The Capital Asset Senior Accountant position will be filled at the Associate level and will be responsible for all aspects of accounting associated with the management of tangible and intangible capital assets. Duties include, but are not limited to, review of invoices and contracts associated with capital projects; working in coordination and collaboration with other departments to identify capitalizable assets in accordance with GAAP, GASB requirements, and Federal and State regulations; and assist in developing/updating the Capital Asset Management policies and procedures in coordination with other departments within the agency.

SKILLS AND ABILITIES
The ideal candidate will have the following knowledge, skills, and abilities:      

Knowledge of:

• Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Financial Accounting Standards Board (FASB);
• Principles and best practices of governmental fund accounting, reporting, and auditing;
• Federal and state grant rules and regulations and reporting requirements including OMB super Circular 2CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit requirements for Federal Awards);

MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Bachelor's degree in accounting, public administration, business administration, finance or related field, including completion of a minimum of 24-semester hours in accounting.  A Master's degree in an applicable discipline or CPA certification is highly desirable.  (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)    

Experience: Five years of increasingly complex and responsible accounting and auditing experience that includes three (3) years of increasingly complex and responsible accounting and capital asset management; demonstrated proficiency serving as functional lead for two major accounting program areas; including the equivalent of two years as an Accountant/Auditor II in MTC.

Preferred Experience:
Experience in capital assessment management, governmental fund accounting, and financial statement preparation is highly desirable.

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Specific duties and responsibilities include, but are not limited to, the following:    

• Review of capital projects and operating accounts to capitalize/expense assets; disposal and timely recording of assets. 
• Review of invoices and contract to ensure the accuracy of capital assets accounting records in accordance with the Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standard Board (GASB); Federal and State grant rules; and regulations including OMB super circular 2CFR Part 200.
• Manage fixed asset activity including performing system depreciation expense and capitalization of assets in the capital asset system.
• Analyze accounting data in the capital asset system, subsidiary, and general ledger to review and highlight variances, trends, exceptions and discrepancies, taking action as appropriate.
• Prepare month-end capital asset reconciliations between capital asset system and General Ledger. 
• Identify and document accounting treatment (capital or expense) for capital asset projects. •   Ensure historical reference by documenting procedures and decisions, maintaining required documentation, and providing documents as necessary.
• Establish and maintain strong, collaborative relationships with project managers and other departments to ensure the accuracy of capital assets accounting treatment. 
• Assist in developing/updating the Capital Asset Management policies and procedures in coordination with other departments within the agency.
• Perform and coordinate the annual equipment inventory review.
• Support lease accounting compliance by managing lease activity records. 
• Assist in the monthly financial close activities.
• Prepare capital assets schedules for various audits (e.g. financial statements audits, federal audit, state audit, etc.) and provide documentation for auditors as necessary. 
• Perform other job-related duties as needed or assigned by the Section.

The Assistant Director, Financial Reporting and Operational Accounting will report directly to the Section Director, Financial Reporting and Operational Accounting, and will have management and oversight of the general ledger and financial reporting group; as well as production and publication of financial reports for the agency and its component units.  The Assistant Director will provide oversight in the development and/or review of policies and procedures for proper accounting and financial reporting of capital assets.  In coordination with internal stakeholders, this position will assist in developing and evaluating the internal controls associated with accounting and financial reporting of financial transactions.

This position will perform a variety of complex analytical, compliance, and administrative work in support of reporting functions; management of the financial reporting team and overall relationship with agency sections and program staff; coordinate with various outside agencies; analyze financial statements and communicate important financial information clearly to all entities. The Assistant Director will perform other job-related duties as needed or assigned by the section.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Accounting Section Director, the essential duties and responsibilities of the Assistant Director include, but are not limited to, the following:
 
Examples of Essential Functions

• Manage internal accounting controls for General Ledger. 
• Oversee all month end, quarterly, and annual G/L journal entries. 
• Recommend changes in policy and procedures to ensure financial records and audit processes are compliant with local, state, and federal requirements. 
• Prepare monthly financial statements and related reports for the Agency and all its component units and Commissioners and Boards of Directors; as well as various external reports such as State Controllers and National Transit Database. 
• Plan, organize, and perform assessments to ensure administrative, accounting, and internal controls exist and are properly functioning. 
• Manage all external financial and governmental/grant audits including the preparation of Annual Comprehensive Financial Reports and Single Audit Reports. 
• Work cooperatively and collaboratively with MTC staff and external stakeholders;
• Supervise staff. Hire, mentor, and proactively carry out performance management issues of direct and indirect reports including, establishing job expectations, performing probationary and annual performance appraisals, and managing performance and disciplinary issues. Examples of Duties

