EXCITING OPPORTUNITY! The Police Communications Center is a fast-paced environment serving first responders and the community during emergency and non-emergency events. Communications Officers interact daily with the public and law enforcement personnel through phone calls, 9-1-1 events, in person and over the police radio system. We are looking for highly skilled professionals who can multi-task and react calmly during emergency situations, while making quick decisions and determining the nature and severity of service calls. ABOUT THE POSITION

Under general supervision, the Communications Officer, as a member of the Police Department, transmits and receives information over the police and public works radio system; dispatches routine and emergency calls for service; types, records, and files information; handles emergency and non-emergency telephone calls utilizing complex technical aids, such as computer aided dispatch systems (CAD), and performs related work as assigned.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Receives emergency and non-emergency telephone calls from the public for police, fire, or other emergency services; determines the nature of the call and the resources necessary to respond.
• Monitors police radio communications; maintains contact with police units to track officer status and respond to need for additional resources; monitors various radio channels to keep abreast of county-wide police activities affecting the City and assist other county agencies with mutual aid.
• Prioritizes requests for police and other public safety services; determines availability and location of patrol units; transmits information and dispatches police personnel and equipment in response to calls; routes calls for fire and emergency medical assistance to the Santa Clara County Fire Department.
• Assists police personnel in the field by quickly and accurately researching and relaying criminal history information and other requested data.
• Receives and coordinates requests for emergency Public Works assistance outside of the City’s normal business hours (pertaining to full municipal services in Los Altos, and sewer maintenance requests in Los Altos Hills and the surrounding unincorporated areas).

Experience:

• A minimum of one year of public safety radio dispatching and/or basic clerical experience is required

Education:

• Possession of a High School Diploma or G.E.D. equivalent is required.
• Proof of successful completion of either the Criticall Dispatcher test with a passing score or the P.O.S.T. Entry-level Dispatcher Test with a T-score of 50 or above. (Lateral applicants that are currently employed as a Public Safety Dispatcher (non-probationary) do not need to submit proof of test scores, however a California POST Dispatcher Academy Certificate is required.)
• Completion of college-level coursework is highly desirable

Certificates:

• Possession of a typing certificate with a minimum of 50 wpm dated within one year of the application date must be included as an attachment.
• Possession of Basic P.O.S.T. Dispatch Certificate is highly desirable and may be substituted for work experience.

This position will require the ability to work rotating shifts on an on-going basis, including irregular hours on short notice. This position will also be assigned a uniform to wear during work hours.

The Position

The Human Resources Analyst I/II will perform a wide range of responsibilities in the Human Resources Department. The current vacancy will primarily focus on recruitment and examination responsibilities. This recruitment may also be utilized to fill an additional vacancy to support the benefits function within the Human Resources Department.

Examples of job responsibilities may include, but not limited to the following:
• Compile and analyze HR metrics and data from a variety of sources and HR systems (NEOGOV and PeopleSoft 9.2) to make recommendations.

The Department

The Position

The Human Resources Benefits & Payroll Manager is one of three division level manager positions reporting to the Human Resources Director.  The position is a working manager and has overall responsibility for planning, managing and evaluating the benefits and payroll activities, programs and staff (Human Resources Analysts and Technicians) within the division.  Major responsibilities include, but are not limited to:
- Manage and coordinate a diverse portfolio of medical, dental, vision and other employee benefits plans and programs, including short term and long term disability, flexible spending accounts, basic and supplemental life,  deferred compensation and many other benefits plan options.
- Monitor the developments and legislation related to human resources benefits and payroll-related matters, including evaluating the impact upon City operations, and recommends and implements policy and procedural improvements.
- Manage and assist the team with troubleshooting and initiating the appropriate resolution on a variety of benefits and payroll issues.
- Lead and engage the benefits and payroll team to update and modernize administrative policies and processes.
- Manage and coordinate the annual benefits open enrollment process.
- Partner and coordinate with benefits providers and the City’s benefits broker to obtain the best rates and coverages for a variety of products.
- Conduct benefits costing and analysis in support of the labor negotiation process.
- Oversee administrative benefits/payroll activities, which includes benefits billing and reconciliation, audits, CalPERS disability retirements, the City’s retiree medical reimbursement program and responding to public records act requests.
- Manage and facilitate the City’s Deferred Compensation Governance work plan items in partnership with the Deferred Compensation Governance Committee.

