We are seeking a knowledgeable Mechanic I/II with hands-on automotive experience to join our Public Works Maintenance Division. Ability to hire at Mechanic I or Mechanic II level based on relevant experience. Under supervision (Mechanic I) or general supervision (Mechanic II), participates in the more complex and difficult work of staff responsible for maintaining and repairing City vehicles and equipment; maintains and repairs gasoline, diesel powered, compressed natural gas (CNG), and electric automotive, heavy and light construction, and other power-driven equipment; and to perform a variety of technical tasks relative to assigned areas of responsibility.

Minimum Qualifications for consideration are:

Education: Equivalent to the completion of the twelfth grade supplemented by specialized training in mechanical repair or a related field.  

Experience: Mechanic I: One year of experience performing minor and major equipment repairs.

Mechanic II: Two years of experience performing minor and major equipment repair duties including experience in the maintenance of both diesel and gas powered equipment.

License/Certificate: Possession of, or ability to obtain within six months of employment, a valid California Class A driver’s license with Passenger Endorsement. Possession of ASE certifications are desirable.

The City of Lincoln is recruiting internally for the position of Wastewater Systems Technician I/II in the Wastewater Division of the Public Works Department.  Under general supervision, this position performs skilled and semi-skilled work in the operation and maintenance of the City’s sanitary sewer, pumping and collection system, assists in the training and technical supervision of lower level positions if assigned, and performs other related duties as required.

Wastewater Technician I

The Wastewater Technician I is the entry level class in the Wastewater Technician series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform duties of a more routine nature and learn City policies and specific methods and techniques of operation and maintenance of the City’s wastewater, collection and pump system. This class is alternately staffed with Wastewater Technician II and incumbents may advance to the higher-level after gaining experience, obtaining required certifications and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Wastewater Technician II

The Wastewater Technician II is the journey level class responsible for performing the full scope of assigned duties. Incumbents perform the full array of skilled and semi-skilled work in the operation of the City’s wastewater, collection and pump system to ensure compliance with federal and state standards. Employees at this level receive only occasional instruction and are expected to work in an independent manner. This class is distinguished from the next higher classification of Supervisor, in that the latter is responsible for overall supervision of the City’s wastewater collection system.

 

SUPERVISION RECEIVED/EXERCISED

Wastewater Technician I

Receives immediate direction and guidance from a Wastewater Technician II. May receive functional and technical supervision from a Wastewater Technician II. Incumbents in this classification do not exercise supervision.

The Wastewater Technician II

Receives general supervision from a Public Works Supervisor. May exercise technical and functional supervision over assigned staff.

 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs skilled and semi-skilled work in the operation and maintenance of the City’s wastewater pumping and collection systems; operates and checks equipment, pumps and valves to assure that demands are met; repairs system equipment and related systems as required; locates and repairs service connections.
• Maintains the collection system and operates system cleaning equipment; vactor truck and mechanical rodding equipment.
• Performs permitted and non-permitted confined space work.
• Performs inspection of controls and system tools and equipment for safety and mechanical defects; performs back water testing; provides and insures that maintenance is conducted within safety standards established by federal, state and local laws, ordinance and regulations; maintains accurate records and logs including flow records; completes periodic reports as required by regulatory agencies.
• Responds to emergency calls and participates in weekly call-out rotations.
• Performs CCTV inspections, reviews tapes and generates reports for needed repairs.
• Utilizes smoke testing equipment and flow metering equipment to conduct infiltration and inflow surveys.
• Repairs, retrofits and installs cleanouts, back water valves and service laterals; troubleshoots and corrects a variety of electrical and mechanical problems involving pumping and measuring equipment; performs regular preventative maintenance on system equipment.
• Orders parts, supplies and equipment; properly stores and maintains materials and supplies; maintains appropriate inventories to ensure adequate reserves and spare parts; maintains pump sites, properties and equipment in a clean and orderly manner; maintains and paints equipment, structures, pipelines, and storage tanks; performs ground maintenance at facility sites.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may serve in a leadership capacity in the training and technical supervision of assigned personnel; monitors the status of flows and equipment, using technical information such as force main pressure, wet well elevation, water elevation in the flow control structure, electrical system voltages, and computer system outputs; responds to after-hours call-outs as assigned.
• Responds to questions and concerns from the general public regarding service issues; provides information as is appropriate and resolves complaints; investigates complaints or claims against the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent may use disinfecting and lubricating chemicals, which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and construction equipment, and work in confined spaces.