• Monitor and ensure timely identification and compliance with evolving governmental accounting standard pronouncements, provide Generally Accepted Accounting Principles (GAAP) interpretation and prepare technical memorandums that document issues in a clear, logical, and comprehensive manner. 
• Research, interpret, implement, and enforce GASB standards and pronouncements. 
• Oversee the accounting and reporting of capital assets and projects and grant transactions. 
• Ensure compliance with federal and state grant accounting regulations and conditions. 
• Review accounting journal entries and ensure the accuracy of information. 
• Oversee the production of monthly financial statements/reports. 
• Oversee compliance with audit recommendations. Maintain records and audit reports for follow up audits and to monitor compliance with recommended changes in policy and procedures.

The Assistant Director of Budgets and Financial Planning and Analysis, under the direct supervision of the Section Director, will have management and oversight of capital and operating budgets for the Metropolitan Transportation Commission (MTC), the Association of Bay Area Governments (ABAG) and its affiliated entities, contracts management, grant compliance and reporting operations, the Overall Work Program, manage and account for budget to actual financial operating activities, develop and maintain financial forecasting models, maintain existing and ongoing internal controls, develop and implement internal controls, staff management and training, and career development and succession planning.  In coordination with internal stakeholders, this position will assist in developing an internal budget and grant management committee and collaborate with staff in maintaining grant management and reporting compliance requirements.

Directly and through management delegation to budget staff, this work includes organizing, managing, coordinating, and monitoring capital and operating budgets, leading and providing oversight in the preparation of MTC’s Overall Work Program (OWP) per Federal and State government funding requirements, provide grant oversight, and financial reporting analysis for all agency entities. This position will perform a variety of complex analytical, compliance, and administrative work in support of reporting functions; management of the budget team and  overall relationship with agency Sections and program staff; coordinate with various outside agencies; analyze financial statements and communicate important financial information clearly to staff, the Executives, internal and external stakeholders, committee, commission, and board members.

The Assistant Director of Budgets and Financial Planning and Analysis in coordination and collaboration with staff, grant award subrecipients, and other agencies, will support and manage all administrative responsibilities and compliance requirements for grant awards and funding sources. This position will lead efforts in cross-departmental coordination with MTC business units (Contracts, Finance, Legal, project managers, etc.) to ensure funding is effectively and efficiently managed from pre-award to project closeout. Prior experience with grant and contract administration and knowledge of federal and state grant compliance is required.

The incumbent will be a professional with exceptional analytical and management skills, who can organize, prioritize, and process large volumes of financial and grant information timely and accurately, on budget and with intense attention to detail. Operating and Capital Budget Management for all Entities and Funds

• Plan, organize, analyze, monitor and compile the preparation and development of complex capital and operating budget schedules
• Assist with budget projections and tracking revenue and expense trends
• Manage the posting, balancing and reconciliation of the general ledger and subsidiary accounts; ensure all transactions comply with accepted accounting practices

• Oversee the preparation of financial reports for all boards and associated committees, attend committee/board meetings, and present reports and make presentations as required and requested
• Develop, analyze and interpret budget policy and procedure, directives, regulations; maintain budgetary records in compliance federal, state and local regulations and requirements
• Develops, recommends, and implements policies and procedures related to operating and capital budget management, including providing primary leadership on developing, maintaining and updating the budget policy and procedures manual.  
• Train relevant stakeholders on the budget process including monitoring and budget amendments
• Recommend budgetary adjustments and develop narrative justification to support unanticipated changes in operations and/or funding to include preparation, analysis and administration of budget transfers and appropriations to/from fund balance; advise on the propriety and legality of using funds for specific purposes
• Determine the propriety and cost effectiveness of funding requests and expenditures through review of budget and accounting transactions and analysis of productivity, workload and program accomplishments, and funding availability 
• Execute and oversee weekly, monthly and/or quarterly reviews such as budget variance analysis, short and long-range forecasting; review and investigation of financial entries, documents, and reports for errors and inconsistencies
• Develop complex financial models utilizing Excel, Business Analytics, trend analysis, proformas, the collaborative process, etc.
• Assist and advise in the preparation and monitoring of the Capital Improvement Program

