residents of the City of Santa Clara

Duties include, but are not limited to the following:

Under general direction:

• Plan, develop, coordinate, perform, and direct activities of assigned work area relating to planning, engineering, design construction, operations, maintenance and regulatory compliance of electric utility transmission, distribution and generation facilities
• Provide recommendations on a broad spectrum of related issues
• Manage assigned staff, provide technical instructions and assistance as necessary
• Develop, perform and manage the implementation of utility plans based upon applicable State and Federal laws
• May be responsible for directing the activities of consultants and contractors
• Act as a mentor to staff and provide them with leadership, training, direction and support
• Attend meetings and work with engineers, contractors, specialists and City staff to ensure that City guidelines are met in the determination of requirements of projects
• Represent the City at industry meetings, management groups, professional organizations, and other meetings
• Make periodic and special reports, which describe the current activities and prepare reports, including findings and recommendations, as required
• Direct or conduct studies and analysis related to the reliability of the electric system to ensure compliance with appropriate Federal Energy Regulatory Commission/North American Electric Reliability Corporation (FERC/NERC) and industry reliability standards
• Prepare or direct the preparation of purchase specifications required to implement Electric Utility Department purchases in connection with system expansion and improvements
• Conduct evaluation of new equipment, methods and materials pertinent to the design, construction, operation and maintenance of the electric system, and make recommendations to appropriate Managers
• Confer with and assist in the development of long-range plans, goals and objectives, and budgets
• Manage, schedule and evaluate the work assigned staff, and develop processes designed to support a continuous learning environment
• Analyze assigned work area to determine the most efficient and effective assignment of staff
• Make specialized technical studies and/or investigations
• Prepare complete and comprehensive oral and written reports and make recommendations on engineering and related issues
• Prepare the budget, recommend allocation funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services
• Administer and assist in the staffing, administrative and financial matters of the department
• May act as the Assistant Director of Electric Utility in his/her absence
• Perform other related duties as assigned

Minimum Qualifications

EDUCATION AND EXPERIENCE:

• Education and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in electrical, mechanical, civil or other related field of engineering
• Five (5) years of increasingly responsible experience in electric utility engineering work
• Candidates from a non-accredited college or university must demonstrate educational equivalency by registration as a professional electrical, mechanical or civil engineer in the State of California

Possible Substitutions:
 

• A Master's Degree in electrical, mechanical or civil engineering, or business or public administration from an accredited college may be substituted for one year of experience

REGISTRATION:
 

• Possession of a certificate of registration as a Professional Engineer in the State of California is required

LICENSE(S):
 

• Possession of a valid California Class C driver's license is required at the time of appointment and for duration of employment

OTHER REQUIREMENTS:
 

• Must be able to perform all of the essential functions of the job assignment
• May be required to work unusual hours in emergency situations

The Lifeguard/Swim Instructor position may be assigned to the following areas:

Lifeguard

Under general supervision, the Lifeguard performs lifeguard duties in enforcing City public swimming pool rules and monitoring pool patron conduct; perform emergency rescue and lifesaving techniques.

Swim Instructor

Under general supervision, the Swim Instructor performs swim instructor duties in planning, coordinating and teaching swimming and water safety courses, enforcing City public swimming pool rules and monitoring pool patron conduct.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this classification. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

Lifeguard

• Enforce swimming pool rules and regulations, including ensuring orderly conduct by pool patrons.
• Assist in providing instruction for a variety of swimming classes for all ages and ability levels. Assist swimmers who are in distress and administer a variety of first aid and/or life saving techniques, as appropriate.
• Assist in maintaining pool areas in a safe and clean condition.

Swim Instructor

• Assist in providing instruction for a variety of swimming classes for all ages and ability levels.

Department of Public Works
The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. The Traffic Engineering Division provides traffic engineering (technical support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e signals, beacons, and crosswalks), and bicycling and pedestrian travel on public streets. The investigations may involve interaction with the residents, field review, traffic data collection, and evaluation of collected information with established city policies to prepare engineering recommendations for possible improvements. The division also focuses on multi-modal planning and implementation specifically related to the goals and projects included with the City’s Bicycle Plan,  Pedestrian Masterplan, and the City’s Complete Streets policy. Under direct supervision, the Associate Engineer (Civil) performs high-level, fast paced engineering work relating to the permitting, design and construction of water, recycled water,  and sewer projects within the City. In addition, the Associate Engineer prepares construction documents such as improvement plans, specifications, estimates and schedules for water and sewer projects. As well as procures consultant and construction contracts for the design and construction of water and sewer projects including the preparation of requests for proposals (RFP), administration of the bidding and awarding process, preparation of Council agenda items, and administration of the consultant and construction contracts. This incumbent will review new developments and proposed public and/or commercial utilities improvement projects for compliance with City, County, State and Federal government regulations and standards. The Associate Engineer is expected to plan, organize, and prioritize a diverse workload of projects and tasks including technical and administrative tasks, and exercise independent judgment and decision making in resolving problems.

• Run surveying equipment,  perform general survey work, or inspect and/or administer public works construction projects
• Answer questions, write replies, review permit requests, determine and collect development fees, review and comment on developer public improvement plans, subdivision maps, and easement/right of way documents  as generated by general public, contractors, developers, engineers and other public agencies
• Issue Encroachment Permits (EP) and determine and collect fees
• Assist with the department's annual and five-year capital improvement budgets and the operating budget
• Manage the operation of City traffic signals and transportation systems
• Coordinate engineering activities with other City departments and other public agencies

• Write, review and edit City Council agenda reports and engineering reports
• May prepare and coordinate project construction schedules

Minimum Qualifications

 

Minimum Qualifications
• A Bachelor's Degree in Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET)
• Two (2) years of experience in civil engineering office and field work.

Possible Substitutions:
• A Master's Degree in any branch of Civil Engineering from an ABET accredited college or University may be substituted for one (1) year of experience

LICENSES & CERTIFICATION
• Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment
• Possession of a State of California Engineer in Training (E.I.T.) Certificate or Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment
• Registration as a Civil Engineer in the State of California is desirable

ESSENTIAL DUTIES

•    Perform required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and backfilling.

Under general supervision, the Lifeguard provides a safe environment for all types of aquatic programs.  The Lifeguard prevents loss of life or injury to patrons and at times performs related maintenance duties.  Some evening and weekend hours are required.  Mandatory pre-season in-service training sessions will be held in June. 

Enforces pool rules and regulations; rescues persons in distress and renders First Aid /CPR when necessary; maintains pool records and reports, including program registration and safety reports; follows City policies and procedures; and performs other assigned duties, as required.
 

Age Requirement:      

• At least 15 years of age.

Experience:                

• Recommended exposure to: swimming lessons instruction or working with young people in an organized environment, and/or participation in the Junior Lifeguard program, or experience as an Instructor’s Aide, or Lifeguard.

• Lifeguard rescue and life-saving techniques.

SALARY

$18.00 – $19.00 per hour - Scale based on experience and years of service.

Payday is the bi-weekly.  With the exception of Worker’s Compensation Coverage, no other benefits are provided.  Employees must contribute 1.45% of salary to Medicare and 7.75% to a retirement plan in accordance with Federal Law.

All positions are temporary part-time, hours required are 10:30 AM to 1:30 PM daily.  The preferred need is for Monday to Thursday.
