The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue. An Accountant can direct the work of accounting paraprofessional, clerical and other staff as assigned.

Duties and Responsibilities:

• Uses a variety of spreadsheet and other software to analyze complex financial, statistical data
• • Composes and prepares correspondence, recommendations and reports using a variety of computer software
• Posts revenue, abatement, expenses, accounts receivable and liabilities to the ledger
• Monitors and records various investments, certificates of deposit, and other fund instruments as assigned
• Monitors, reconciles and balances expenditure and revenue control accounts and general ledger accounts
• Provides regular financial reports
• Researches, compiles data for, and prepares complex fiscal reports to local, state, and federal agencies as required
• Provides input into the development and modification of database programs, screens, data formats and record keeping
• Prepares cash reconciliations
• Prepares monthly income analysis summaries, cash flow statements, and fund balance statements as needed
• Maintains chart of accounts
• Sets up and maintains database and other online resources of data
• Plans and reviews report data and conclusions with management staff
• Monitors and evaluates performance of internal and external computerized financial record systems and develops recommendations, in conjunction with information technology staff, to implement system improvements and upgrades and to maintain effective integration of systems
• Plans, coordinates and supervises daily operations in functional accounting areas, including the training, staff development, direction and evaluation of accounting and support staff
• Compiles financial data for internal and external audits as needed
• Coordinates required changes in district fiscal records, policies, and procedures, in conjunction with senior management and other staff
• Updates and drafts procedures as necessary
• Monitors and interprets federal and state regulations and guidelines and assures compliance with requirements
• Exchanges information with college and district staff at all levels regarding policies and procedures related to the assigned functional accounting area; provides technical information as a resource to various offices within the district
• Implements financial requirements of contractual agreements made by the district
• Assists staff in fiscal year-end closing of district records and preparation of year-end reports
• Assists internal and external auditors in preparation of final reports as needed
• Attends, meetings, workshops, and other gatherings to obtain most current information
• Drives a motor vehicle to visit off-site locations for meetings, conferences, workshops and other activities
• Performs other related duties as assigned

Minimum Qualifications:

• Bachelor’s degree in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included government fund accounting, financial analysis and reporting; project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff

Physical Requirements:
This classification requires multi-level tasking and strategic planning, attention to detail and organization of financial data, active listening; individual to large-group communication, persuasion, good memory, tact, patience, flexibility and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions.

THE POSITION

The main job of a Library Page is putting books, DVDs, CDs, and magazines back on the shelves and preparing the library for opening and closing. The ability to quickly and accurately sort things alphabetically and numerically is required. This is an ideal job for someone who enjoys organizing and who can work quietly on their own.

DEFINITION

Under supervision, sorts, shelves, straightens, relocates, and searches for library materials, re-orders and organizes materials as needed, provides basic directional information to patrons, performs basic circulation duties using computer software, performs physical tasks to support library programs and procedures, performs closing procedures, and does related work as required.

EXAMPLES OF DUTIES

Sorts and shelves materials, assists at public service desks; inspects materials for wear and damage and does basic mending of same; keeps books and periodical shelves in order; assists in taking inventory of books; performs basic custodial tasks as needed.

MINIMUM QUALIFICATIONS

 Knowledge of: Basic clerical functions, principles of alphabetical and numerical filing, basic record keeping procedures.

Ability to: Sort material quickly and accurately in alphabetic or numeric order; follow oral and written directions; interact positively and cooperate with co-workers, respond politely to library patrons, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

BASIC FUNCTION: 
Under the direction of the Accounting/Budgeting Supervisor, perform a wide variety of professional District-wide accounting and internal auditing duties; assure compliance with applicable laws, codes rules and regulations such as the Governmental Accounting Standard Board (GASB) pronouncements; maintain books of accounts for federal, State and local categorical programs; prepare a variety of financial statements, records and reports.

REPRESENTATIVE DUTIES:
ESSENTIAL DUTIES:
Perform a wide variety of professional District-wide accounting and internal auditing duties; assure compliance with applicable laws, codes rules and regulations such as the Governmental Accounting Standard Board (GASB) pronouncements.

Account for categorical income, expenditures and resource balances by resource, site and program year; initiate and process expenditure transfer requests; adjust and modify journal entries.

Participate in the planning and preparation of the Districts annual budget related to categorical programs; analyze budget and accounting information for validity and appropriate recordation; perform research and prepare adjustments to accounts as necessary.

Prepare and submit a variety of financial reports; prepare materials for the Board of Education and provide assistance in interpreting financial reports and accounting procedures as requested.