Grant Management and Reporting Compliance

• Monitor grant programs for required reporting and program compliance
• Coordinates with staff to ensure adherence to grant management workflow processes and that programmatic, fiscal, and regulatory requirements are consistently met 
• Develops, recommends, and implements policies and procedures related to grants management, including providing primary leadership on developing, maintaining, and updating the organization’s Grants Management and Administration Manual
• Develops the organization's annual grants project plan; and assigns and monitors the work of staff engaged in grants management activities, including grant application review and approval, grant award acceptance, budget-to-actual performance, and compliance reviews
• Oversees the development of the Cost Allocation Plan and departmental indirect cost rate proposals; and assists in interpreting the methodology behind the development of indirect cost rates for all departments
• Analyzes and interprets guidelines and funding requirements for grants and other funding sources 
• Performs highly complex analysis, evaluation, and review of grant revenues and expenditures 
• Provides technical assistance to staff and departments in application procedures, post-award approvals, and use of the grants management database(s)
• Acts as a liaison to federal, state, and local grantors/funding agencies
• Coordinate with staff and departments in the preparation, reporting and compliance requirements, and monitoring of the Overall Work Program (OWP) and subsequent amendments and provide to Caltrans, the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) for review, comments, and approval

Staff Management and Career Development

• Lead, direct, and develop workplans for budget staff, ensure adherence to the organizations policies and procedures
• Manage and career develop staff, monitor performance, and provide immediate, frequent as well as annual performance feedback, training, and ongoing succession planning

The total salary range for the Council Policy & Legislative Director classification is $68,619.98 - $109,791.76 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience.  

The Mayor serves as the political leader of San José, and under the City Charter, is responsible for recommending policy, program, and budget priorities for the City. The Office of Mayor-elect Matt Mahan is recruiting for a full-time Council Policy & Legislative Director and seeking a highly qualified professional to serve as a member of the Mayor’s Policy Team. The position will work on several priority initiatives, make recommendations, and develop action plans for meeting the Mayor’s policy objectives. Experience and knowledge of public policy in homelessness and affordable housing is highly desirable. Bilingual language skills (Vietnamese, Spanish, and/or Chinese) both oral and written skills are desirable, but not required.

The total salary range for the Council Policy & Legislative Director classification is $68,619.98 - $109,791.76 annually. The Mayor serves as the political leader of San José, and under the City Charter, is responsible for recommending policy, program, and budget priorities for the City. The Office of Mayor-elect Matt Mahan is recruiting for a full-time Council Policy & Legislative Director and seeking a highly qualified professional to serve as a member of the Mayor’s Policy Team. The position will work on several priority initiatives, make recommendations, and develop action plans for meeting the Mayor’s policy objectives. Policy areas of focus may include public safety, housing, homelessness, environment, neighborhood quality of life, land use, or economic development. Bilingual language skills (Vietnamese, Spanish, and/or Chinese) both oral and written skills are desirable, but not required. 

Responsibilities for the position may include, but are not limited to the following:  

• Leads initiatives within an assigned policy portfolio. Drives policy priorities through government and legislative process. Research best practices on assigned policy portfolio. 
• Gathers background information relative to issues pending before the City Council. 
• Drafts routine to complex correspondence, memoranda, and reports.  
• Prepares or assists in preparation of speeches and talking points for the Mayor. 
• Develops and maintains positive working relationships with council offices, city staff, community organizations, residents, business community, non-profit organizations, and government agencies as they are key partners on policy and as a representative of the Mayor’s Office. 
• Coordinates arrangements for meetings, programs, or other civic functions on behalf of the Mayor. 
• Coordinates projects city-wide with City administration. 
• Attends meetings and community events with the Mayor, requires availability on evenings and weekends. 
• Analyzes a wide variety of materials on assigned projects, programs, and topics. 
• Responds to constituent inquiries and issues, resolves complaints, and interprets operating policies for residents of the community and other interested parties. 
• Attends and represents the Mayor at City-related meetings and activities, meeting with governmental agencies, private industry, and related meetings.
