The position is responsible for the performance of both the day-to-day power settlements among NCPA members, Western, California, and Federal electricity markets, local balancing authority area operators (CAISO, BANC, EIM), as well as settlement activities associated with NCPA Power Management’s Service Customers. Other responsibilities include tracking and meter data management validation duties, GHG (Greenhouse Gas) monitoring and analysis, analysis and testing associated with new CAISO market initiatives, and comprehensive analytic or technical studies, as required, including proceedings before state and federal regulatory agencies and public officials. This is a full journey-level position capable of performing all the duties and responsibilities of the Settlements Analyst I. Performs the full range of duties as assigned, receiving only occasional instruction, training, or assistance as new or unusual situations arise. Additionally, incumbents perform a variety of assigned complex technical and professional work in the areas of power accounts settlements, budgeting, systems development, and audit. Incumbents also provide technical analysis and assistance to staff, Members, contractual participants, and others, as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES
This position requires that the incumbent report for work on time and maintain satisfactory attendance in accordance with Agency policy; Ensures work responsibilities are covered when absent; Arrives to meetings and appointments on time; Performs special assignments as assigned. Responsibilities:
Provides technical advice, functional instruction, and guidance to less experienced Power Settlement staff as needed. Trains new Power Settlements Analysts and cross trains as roles evolve. Recommends personnel actions. Prepares and presents training/tutorials on All Resources Bill, Pre-Bill process, Power Settlement processes overall, and various other topics, as needed, in person or via webinars (s) to NCPA Members and Project Participant staff.

Serves as subject matter expert, working with Information Services, on Power Settlements application requirements, such as All Resources Bill enhancements, and testing system enhancements in development.

Implements and operates complicated power settlements systems. Prepares complex analytical reports and supporting documentation.

Provides analysis, integration, and implementation of new energy market initiatives and/or customers/Scheduling Coordination accounts (e.g., ISO, Western Energy Imbalance Market (“EIM”), renewable generating resources, Community Choice Energy/Aggregators (“CCE”).

Monitors settlements associated with Renewable Energy Credits and acts as or provides support to NCPA’s Qualified Reporting Entity representative; registers credits on the Western Renewable Energy Generation Information System (“WREGIS”) or its successor.

Monitors settlements functions of Western capacity and energy allocations, market purchases and sales, Pool transmission activity, and other transactions as they occur; Prepares or reviews power settlement transactions for proper budget classification.

Conducts special studies requiring complex, voluminous, and detailed analysis of power costs and revenues. Recommends operational changes that provide better value to Members and Participants.

Coordinates and participates in the development, analysis, and monitoring of the Agency's power supply budgets. Acts as power settlements representative to other department managers and supervisors in regard to cost summary and budgetary reports.

Assists with the implementation of systems, policies, and procedures and special projects requiring highly technical study and analyses. Recommends changes or modifications to methods or systems as applicable.

Assists with formal budget and other presentations to upper management and the governing body.
Performs special assignments for the Power Settlements Supervisor or others as assigned, including preparation of testimony and exhibits for presentation before state and national regulatory proceedings.

MINIMUM QUALIFICATIONS

Education and/or Experience
Bachelor's degree (B. A.) from a four-year college or university with an emphasis on quantitative analysis, plus four (4) years of prior experience as a Power Settlements Analyst I or an equivalent combination of education and experience.

KNOWLEDGE AND ABILITIES 
Knowledge:
Knowledge of California Independent System Operator settlements procedures for tariff services and Metered Subsystem services; NCPA settlements procedures for scheduling coordinator services and the ten-member power pool; California Energy Imbalance Markets; NCPA’s Western (WAPA) contracts
California’s Green House Gas rules; CARB renewable energy credits; Knowledge of NCPA settlements procedures for scheduling coordinator services and the ten-member power pool.

