Position:

The Emergency Coordinator classification is an entry-level position into the City Manager’s Office of Emergency Management.  The person fulfilling the job will report to the Director or Deputy Director of the Office of Emergency Management.

We are seeking energetic, well focused, and detailed oriented applicants.   Under general supervision, the applicant is responsible for analytic work in the areas of emergency management, instructional training, adult platform instruction, training scheduling and coordination of instructors, certification management, etc.  The position must be aware of the Office of Emergency Management’s plans and procedures and prepare training to implement the plans and programs. The position will also track available training through Bay Area, state, and federal resources. 

 Position and Duties:

The Training Coordinator position will focus on training and exercise activities.

The range of activities will include, but are not limited to, the following list.

• Support the implementation of a Multi-Year Training and Exercise Plan for the Emergency Operations Center staff.

• Manage a system to track available Urban Area Security Initiative, State, and Federal trainings to enhance delivery of instruction for Emergency Operation Center staff.

• Monitor State and Federal requirements for emergency management training, and be sure staff are aware of training opportunities to meet the requirements

• Facilitate the development of exercises within the City and exercises that engage community partners.

• Coordinate the delivery of designated contract training.

• Coordinate and track training attendance of the Office of Emergency Management, Emergency Operations Center and Department Operations Center staff.

• Coordinate with Office of Emergency Management staff, identify training needed to implement plans and protocols.

• Coordinate presentations and trainings on community preparedness, city preparedness activities, and outreach.

• Coordinate the public education program and requests for public engagement.

• As needed update the public education presentation materials and the employee Disaster Service Worker materials.

Typical Duties and Results

• Participate in the organization, administration, operations, and functions of the Office of Emergency Management

• Assist in coordinating applicable Office of Emergency Management programs with other city departments

• Conduct research on best practice activities of other like organizations

• Assist in developing reports related to how to implement state and federal guidance on emergency planning

• Perform emergency preparedness tasks that requires attention to detail and integration with plans, procedures and training tools

• Administrate the Learning Management System used to track Emergency Management training

• Maintain administrative records, supplies, inventory control and tests of disaster equipment

• Respond to activations of the Emergency Operations Center

• Act as the Office of Emergency Management Duty Officer on a periodic basis

• Perform other emergency management activities as needed

Minimum Knowledge of:

• Principles of effective written communication, including the preparation of clear and concise reports, documents, and revisions to documents

• Principles of administrative process and governmental organization

• Principles of adult learning

• Providing training to a culturally diverse community

Ability to:

• Work both independently and interdependently to ensure work is completed in an accurate, and timely fashion

Preferred Experience in:

• Managing a Learning Management System

Distinguishing Characteristics

This is the entry into higher levels of the emergency management classification, where expertise is gathered in a specific field in order to progress into the more specialized class such as Emergency Planner.  Initially, supervision and training are given in detail, but as an incumbent becomes more capable, he/she works with a higher degree of independence.

These positions require someone with the ability to work both independently and interdependently to ensure work is completed in an accurate, and timely fashion.

The successful candidate will possess a high level of professionalism, excellent customer service skills, and a strong work ethic.  The position requires excellent judgment, initiative, integrity, analytical and organizational skills.

The Position

The Police Public Service Assistant (PSA) III is assigned to the Police Department’s Crime Lab and provides support to the Forensic Specialists and Crime Scene Investigators during operations in the Crime Lab. The Police Public Service Assistant III position requires excellent customer service and communication skills.

Examples of job duties include:

• Ordering and purchasing supplies.
• Re-supply evidence packaging area and appropriate lab areas.
• Clerical tasks, to include typing, running stats, electronic filing tasks, etc.
• Pick up and return evidence as needed.
• Pick up and deliver equipment and supplies.
• Arrange logistical operations within the lab and evidence packaging area including but not limited to arranging chemical waste and sharps removal, filter replacement, etc.
• Minor maintenance on office or lab equipment as required.
• Assist in assembling print kits for evidence collection.

• Escorts outside vendors while they conduct business on the police campus.

The Position

The Public Service Assistant (PSA) II is assigned to the Police Department’s Red-Light Camera Unit. Under direct supervision of the Traffic Enforcement Project Specialist, the Public Service Assistant II will perform administrative tasks in support of the Police Department’s Red-Light Camera Unit. This position is a temporary/part-time appointment and may work up to 20 hours a week.

Examples of job duties include:

• Order and prepare court packets of red-light violation from Red Flex for review by court commissioner and defendants.
• Research and understand several sections of the vehicle, government and evidence code as it pertains to red light violations.
• Prepare trial by written declaration packets.
• Research and print out DMV information, including photos and convictions for case files.
• Assist with conducting enforcement sign and equipment verifications.
• Assist with verifying yellow light timing with city Traffic Engineers.
• Assist with review and maintenance of court evidence binders.
• Uploading case file evidence.
• Research statistical studies and assist in report preparation.
• Order office supplies and maintain a functional and organized workspace.
• Retrieve, sort and distribute incoming mail.

Hours of Work: Public Safety Dispatchers typically work 12 hours shifts, with 4 work days one week and 3 work days the following week.  Shifts available area a day and night shift, or variation, that can rotate every six months.  Dispatchers may have to work weekends, holidays and overtime. 

Special Conditions: Incumbents must have the ability to work, as assigned, on schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours; and a willingness to work overtime as required.

Other Requirements: Must be able to perform all the essential functions of the job assignment.  All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

MINIMUM QUALIFICATIONS
Education & Experience:

• Graduation from an accredited high school (GED may be substituted for a high school diploma); plus
• One year of successful full-time responsible experience performing work where the essential functions of the job involved public contact, computer usage or heavy telephone traffic.

THE POSITION:

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.

About this role

This is a part time, nonbenefited position, up to 30 hours per week and limited to 960 hours in a fiscal year (July-June). You must be available to work Monday-Friday during the hours of 4:30pm-10:15pm and occasional weekends. This position is year-round.

What You’ll Do

• Greet, acknowledge, and interactive with patrons and sports officials in a friendly and professional manner
• Ensures all game related information are uploaded to website in a timely manner for each game
• Keeps games moving, maintains game rules and manages game conflicts
• Ensures use of sport program supplies follows the amount prearranged by the department budget
• Oversees and managers Adult Sport League games and is present before and after designated scheduled game times
• Assists in tracking payroll for all per diem workers
• If necessary, will cover shifts for scorekeeping or gym attendant when no subs are available
• Back up to the field preparation position
• Manage the gym schedule, staffing and be a back up to rental officers, if necessary
• Takes game photos of all Sport League games
• Provide excellent customer service.
