The San Mateo County Registration & Elections Division is seeking seasonal Election Vote Center Representatives (Office Assistant I) to assist in the upcoming March 5, 2024 Presidential Primary Election. Vote Centers offer in-person voting, voter registration, and additional services to the public up to a month before the election.
 
We are currently seeking dedicated and hard-working individuals for the temporary, full-time positions of Vote Center Representatives to be hired for the following duties:

• Use an iPad tablet to verify voter eligibility.
• Provide information about the current election.
• Guide voters on use of electronic ballot marking devices.
• Operate office equipment including Windows Laptops, printers, and iPad tablets.
• Provide in-person voter assistance to register to vote and cast a ballot.
• Issue ballots using Windows laptops.
• Maintain accurate files and records.
• Secure Election materials and supplies to maintain the integrity of the election.

The Elections Division is an exciting, fast-paced environment, especially as elections approach. Vote Centers will be open for two, four, eleven, and thirty days. Those hired can expect to work approximately 7 – 35 days including training and onboarding. The election will be held on Tuesday, March 5, 2024. The selected individuals must be available for the entire employment period until the completion of their assignment. The last anticipated day of employment will be March 7, 2024.
 
Vote Center Representatives will work eight (8) hours per day in-person once the site opens. Typical hours are 8 a.m. - 5:30 p.m. Monday through Friday with the addition of at least one weekend (March 2-3, 2024). This assignment will include one setup day of at least four hours before opening the location. On Election Day, Vote Center Representatives will work from 6 a.m. - 10 p.m. or later.  
 
The hourly wage for this position starts at: $22.97. These positions will require working overtime, including long hours, weekends, evenings, and holidays.  

• Authorized time worked more than 40 hours in the workweek: compensated at the rate of one and one-half (1-1/2) times the straight-time rate.
• Hours worked on a holiday: compensated at the rate of one and one-half (1-1/2) times the straight-time rate as provided in the Overtime Section of this MOU for their work group.

 
NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act.  Extra help employees are not guaranteed permanent status at the end of the assignment.

 

Qualifications

Ideal candidates will have a minimum of one year of general clerical, office assistant, phone services or computer experience, experience with customer service, and a close attention to detail.
 
Critical skills for all Vote Center positions include the ability to prioritize work, coordinate several activities, organize and maintain accurate files and records, and understand and carry out oral and written directions. Several positions require fluency in Burmese, Cantonese, Hindi, Japanese, Korean, Mandarin, Spanish and/or Tagalog/Filipino.
 
The position requires basic addition and subtraction. Vote Center Representatives must be proficient in the operation of a Windows computer, computer software, and applications. This position also requires the ability to operate standard office equipment, learn computer applications/software quickly and accurately, and serve members of the public.

• Testing functions of electronic voting equipment 
• Staging heavy equipment containers for delivery
• Inventorying and moving voting equipment and Vote Center supplies
• Assisting in delivery and pickup of voting equipment at Vote Centers 
• Assisting in delivery of spare equipment and supplies to Vote Centers
• Driving personal vehicles regularly to each Vote Center on an assigned route to make sure that all equipment is properly functioning
• Assisting in delivery, connection and testing of voting equipment at Vote Centers 
• Troubleshooting voting equipment at Vote Centers

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The department’s nationally and internationally recognized programs support residents throughout their life course, from infants to elders. Human Services billing sections supports multiple programs that provide community services to residents. The billing staff work with a variety of HSD staff, including clinicians and administrators, as well as program vendors and state and county agencies.

The Position

The City of Fremont, Human Services Department - Billing Unit is looking looking for candidates who are eager and interested to learn and grow their finance and billing skills and be part of a dynamic customer service oriented team. Under direct supervision of the Management Analyst II, the Human Services Billing Unit Accounting Specialist I will work as part of a billing team and also across the various department divisions. This position is responsible for assisting in the billing process of our Medi-Cal programs through the use of our new electronic health record system and other county, state and

funder based billing systems. Our department provides an array of counseling and case management services to children, youth, seniors and families across the Tri-City area. The Billing Unit is tasked with ensuring that our services are billed to the appropriate sources. The Assistant Director, Operational Accounting will report directly to the Section Director, Financial Reporting and Operational Accounting, and will have management and oversight of operational areas of accounting including indirect cost allocation plan, single audit, accounts payable, accounts receivable, and payroll. The Assistant Director will prepare reports pertaining to operational accounting and will be a major contributor and advocate for operational accounting in the agency-wide ERP project.  The Assistant Director will provide oversight in the development and/or review of policies and procedures in operational accounting.

In coordination with internal stakeholders, this position will assist in development and/or review of policies and procedures and developing and evaluating the internal controls in AP, AR, and payroll.

This position will perform a variety of complex analytical, compliance, and administrative work in support of reporting functions; management of the operational accounting team and overall relationship with agency sections and program staff; coordinate with various outside agencies; analyze financial information and data; and communicate important financial information clearly to all entities. The Assistant Director will perform other job-related duties as needed or assigned by the section.

Education: A Master's degree in accounting, finance, public or business administration, or a related field, including a minimum of 24 semester-hours in accounting.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.    