The City Manager’s Office

Ideal Candidate

The City Manager’s Office is searching for an effective and self-motivated individual who has the ability to perform a variety of technologically complex, responsible and confidential administrative duties in a fast paced environment to support an executive. The Executive Assistant to the City Manager must be well versed in writing, reporting, scheduling, organization, time management and travel logistics. The ideal candidate will be resourceful, innovative and have strong customer service skills to communicate effectively orally and in writing. The Executive Assistant to the City Manager will demonstrate the ability to be flexible, sensible and respectful while working in a diverse environment. The successful candidate will work collaboratively with staff within the City, as well as outside agencies and citizen groups. The Position & Responsibilities

The Executive Assistant to the City Manager is a critical position in the City Manager’s Office. Examples of responsibilities include the following:
• Maintain executive's appointment schedule by planning and scheduling meetings, conferences, teleconferences, and travel.
• Conserve executive's time by reading, researching, and routing correspondence; drafting/proofing letters and documents; collecting and analyzing information.
• Maintain confidence and protect operations by keeping information confidential.
• Prepare reports by collecting and analyzing information; Assist in development and preparation of staff reports for submittal to the City Manager or City Council; develop PowerPoint presentations.
• Compile staff reports for quality assurance and completeness.
• Provide historical reference by developing and utilizing filing and retrieval systems, including maintaining records and files for administrative activities in the City Manager’s Office.
• Maintain office supplies inventory by checking stock to determine inventory level; anticipating needed supplies; evaluating new office products; placing and expediting orders for supplies; verifying receipt of supplies; monitoring/controlling expenditures.

Under the direction of the Accounting/Budgeting Supervisor, perform a wide variety of professional District-wide accounting and internal auditing duties; assure compliance with applicable laws, codes rules and regulations such as the Governmental Accounting Standard Board (GASB) pronouncements; maintain books of accounts for federal, State and local categorical programs; prepare a variety of financial statements, records and reports.

REPRESENTATIVE DUTIES:
ESSENTIAL DUTIES:
Perform a wide variety of professional District-wide accounting and internal auditing duties; assure compliance with applicable laws, codes rules and regulations such as the Governmental Accounting Standard Board (GASB) pronouncements.

Account for categorical income, expenditures and resource balances by resource, site and program year; initiate and process expenditure transfer requests; adjust and modify journal entries.

Participate in the planning and preparation of the Districts annual budget related to categorical programs; analyze budget and accounting information for validity and appropriate recordation; perform research and prepare adjustments to accounts as necessary.

Prepare and submit a variety of financial reports; prepare materials for the Board of Education and provide assistance in interpreting financial reports and accounting procedures as requested.

Maintain an annual log of activities describing the status of new and on-going programs; provide management and administration with an accurate reference regarding new and on-going programs, due dates for application, requirements for compliance reporting and claims for reimbursements.

Maintain categorical program files including permanent records of grants and entitlement notices and receipts, copies of Board approvals, applications, financial reports and compliance evaluations.

Interpret and apply applicable rules, codes, and regulations related to indirect costs, carryover provisions, general and restricted use of funds and other compliance requirements.

Serve as a liaison between the District and the provider of mandated cost claims services; assure the District receives the maximum reimbursements for State and federal mandated activities.

Serve as the liaison with the District provider of Medical administrative billing services; assure an orderly compilation of reimbursable hours.

Provide information and assistance to external auditors; respond to audit questions related to categorical programs, mandated costs and Medical administrative billing activities.

Operate a computer and assigned software systems; operate standard office equipment.

DEFINITION

To operate a computer aided dispatch system receiving calls and dispatching police, fire or other City services.

DISTINGUISHING CHARACTERISTICS

This is a journey technical level position in which incumbents are expected to independently perform the full range of duties assigned. This class is distinguished from the Communications Supervisor in that the latter provides technical and functional supervision over assigned communication personnel.

EXPERIENCE AND EDUCATION

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years of heavy public contact experience while performing multiple tasks simultaneously. Public Safety dispatch experience is desirable.

Education: Equivalent to the completion of the twelfth (12th) grade.

Licenses and Certificates: Completion of the California Commission on Peace Officer Standards and Training (POST) Basic Public Safety Dispatcher course is highly desirable.

OTHER REQUIREMENTS
Typing Certificate: A typing certificate with 35net words per minute must accompany your application.

Minimum Qualifications

LATERAL REQUIREMENTS:

Experience: Two (2) years of experience as a public safety dispatcher for a Public Safety Answering Point, including heavy public contact while performing multiple tasks and using a computer-aided dispatch system.

Education: Equivalent to the completion of the twelfth (12th) grade.

Licenses and Certificates: Completion of the California Commission on Peace Officer Standards and Training (POST) Basic Public Safety Dispatcher course is highly desirable.