Maintain an annual log of activities describing the status of new and on-going programs; provide management and administration with an accurate reference regarding new and on-going programs, due dates for application, requirements for compliance reporting and claims for reimbursements.

Maintain categorical program files including permanent records of grants and entitlement notices and receipts, copies of Board approvals, applications, financial reports and compliance evaluations.

Interpret and apply applicable rules, codes, and regulations related to indirect costs, carryover provisions, general and restricted use of funds and other compliance requirements.

Communicate with and provide information to various District departments and employees to resolve accounting issues and explain interpretation of laws, rules and regulations related to assigned activities; assist in the preparation of financial information included in the State Annual Financial Report.

Serve as a liaison between the District and the provider of mandated cost claims services; assure the District receives the maximum reimbursements for State and federal mandated activities.

Serve as the liaison with the District provider of Medical administrative billing services; assure an orderly compilation of reimbursable hours.

Provide information and assistance to external auditors; respond to audit questions related to categorical programs, mandated costs and Medical administrative billing activities.

Operate a computer and assigned software systems; operate standard office equipment.

Assist in the development of accounting and budgeting procedures for departmental functions; make recommendations regarding accounting or internal control procedures as appropriate.

Train and provide work direction and guidance to staff as directed.

THE POSITION

Library Aides provide customer service to library visitors. Duties include checking items in and out at the Checkout Desk, opening new library accounts, collecting fines and fees, shelving materials, and assisting library visitors in finding materials and using the computers. Other tasks may include processing materials, providing storytimes for children, and assisting with other public programs for children, teens and adults. This is an ideal job for someone who is friendly, computer savvy, enjoys working with the public, putting things in order, and is detail-oriented. Bilingual skills are desirable.

DEFINITION

Under supervision, to do library clerical, technical and customer service work, and related assignments as required.

EXAMPLES OF DUTIES

Check materials in and out, sort materials, open new library accounts, explain library policies and resolve disputes, collect fines and fees, assist library patrons with self-checkout and public-use computers, printers, photocopiers, and scanners, answer routine information questions, complete opening and closing procedures, and perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:  Modern office and record-keeping procedures; use of office equipment and technology; numerical and alphabetical filing; basic mathematical principles.

The department is seeking to fill two (2) full-time Power Resources Specialist I/II positions. The positions will support the Risk Management, Contracts and Administrative Services Division (1 position) and Account Management and Marketing Division (1 position).

The ideal candidates are skilled and highly motivated individuals, with creative problem-solving skills. Both positions will be part of a fast-paced team, often working on multiple high-priority projects and short deadlines. Good judgment, initiative, and cooperation with other staff and outside stakeholders will be an asset to this position.

Power Resources Specialist I/II – Risk Management, Contracts and Administrative Services Division 

This position will report to the Division Manager and support risk management and power contract oversight.  Under general supervision this position will support a variety of risk management functions in support of the department’s energy portfolio. The Risk Management, Contracts and Administrative Services Division is responsible for providing independent oversight of the risks assumed in the course of transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, tracks signed energy contracts, and manages the invoicing process.

Duties include the following but are not limited to:

• Verifying that power supply agreements are authorized and executed appropriately and resolving contracting issues; 
• Developing mark-to-market analysis for SJCE power supply portfolio totaling over $1 Billion dollars; and recommending actions to reduce risk and power supply costs.
• Overseeing power supply settlement functions, including verifying power supply deliveries, contract performance, and approval of power supply invoices, totaling approximately $30 million per month;
• Reviewing invoices for accuracy, resolving issues with power suppliers, and providing quality assurance for complex energy-specific contracts;
• Providing analytical support for power supply audits and analysis of power purchases and sale agreements;
• Provide risk management analysis for medium- and long-term contracts;
• Utilize energy trading risk management database to prepare a variety of reports for the power contracts portfolio, utilize data visualization
• Approve energy purchases subject to the risk management policies;
• Provide analysis on emerging technological and procurement options for supply (e.g. distributed energy resources, renewable or storage technologies.)
• Conduct studies and develop analytical models related to energy risk management and forecasting;
• Perform other related duties as required.

Power Resources Specialist I/II - Account Management and Marketing Division

This position will report to the Deputy Director overseeing the Account Management and Marketing. This division is responsible for customer care, billing, marketing and customer outreach, and community programs for San José Clean Energy. This position will support a number of analytical functions related to customer rates and electricity usage.  The ideal candidates should be well versed in PG&E rate structures including residential and commercial rate schedules and have strong analytical skills.