 

KNOWLEDGE/ABILITIES/SKILLS

Perform periodic preventative maintenance on system components; respond to issues and concerns from the community; interpret, explain and apply applicable laws, codes and regulations; operate a variety of construction equipment, vehicles, and power and hands tools; perform heavy manual labor for extended periods of time; maintain a variety of records; work in extreme conditions and environment, including confined spaces; make adjustments to standard operating procedures as is appropriate; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely; both orally and in writing; establish and maintain effective working relationships.

Skill to: Operate a computer and a variety of word processing and related software applications; safely and effectively operate a variety of maintenance and testing equipment used in the operation of wastewater systems. Operate City equipment and record findings; present reports and make condition assessments to management.

Minimum Qualifications for Consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in theater operations, performing arts, or a related field. A Bachelor’s degree in Technical Theater is preferred.

LIFEGUARD / INSTRUCTOR

Under general supervision, the Lifeguard provides a safe environment for all types of aquatic programs.  The Lifeguard prevents loss of life or injury to patrons and at times performs related maintenance duties.  Some evening and weekend hours are required.  Mandatory pre-season in-service training sessions will be held in June. 

 

DUTIES AND RESPONSIBILITIES

Enforces pool rules and regulations; rescues persons in distress and renders First Aid /CPR when necessary; maintains pool records and reports, including program registration and safety reports; follows City policies and procedures; and performs other assigned duties, as required.
 

QUALIFICATIONS

Age Requirement:      

• At least 15 years of age.

 

Experience:                

• Recommended exposure to: swimming lessons instruction or working with young people in an organized environment, and/or participation in the Junior Lifeguard program, or experience as an Instructor’s Aide, or Lifeguard.

 

Knowledge of:           

• Lifeguard rescue and life-saving techniques.
• American Red Cross Learn to Swim Program and basic pool policies and procedures. Or equivalent

• Demonstrate all Lifeguard Training skills.

THE POSITION
The Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Developing pricing and calibration models for a variety of products.
• Solving challenging quantitative problems related to setting rates and valuations for structured products.
• Developing Monte-Carlo simulations on a large scale across several variables with relevant coefficients.

Education:
Bachelor’s degree (B.A.) from four-year college or university in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, or Economics.

This position performs a variety of engineering tasks relating to plant reliability and performance efficiency, troubleshoots plant and equipment problems, leads plant based NERC/CIP reporting requirements, manages implementation of system/equipment repairs and upgrades, acts as project manager for a variety of plant efficiency upgrade and retrofit projects, acts as construction manager for a variety of projects including public works projects, assists in personnel training and scheduling of operations and maintenance functions. This position may also undertake special projects as assigned by and through the Plant Manager. The level of supervision will be dependent upon the incumbent’s classification level (Engineer II, III, IV, or V), but all levels will perform a variety of assigned complex technical and professional work.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

This position requires the incumbent reports for work on time and maintains satisfactory attendance in accordance with Agency policy; Ensures work responsibilities are covered when absent; Arrives to meetings and appointments on time; Performs special assignments for the Plant Manager or others as assigned. Level II:
This is the entry-level class within the Engineer series for an employee assigned to a Power Plant. Employees at this level receive only general instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Engineers at this level manage smaller projects with minimal direction. 

Level IV: 
This is the journey-level class within the engineer series. Working with minimal direction, employees at this level assist or lead capital projects, including project management, giving project assignments, reviewing work, providing guidance, and giving instruction to project personnel, including professional engineering staff, other staff, and contractors.   

Level V: 
This is the senior-level class within the engineering series. Working with minimal direction and often taking department goals and translating them into work assignments for individuals and other departments. Employees at this level manage the most complex projects. 

Responsibilities:

Level II:
Participates in the review and technical/economic analysis of new projects, and with the development of specifications, and negotiation of agreements with counterparties. Prepares periodic reports on progress and issues relating to the above.

Manages the covered piping system program and boiler code compliance. Perform inspections. Determine corrective actions. Oversee welding procedures and testing for code welds.

