The City of San José Information Technology Department (ITD) seeks an exceptional senior manager to lead the City Portfolio-Products-Projects Office (C3PO) as Division Manager. 

The Portfolio-Products-Projects Office is a six year-old division in the City. Deconstructing traditional project management, San Jose’s C3PO is responsible for (1) executing technology and innovation initiatives with success; (2) ensuring strong business value from City products and platforms over time; and (3) building organizational capacities for the City to consistently transform and improve. 

The C3PO Division Manager will inspire team members and nurture a culture that is truly collaborative and customer-centric towards these ends. The position is critical to the City achieving ambitious goals to innovate, accelerate delivery of solutions, support deep collaboration and deliver remarkable value to the San Jose organization and community. 

The leader of the C3PO will work directly with the Chief Information Officer (CIO) and Assistant Chief Information Officer (ACIO) to build the team through a significant hiring phase. They will assemble the office’s practices and resources, all while supporting delivery of identified priorities. In its first five years, the C3PO already drastically improved technology execution success rates, earning the trust of partner departments. The Division is situated to grow its team and Citywide impacts. Thus, the selected Division Manager will demonstrate the vision and leadership necessary to build the C3PO into the model team and organizational resource described.

Responsibilities:

The C3PO Division Manager works closely with the IT Department Executive Team and oversees approximately 10 to 15 contributors, an average annual project portfolio of 75+ initiatives, and 40+ primary systems for focused lifecycle management. The C3PO works across 20 major departments citywide to:

• Ensure successful project execution;
• Deliver continuously high business value from the City’s products and platforms through expert lifecycle management; and 
• Enable organizational capabilities and cultures that makes transformation through technology increasingly routine. 

Specific examples of work priorities over the next 18 months include: My San Jose, Business Process Automation, Integrated Permitting System and Development Services Upgrade and Transformation, Vehicle Blight service request management, 3-1-1 contact redesign, Business Tax system, emergency management technology refresh, IoT platforms and controls, infrastructure initiatives, and other efforts at the forefront nationally. Work is measured on the basis of hitting targets for cost, schedule, scope/quality, and realization of value at the customer level.

Collaboration, responsiveness, employee development, and effective relationship management with teams across the City are critical success factors for the C3PO Division Manager. The City practices agile and waterfall methodologies, reporting through an executive scrum of scrums to align appropriate methods to initiatives. The primary duties of this position may include but not limited to:

• Delivering business value through expert portfolio management, product management, and project management.
• Performing and teaching portfolio, product, and project management practices across City departments through the C3PO.
• Developing necessary strategic plans, budgets, architectures, and roadmaps to plan, execute, and resource initiatives that support the service requirements of City departments.
• Hiring, coaching, mentoring and developing performance manage Products-Projects Managers and prioritizing effectively through active methods—e.g., scrums, work-staff planning, OKRs. 
• Partnering with customer, technical, and vendor leadership to achieve objectives and resolve challenges.
• Monitoring and regularly communicating key performance metrics and statuses.
• Overseeing the development, communication, and training of standardized processes, best practices and maintain integrated tools for product-project planning, execution, business analysis and deliverable/artifact tracking.
• Applying governance processes to maintain stakeholder support, detecting and addressing projects in jeopardy, and inhibiting large project failures.
• Planning for competing demands of technical and staff resources in project and product lifecycle activities.

The Revenue Accountant position is part of the General Ledger and Financial Reporting unit within the Finance Section. The General Ledger and Financial Reporting unit maintains financial integrity over the general ledger accounts, oversees toll revenue from the seven state-owned toll bridges and from the express lanes, prepares the Annual Comprehensive Financial Reports (ACFR) and other stand-alone financial statements, and works closely with the auditors for the annual audits.

Under the supervision of the Toll Revenue Supervisor, this position prepares toll revenues from the seven state-owned toll bridges and from the express lanes. This process includes preparing daily toll revenue entries and monthly toll revenue and traffic reports; reviewing trial balance from the Regional Customer Service Center to record into BATA financial statements; researching and investigating variances; recording and analyzing the data; working with the Electronic Toll Collection (ETC) unit, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting; reviewing and reconciling the general ledger accounts; and performing other job-related tasks or assignments as required.
  
All employees at MTC are classified as Disaster Service Workers.

Experience: Three years of increasingly complex professional accounting and auditing experience, with demonstrated proficiency in overseeing at least one major accounting program area; including the equivalent of two years as an Accountant/Auditor I for MTC.

License/Certificate: 
Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the supervision of the Toll Revenue Supervisor, the Revenue Accountant will prepare the toll revenues from the seven state-owned toll bridges and from the express lanes.  This process includes, but is not limited to, the following:

• Prepare daily toll revenue entries.
• Prepare monthly express lanes and other revenue entries.
• Prepare monthly toll revenue and traffic reports by bridges. Coordinate the overall toll revenue reporting.
• Reconcile and identify toll revenue variances and investigate the reasons for the differences.
• Summarize the individual bridge reports into the monthly consolidated toll revenue report.
• Perform complex monthly reconciliation of revenues by bridge and adjust as appropriate.
• Perform monthly reconciliation between General Ledger and service center trial balance and various reports.
• Analyze, classify, and determine proper accounting treatment of toll transactions. Allocate and segregate toll revenue by programs. Coordinate and record financial entries into the financial system in accordance with accounting principles.
• Perform analysis and management studies of accounting requirements and participate in the decision-making process to resolve financial issues.
• Establish and maintain strong, collaborative relationships with ETC revenue section, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting.
• Assist in other monthly financial close activities, year end close, and with the annual audits.
• Prepare year-end schedules for audit and provide documentation for auditors as necessary.
• Assist in the preparation of Accounting Comprehensive Financial Report (ACFR).
• Perform other job-related duties as assigned by the Section.