Duties include the following but are not limited to:

• Analyze customer electricity usage and impact of rate changes;
• Analyze revenue collection compared with plan;
• Support division with analysis of financial and greenhouse gas emission impacts of decisions on new product offerings.
• Respond to customer inquiries and interface with and support call center and billing operations contractor;
• Support cost-benefit analysis of potential new Department programs;
• Assist in launch of SJCE’s DAC-GT and energy efficiency programs, in accordance with SJCE’s Programs Roadmap, while incorporating stakeholder input, industry best practices, and market trends to ensure program success;
• Help develop indicators to measure program effectiveness, analyze program outcomes to modify implementation activities, and develop and implement verification protocols to support cost and environmental effectiveness claims;
• Assist with program compliance requirements and reporting;
• Provide financial analysis on impact of alternative contract structures with customers
• Provide quantitative analysis support for City Council and Community Advisory Commission presentations.
• Help develop tools and processes to analyze the potential impact of alternative rate structures (e.g. new time of use variants, low income discounts, etc.)
• Help articulate and implement a strategy for more fully incorporating Distributed Energy Resources (DERs), including Demand Response programs, into SJCE’s business activities.
• Assist in preparation of bids and specifications, and monitoring the timely fulfillment of deliverables by consultants and service providers; Perform other related duties as required.

Salary Information:

The current salary range for Power Resources Specialist I is: $82,867.20 - $100,963.20

The current salary range for Power Resources Specialist II is: $90,168.00 - $109,844.80

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Power Resources Specialist I/II classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

The Finance Department is seeking a Senior Analyst within the Utility Billing section of the Revenue Management Division. The Senior Analyst reports to the Program Manager and is responsible for ensuring accurate and timely utility billing for nearly $400 million annually in services (garbage, sewer, and water).  

Responsibilities for the position may include, but are not limited to:

• Serve as subject matter expert of the utility billing system (Customer Information System), and all related processes (from bill calculation through bill print/mailing;
• Ensure billing procedures conform with City’s Municipal Code, state regulations, and industry best practices;
• Ensure methods and procedures of tasks performed by the utility billing staff are documented in a concise and easy to understand format;
• Supervise utility billing staff by providing management guidance with emphasis on efficiency, adherence to City policy and providing excellent customer service;
• Provide thoughtful recommendations for continuous process improvements; 
• Mentor, provide guidance, recommend training of individual staff members and promote a positive work environment;
• Resolve and de-escalate all utility customer billing issues;  
• Reconcile revenue and accounts receivable by utility fund;
•  Oversee collections and lien processes for delinquent utility accounts;
• Communicate across all levels of management, including verbal and written memorandums and reports to implement the Revenue Management workplan.

Senior Analyst Salary Range: $90,729.60-110,552.00. The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Senior Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay. 

Position and Duties:

The Senior Executive Analyst (SEA) position will work out of the City Manager’s Office of Emergency Management (OEM) located at 855 N. San Pedro Street, San Jose.   

This SEA position responsibilities include, but are not limited to:

·     Prepares and monitors the OEM budget; prepares revenue estimates and forecasts; establishes fees and charges; prepares and monitors operating budgets, grants, contracts, and other financial transactions.

·     Develops fiscal reporting systems that are reflective of complex operational costs and provides accurate and timely management information for use in the management and administration of the annual OEM budget.

·     Produces and presents cost reports and key performance metrics on a monthly or more frequent basis as needed.

·     Negotiates and develop contracts, grants and special funds to meet specific City or department needs; prepares bids and specifications; monitors timely fulfillment of deliverables by contractor/consultant, reviews compliance of contractor/consultant work progress and accuracy of consultant/contractor billing submitted for work completed.

·     Recommends and writes procedures, oversees the implementation of program policies and procedures, provides training on program requirements and best practices and conducts continuous process evaluation and improvements

·     Supervises professional and support staff, prioritizes and assigns work, conducts performance appraisals, ensures staff meets performance targets, and participates in training and development opportunities.

·     Supports the planning, leadership, and development of a focused effort within the OEM, that could include interdepartmental contact, engagement of contract services, drafting a plan and procedures, training City staff on how to carry out the plan, or other actions necessary to complete the policy, tasks, training and exercises, and efforts to execute the plan.

·     Will be assigned Duty Officer role and responsibilities in support of OEM protocols. 

·     Will be assigned a role in the emergency operations center (EOC) in support of responses to emergencies and disasters.

·     Will be expected to engage in emergency management activities and pursue emergency management training and certifications.

·     Other projects/activities, as assigned.