Abilities:
Ability to retrieve detailed records and summary-level data from NCPA’s Oracle database systems through the use of Structured Query Language (“SQL”) statements in proprietary software (e.g., SAS, Toad, SQL Developer, Oracle Database Connection [“ODBC”]) and process through proprietary or open-source software programming applications (e.g., SAS, Visual Basic for Applications [“VBA”], R, Python, Excel workbooks); Ability to read, analyze, and interpret CAISO tariff, NCPA operating agreements, and contracts, standard industry power purchase agreements, technical procedures, and governmental regulations; Ability to write reports, business correspondence, and procedure manuals; Ability to present information effectively and respond to questions from groups of managers, clients, customers, and the general public; and the Ability to analyze and interpret settlement formulas expressed in summation notation.

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration.

THE POSITION

The City of Rocklin is hiring Academy Graduate Police Officers to join the Rocklin Police Department. Academy Graduate Police Officers will join the department and begin an 18-month program to earn their Basic POST certificate. An example of duties that an Academy Graduate Police Officers will perform under close supervision are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.

Position Summary

Under general direction of the Director of Accounting along with collaboration with the Managers of Human Resources, Deputy General Manager-Administrative and Development, and the District’s legal counsel, this position manages the Payroll Department & represents the District’s interests in all payroll, benefit & pension matters.  The Payroll Manager plans, develops, interprets, and implements all activities of the Payroll Department through subordinate staff in a highly demanding and fast-paced environment.  
 
The position is committed toward continuous improvement in accuracy, efficiency and service levels to ensure readiness for growth and the ability to provide superior service. In addition, this position develops and executes a vision for future processes and systems including project implementation plans and monitoring & reporting of process improvement initiatives. Other key areas of responsibility include, but are not limited to, leadership in addressing financial controls with both internal and external stakeholders; being an expert in compliance with federal and California state laws as they impact compensation and tax reporting, knowledge of Memorandum of Understanding (MOU) contracts, CalPERS legislative policy and procedures, any other pension legislation.  
 
The position also provides professional development opportunities for the Payroll team and implementation of District’s policies and procedures; takes ownership of software systems that support payroll processing and reporting; organize, assign, direct, review and evaluate the work of assigned staff.  The role must stay abreast of the latest developments in compensation and pension law and serves as the subject matter expert on all payroll issues.  In partnership with Human Resources, the position also guides management toward resolution of compensation issues to ensure compliance with the law yet address practicality of proposed solutions and is very hands-on with the District’s payroll objectives and processing.

Essential Responsibilities

• Oversees the in-house compensation processing associated with a multi-location agency, covering 64 bi-weekly and monthly payroll-reporting periods. The District comprises  700+ employees, 26 bargaining units, 17 unions, 4 pension plans (CalPERS, ATU, IBU & MEBA), numerous health plans (high deductible plans, self-insured providers, etc.), and two separate timekeeping systems. 
• Manage compliance with: federal, state & local tax law & quarterly and annual payroll reporting (DE9, 941s), etc., tax deposit reporting, involuntary deductions (levies) (IRS, EDD, FTB), union benefit trusts payment & reporting, Bureau of Labor Statistics reporting, National Transit Database compilation and pension requirements.   
• Interprets, educates and applies a variety of laws and regulations governing payroll administration.  This includes pertinent labor contract and administrative code provisions, annual salary and salary standardization directives, departmental rules and other documents governing employee's pay and benefit rights. Written and oral explanations to management, union officials and employees is necessitated.   
• Advises District management, supervisors and employees on the interpretation and application of Payroll guidelines/policies, Federal and State regulations and internal Memorandums of Understanding (MOU).
• Communicates and enforces organization-wide payroll policies and processes regarding earnings, deductions, timekeeping and government compliance reporting. Develops written procedures to document processes & rationale behind decision-making.
• Supervises internal departmental audits to ensure the accuracy of reporting and compliance with District policies and procedures. 
• Provides support to external auditors in the performance of their work by answering questions involving District policy and procedures and producing schedules/documentation that will assist the auditors in the timely completion of their work.
• Educate & train the Payroll team continuously.   
• May represent the District’s interests at local meetings, including arbitration hearings.
• Performs other duties as assigned.