The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services. 

The City of San José believes in the model of utilizing technology as a means for increased optimization as well as cost savings. With significant technology refresh and upgrade, there is a greater need for highly skilled technical hands-on leadership, oversight, and project management. 

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. The ideal candidate must take full ownership of managing all endpoint services and operations and successfully lead projects to completion. This position performs a wide variety of duties including park maintenance, law enforcement, first aid, wildland firefighting, and public safety patrol. The Ranger assists the public in natural resource interpretation and performs other duties as needed.

ESSENTIAL FUNCTIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to hike, run, bend, lift, stoop, kneel, reach, and climb, lift and carry items weighing up to 60 pounds for a distance up to 50 feet both indoors and outdoors, constantly work in outdoor weather conditions, and frequently move about work sites.

Incumbents should have physical strength, endurance, and agility; be mentally alert and physically sound; and have hearing and vision sufficient to perform the essential functions of the job.

40 hours per week or in an alternative schedule (9/80 or 4/10 program), must be available to work nights, weekends, holidays and overtime. Must be available to work at various locations.

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position is likely to have physical contact with members of the public in public areas such as parking lots and shared public/office restrooms and during in-person public meetings. PATHWAY B CANDIDATES WILL BE APPOINTED AS A TEMPORARY RANGER ASSISTANT UNTIL SUCH TIME AS THEY CAN BE ENROLLED IN A POST BASIC ACADEMY.

The starting hourly rate for Ranger Trainee is $21.51 – $26.14 per hour.  At the completion of all training requirements and upon appointment as a Ranger by the Executive Officer, the wage increases to a range of $30.36 - $36.90 per hour.

Existing MRCA employees may be compensated at a higher rate if they can demonstrate, to the satisfaction of the Chief Deputy Executive Officer, that appropriate additional duties will be performed in addition to the position’s essential duties. This provision does not apply to applicants who are not currently employed by MRCA and may be exercised only at MRCA’s discretion and as budget allows.

Market Research Project Manager II

AC Transit is seeking a Market Research Project Manager II. Under general direction serves as the project manager leading a variety of complex market research projects, functions, and activities. Incumbents in this position provide actionable data-driven insight informing and aligning strategic business decisions with customer sentiment.

This classification is distinguished from other marketing and communications classifications by the assigned project management responsibilities leading District-wide, market research projects and studies of considerable size and complexity. Incumbents at this level are expected to operate with a high degree of professional judgment and independence, providing technical and functional direction to vendors, professional, technical, and contract staff.

REPRESENTATIVE FUNCTIONS:
Leads the District’s primary and secondary market and research projects and studies, including customer opinion surveys, focus groups, personal interviews, field research, and quantitative and qualitative market research studies conducted across a variety of surveying channels, including in-person and on-line; identifies trends and responds with appropriate strategies to achieve the departmental and the District’s strategic goals and objectives.

Conducts a variety of market research projects; collects and analyzes data concerning customer sentiment; collaborates and coordinates efforts District-wide to design and implement communication and outreach campaigns to measure and drive improvement in service delivery, key performance metrics, and customer experiences; aligns customer experience strategies with departmental and the District’s strategic initiatives.
Performs project management functions and activities and is responsible for the full lifecycle of the assigned market research projects overseeing scope, timeline, budget, and quality standards from the project’s inception to completion; manages the activities of outside vendors and contractors. Provides consultation and professional, technical advice to executive staff, management teams, and other District departments; represents the Department on various external committees and projects.

Prepares and presents a variety of reports on operations, activities, and special projects; presents findings to the Board of Directors, executive management, other District staff, and various public and private entities.
Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Invitation For Bids (IFBs) and develops proposal evaluation criteria; assists in the negotiation, preparation, and administration of professional services and contracts; recommends and prepares amendments to professional services contracts.

Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research. Provides technical and functional direction to professional, technical, and contract staff and participates in the formation, planning, review, and management of assigned projects. Performs related duties as required.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a Bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned. For the Market Research Project Manager position the following are applicable fields of study: business administration, sociology, statistics, market research, communications, public administration, marketing, or a related field. Additional experience may be substituted for education on a year-for-year basis.

Experience: Six (6) years of experience in the professional field required by the assigned special projects. The Market Research Project Manager position requires experience in developing and implementing market research, marketing, public information, or communications programs with an emphasis on data collection, market analysis, and detailing the customer journey or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager I. Years of experience may be substituted for the educational requirement on a two for one basis; two (2) years of experience may be submitted for one (1) year of education).