Manages the NERC Compliance Program for the project site.

Provides input to the Plant budget and Business Plan. 

Participates in the facility safety program.

Manages the plant drawing files, including updating files with as-built changes.

Prepares reports and makes oral presentations at public meetings.

Stay informed on industry events, technological advancements, and regulatory issues.

Performs other related duties as required.

Level III:
In addition to Level II class, this item:
 
Interfaces with plant staff to optimize plant output.

Provide specific support as needed to the Operations and Maintenance Supervisors, FOA and Materials Warehouse Coordinator.

Investigates and determines methods to improve performance and efficiency of power plant equipment and systems including turbine generators, condensers, pumps, cooling towers and heat exchangers, etc. and conducts engineering and economic analyses for consideration by the supervisor.

Stays abreast of electricity market conditions and communicates findings regularly to Plant Staff.

Develops technical specifications and assists with the development of equipment supply and construction contracts.

Provides on-site technical support for all DCS, Business Network, Historian and Communications Equipment.

Acts as a point of contact with the NCPA Generation Services Engineering Department and provides engineering assistance as requested.

Level IV:
In addition to Level III class, this item:

Develop commissioning and testing procedures as well as operations and maintenance procedures.

Participates in troubleshooting Plant equipment operating problems, performs “root cause” analyses and assists in the implementation of measures to prevent future problems.

Leads in the review and technical/economic analysis of new projects, and with development of specifications, negotiation of agreements with counter parties. Prepares periodic reports on progress and issues relating to the above.

During the development and engineering phase of projects this position will review, comment, modify and approve the plant designs as proposed by the Engineer of Record. Recommends purchase of equipment, and trains users to use new or modified equipment.

Acts as project manager on assigned projects which includes planning, interdepartmental coordination, budgeting, implementation, progress reporting, quality control, payment approval, etc.

Level V:
In addition to Level IV class, this item:

Maintains and communicates within the Generation Services Department up-to-date information on relevant trends and modern technologies in the field of Reliability and Plant Engineering. Analyzes the need for maintenance activities such as condition based, predictive, preventative, and scheduled. Participates in planning and scheduling maintenance activities.

During construction of projects this position provides management, coordination and quality assurance and control of various contractors. Coordinates and resolves problems with the Chief Building Official.

Regularly performs engineering systems calculations and analysis applicable to power plants, review and approval of engineering drawings and designs, coordinating with various contractors and the Chief Building Official to resolve problems during modifications and improvements. Provides support during the start-up and commissioning of the power plants or any related subsystems. Uses computer assisted engineering and design software and equipment to perform engineering tasks.

Steps into the Plant Manager or Operations and Maintenance Supervisor role from time to time.

MINIMUM QUALIFICATIONS  
Level II:
Education and/or Experience      
This level requires a bachelor’s degree in engineering (Mechanical or Electrical preferred) at an accredited four-year college or university; and a minimum of two (2) years of related experience in power plant/production engineering. A California Engineer-in-Training Certificate is desired.

Level III:
Education and/or Experience      
This level requires a bachelor’s degree in engineering (Mechanical or Electrical preferred) from an accredited four-year college or university is required; and a minimum of three (3) years in power plant/production engineering. At a minimum, have a California Engineer-in-Training (EIT) Certificate. A California Professional Engineering License is highly desirable.

Level IV: 
Education and/or Experience      
This level requires a bachelor’s degree in engineering (Mechanical or Electrical preferred) an accredited four-year college or university; and a minimum of five (5) years of related experience in power plant/production engineering. A California Professional Engineering License is highly desirable.

Level V:
Education and/or Experience      
This level requires a bachelor’s degree in engineering (Mechanical or Electrical preferred) an accredited four-year college or university; and a minimum of seven (7) years of related experience, preferably within a combined-cycle/steam-generating plant. A California Professional Engineering License is highly desirable.