Minimum Qualifications

• A Bachelor’s degree in Business Administration, Finance, Public Administration, Accounting, or in any related field. Qualifying experience may be substituted on a year-for-year basis in lieu of education. A written statement detailing qualifying experience must be submitted with the application. 
• A minimum of nine (9) years of in-house payroll processing and reporting requirements for federal, state and public agency pension authorities in organizations of 500+ employees
• A minimum three (3) years of recent related supervisory and/or managerial level Payroll systems knowledge
• Experience with timekeeping implementation in a unionized environment &/or public sector payroll accounting is highly desirable

Position Summary

Under the general direction of the Director of Engineering and Maintenance, the Ferry Project Engineer will act as marine technical resources for issues related to Golden Gate Ferry Fleet. This position will be assigned to high-dollar complex vessel projects that require complicated processes, such as but not limited to, developing and/or overseeing the preparation of specifications, drawings, and procurement documents necessary to advertise, proceed to competitive bid, and manage the project through completion.   

 

This position will liaise with regulatory and classification bodies; administer vessel technical information; provide project management and engineering support for maintenance; repair activities; regulatory and vetting inspections and capital improvements.

 

Essential Responsibilities

 

• Works with the Director to inspect Ferry Division assets to develop capital improvement plans and   dry dock schedules.
• Conducts research on relevant regulatory issues and support development of compliance plans.
• Manages sub-contractors working on Ferry Division assets within schedule and budget constraints.    
• Responsible for working with the Director and the procurement staff to ensure all sub­ contracting and materials are procured as per the District guidelines.
• Performs quality control inspections of all maintenance work, subcontractor and shipyard work. Subcontractor and shipyard quality control shall be a shared responsibility with the Director at the direction of the Director.
• Consistent with industry practices and mechanics safety manual, ensures that all maintenance work is completed following established safe working practices working utilizing the proper PPE for all mechanics and subcontractors. 
• Closely manages and keeps both the Director of Maintenance and Operations Department apprised of all situations that affect a vessel’s usage. Any deficiency that could possibly be deemed a “no sail items by the United States Coast Guard (USCG) shall be closely managed with all involved parties updated as required to have the least impact on operations. 
• In conjunction with the Director, determines when and where vessels will be removed from service so that work can be scheduled accordingly.
• Leads efforts to ensure engineering documentation is current, accurate, accessible and organized.
• Adheres to the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned.

Minimum Qualifications

 

Education and/or Experience: 

• Bachelor’s Degree in Marine Engineering and/or Naval Architecture.
• Minimum of five (5) years of recent, full-time experience in the marine industry.
• Experience with USCG and various State regulations.
• Experience with CFR's with emphasis on Title 46, Subchapter K.

 

Required License:  

• Must possess and maintain a current, valid California driver's license and satisfactory driving record.

              

Physical Requirement:  

This position should be available for immediate callout situations 24 hours a day, 7 days a week as required to support operations. Also, should have the ability to travel domestically on an immediate notice possibly for extended periods of time. Requires frequent and extensive physical activities such as lifting and manipulating up to 50 lbs., bending, standing, stooping, kneeling, twisting, climbing, gripping, and other movements related to essential duties. Working inside and outside in all weather conditions. Work around fumes, odors and dust in an occasionally high noise level environment. Ability to wear a respirator.

The City of Dixon is opening a great opportunity for those interested in contributing to local law enforcement efforts for the position of Police Volunteer in the Police Department. Under the direction and supervision of experienced police personnel, volunteers will provide critical support across various functions, complementing the efforts of sworn officers and civilian staff.

This is a volunteer position intended as an educational and community service experience. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will have different opportunities, based on level of interest, to support community policing efforts and activities.

Work involves irregular, often non-scheduled, hours during the day and evenings, and on the weekdays, weekends, and holidays. Some appointments and events would require some short distance travel to other City department locations.