OTHER REQUIREMENTS

Typing Certificate: A typing certificate with 35 net words per minute 

1. Certificates will be accepted from a public school, business school or temporary agency; certificates from Internet testing services and/or home computer CD testing will NOT be accepted.
2. Typing certificate (or signed statement on official letterhead from the testing agency) must be dated no earlier than six (6) months prior to the date of the application filing.
3. Typing certificate (or signed letter) must state all of the following information:

· Five (5)-minute timed typing test.
· Gross typing speed in words per minute.
· Gross number of errors.
· Net words per minute

The City of San José hosts approximately 80 student interns annually, from majors that include finance, graphic design, information technology, accounting, urban planning, political science, public administration, and many others. Applicants must be a current student enrolled in a college or university to apply and must continue to be enrolled during their employment/service with the City of San José.

Interns at the City have flexible hours to work around their school schedules. Undergraduate interns generally work between 20-30 hours per week and graduate interns work between 25-40 hours per week.

Student Interns at the Airport will learn and gain practical experience in multiple areas of airport operations and management. The Environmental Services Department (ESD) has established a national reputation for environmental leadership and innovation with award-winning recycling, water conservation, water quality protection, and wastewater treatment programs. Its major initiatives are: healthy streams, rivers, marshlands and bay waters; reliable water, garbage, and recycling services; clean and green air, land and energy policy development; and community education aimed at environmental sustainability. Interns in ESD can work on fun projects, make presentations, create and prepare training materials, do valuable research, use tech savvy skills to help market materials and provide overall team support.
 
The Department of Transportation (DOT) maintains and operates the City of San José's transportation network of roadways, traffic signals, street lights, bicycle lanes, sidewalks, street trees and landscaping in addition to the public sewer system and storm drains. DOT's goal is to provide a transportation system that is safe, efficient, and convenient for all users, and that supports the City's livability and economic vitality. The Information Technology Department's (ITD) mission is to enable the service delivery of its customers through the integration of City-wide technology resources.  ITD consists of four core service areas:

The mission of the Parks, Recreation and Neighborhood Services Department (PRNS) is to cultivate healthy communities through quality programs and dynamic public spaces.  Through proactive, strategic work plans, the Communications team develops, creates and implements outreach that is creative, articulate and engaging while telling a story of “Building Community Through FUN”. 

Interns' skills and talents will contribute to the creation and activation of community-building places, programs and people. Interns will gain experience and build their portfolio as interns provide general support, assist in event production and work on specific programs and projects important to PRNS and the City. 

The Planning Division in the Department of Planning, Building and Code Enforcement (PBCE) is responsible for both long range planning--which involves guiding the City’s future by stewarding Envision San Jose 2040 (the City’s General Plan) and preparing  Urban Village plans and other area plans--as well as current planning through the review of development proposals.  The Planning Division implements policies and plans that determine where and how the City will grow  and how that growth will be balanced with the availability of infrastructure and services.

The PBCE internship program is designed to offer professional learning opportunities to undergraduate and graduate students who are interested in the urban planning field. Interns may be assigned to specific projects in the sub-disciplines of urban village planning, development review, zoning, urban design, transportation, economic development, housing, sustainability, historic preservation, Geographic Information Systems, and data analytics.   Interns will gain exposure to the operations of a planning department and have the opportunity to work on “real life” projects.

Finance Department – The Finance Department has over 100 employees who are dedicated to serve the needs of our customers throughout the City of San Jose. Our mission is to manage, protect, and report on the City of San Jose’s financial resources to enhance the City’s financial condition for our residents, businesses, and investors. Our services are provided to the organization and community through four separate divisions which include Treasury, Revenue Management, Accounting, and Purchasing. The range of services includes debt management, investments/cash management, payment processing, billing, accounts receivable, delinquent tax/revenue collections, payroll, accounts payable, financial reporting, risk management, and procurement services.

The Housing Department's mission is to strengthen and revitalize our community through housing and neighborhood investment. Since the Housing Department was established in 1987, the City has been a leader in affordable housing, creating more than 21,000 new housing opportunities for San José residents.

A major function of the Housing Department is its work as a funder. The Department utilizes numerous financing vehicles to bring new affordable housing to fruition and rehabilitate older affordable housing. The Department also funds grants for nonprofits to develop and provide social services, homeless response programs, and community infrastructure. Additional grants support Fair Housing policies, place-based neighborhood efforts, and meal programs for low-income seniors.

The Department oversees a range of other critical programs and initiatives, including rent control and stabilization programs for apartments and mobilehomes, and the City's Ellis Act Ordinance that protects the City's supply of affordable rental housing. And, working in partnership with other City departments and agencies, the Housing Department works to ensure the City has a variety of housing options in every neighborhood.