KNOWLEDGE AND ABILITIES 

Knowledge:
Knowledge of power plant operations and plant design parameters; methods, materials and techniques used in the construction of geothermal power generating plant. General power plant safety principles and practices; Knowledge of local, state and federal regulations applicable to electric utility generator operators and generator owners; Knowledge of utility industry, generation practices, and new developments; Understanding of electric generation plant control systems; Good technical knowledge of electrical terminology and applications;  use and application of computer aided design software; Principles and practices of applicable ASME codes and standards; Principles of budget preparation and administration; Proficiency with MS Word and Excel;  Experience with MS PowerPoint, MS Project, MS SharePoint, OSIsoft PI, CMMS, AutoCAD, and relational databases (e.g. MS Access) is desirable; Demonstrated application of business and systems analysis techniques, SQL, client- server and web base technology, and report writing tools is also desirable; Requirements of Public Works Contracts including, Public Works bid process, roles and responsibilities of NCPA project manager versus contractor, bonding Public notices and registration requirements; project closure; NCPA leadership standards and expected leadership behaviors and considerable skill in verbal and written communications.

Abilities:
Observe and enforce NCPA safety procedures and to establish and maintain project priorities and to reason logically and creatively. SPECIAL REQUIREMENTS

Valid California Driver's License and insurance, as travel by car to NCPA facilities is required.
Additional coursework or certifications in information technology would be helpful.

Engineer II- III has no supervisory responsibilities. 

Engineer IV may lead projects and function as interim supervisor as needed. 

Engineer V – Leads large-scale projects, may supervise other employees, and may function as interim plant manager as needed.

The City of Thousand Oaks is currently accepting applications to fill several part-time, hourly positions in the Library Services Department. The position will require working at both the Grant R. Brimhall and Newbury Park Branch locations.

Library Pages are typically scheduled to work 15-18 hours per week, which can include morning, evening or weekend hours.

Primary responsibilities:

• Shelve and maintain books placed on shelves
• Assist with unpacking boxes of materials, including unloading and sorting donations
• Assist with processing materials
• Assist with meeting room set-up
• Perform basic clerical and routine tasks
• Assist in maintaining the library collection and public areas
• Assist library staff with special projects and programs as assigned, such as crafts for story time

DEFINITION

Under general direction, performs all phases of difficult, complex, professional, and technical planning and related works. Manages a variety of administrative tasks including grant compliance review, processing contracts, and verifying documentation.  Performs other duties as required.

 

DISTINGUISHING CHARACTERISTICS

The Senior Planner is expected to independently perform the full scope of assigned duties. Incumbents work independently in the research and analysis of planning issues, in the preparation of planning reports, studies and recommendations, and in the supervision and coordination of assigned planning functions and processes. Incumbents are responsible for coordinating grant activities.

 

ESSENTIAL POSITION FUNCTIONS

• Assists the City Manager and Contract Planner in performing and administering a variety of current and advanced planning projects.
• Receives, reviews, and prepares reports and recommendations on applications for zone changes, use permits, variances, planned developments, subdivisions, signs, boundary adjustment and other planning matters.
• Interprets, applies, and explains federal, state, and local laws, codes, and regulations, including the California Environmental Quality Act (C.E.Q.A.) and the National Environmental Protection Act (N.E.P.A.).
• Meets property owners, developers, architects, planners, and others concerning zoning and related codes, standards, and requirement.
• Conducts plan check of building permit-level plan submittals associated with complex projects to verify compliance with project approvals and zoning requirements; conducts over-the-counter plan check of less complex development proposals and land uses; approves minor development plans.
• Performs regular mapping functions with the use of the City’s Geographic Information System (GIS) software.
• Reviews Business Licenses for compliance with Zoning and Municipal Code.
• Assists in the preparation and distribution of Planning Commission Agenda. Makes oral presentations before City Council, commissions, committees, community groups, and boards of other governmental agencies.  
• Evaluates environmental impact reports for accuracy and sufficiency and prepares reports and recommendation.
• Administers and implements the City’s grants including but not limited to the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) programs.
• Conducts financial and program monitoring to ensure compliance.
• Prepares grant reports such as the Annual Action Plan and CAPER, and presents these documents to City Management or Council for approval.
• Works closely with granting agencies in preparing grant applications, budgets environmental reports, labor project monitoring, agreements with sub-grantees, the annual performance report, and other required reports.
• Explains program requirements to potential applicants and ensures their activity meets existing program guidelines.
• Assists with the preparation of the grant budgets for City Council Approval.