Experience: Five years of increasingly complex and diverse professional accounting work experience, two years of which having full supervisory responsibility for two or more major accounting functions, including the equivalent of two years as an Accounting Supervisor or Senior Financial Analyst for MTC.

Preferred Qualifications

• 10+ years relevant experience preferred
• Participation in ERP System upgrades
• Experience in the assessment of internal controls pertaining to areas in operational accounting (AP, AR, Payroll)
• Experience with Indirect Cost Allocations Plans (ICAP/overhead plan)
• CPA or other related professional license preferred.

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to, the following:    

• Provide leadership and manage the day-to-day operations in accounts receivable, accounts payable, and payroll.
• Work with Section Director in onboarding the Indirect Cost Allocation Plan (“ICAP”/Overhead) consultant; manage the annual preparation of the overhead plans.
• Manage internal accounting controls for Operational Accounting including billing and accounts receivable, accounts payable, payroll, and other specialized areas i.e., managing the overhead program.
• Oversee all month-end, quarterly, and annual G/L journal entries essential in operational accounting. 
• Recommend changes in policy and procedures to ensure financial records and audit processes are compliant with local, state, and federal requirements.
• Plan, organize, and perform assessments to ensure administrative accounting, and internal controls exist and are properly functioning in operational accounting.
• Assist in the management and production of Single Audit Reports and other external financial and governmental/grant audits including participation in the Annual Comprehensive Financial Reports.
• Work cooperatively and collaboratively with MTC staff and external stakeholders.
• Supervise staff. Hire, mentor, and proactively carry out performance management issues of direct and indirect reports including establishing job expectations, performing probationary and annual performance appraisals, and managing performance and disciplinary issues. Ensure EEO policies and procedures are followed. Coordinate staff training and professional development.
• Supervise staff, prepare performance appraisals for staff, and provide on-the-job training.
• Perform other job-related tasks and duties as needed or assigned by the section.

• Call center experience preferred, but not required 

 
Voting Equipment

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The Department’s nationally and internationally recognized programs support thousands of residents throughout their life course, from infants to elders. The Administration Division of HSD specifically supports a robust grants program that administers federal and local funding that addresses the needs of lower income Fremont residents. The Department receives approximately $2.2 million in annual federal funding from the Department of Housing and Urban Development (HUD) and an additional $800,000 in local funding to administer to non-profit and community agencies that provide vital services to Fremont’s most vulnerable residents.

The Position

The Senior Accounting Specialist is responsible for a variety of advanced level fiscal clerical assignments. This position provides administrative support of federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs (HOME) programs related to affordable housing and services to low income residents.

Examples of Job Duties

• Prepare and execute contracts for CDBG, ESG, HOME, and SSG Grant Programs.
• Provide contract administration/clerical support, which includes keeping and maintaining detailed records and information required by federal grant programs.
• Prepare and execute purchases orders, process invoices, and keep grant accounting records.
• Provide support of the CDBG Citizen Advisory Committee (CAC) meetings and provide assistance through the coordination of the meeting schedule, preparation of meeting agendas, summary notes of meetings, and other materials (requires evening attendance).
• Assist in the Request for Proposal (RFP) Process for all grant programs and provide assistance in operating Zoom Grants for the intake, review, and final scoring of grant proposal applications.
• Provide customer service assistance to subgrantee agencies for a variety of contract administration needs.
• Prepare, organize, and maintain records needed to help programs meet audit requirements.
• Process CDBG Rehabilitation loan payoff and subordination requests. Research and analyze loan agreement regulations on a case-by-case basis.

Pioneer Community Energy Seeks a 
Senior Manager, Quantitative Analysis and Modeling

The Senior Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in the work of personnel engaged in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Developing pricing and calibration models for a variety of products.
• Solving challenging quantitative problems related to setting rates and valuations for structured products.
• Developing Monte-Carlo simulations on a large scale across several variables with relevant coefficients. 
• Performing fast and accurate market risk measurements.
• Conducting complex market and portfolio modeling and analysis of Pioneer’s power supply position to effectively monitor exposure to adverse market changes.
• Coordinating and participating in Pioneer’s integrated resource planning process including providing analysis and input related to production cost modeling from the CPUC, CAISO, IOUs, and CalCCA.
• Creating and implementing measures to benchmark system implementations, enhancements, or modifications by providing documented system specifications, evaluating vendor proposals, and recommending appropriate course of action.
• Developing portfolio dashboard showing key metrics and risk positions.
• Using a variety of computer software programs to prepare reports, graphs and other materials related to energy resources, finance models and customer statistics. 
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.

Qualified candidates will possess a knowledge of California energy industry and electric power markets including CAISO, CPUC, CEC, and CARB, energy/financial markets and quantitative investment approaches, advanced computer modeling of power supply system operation and cost analysis and have the ability to perform complex professional analytical work in support of a variety of Pioneer’s product structuring and resource planning activities.

Experience:
Ten years of experience in a position with similar duties. 

Training:
Bachelor’s degree from an accredited college or university with major course work in in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, Economics, or related field.
