The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The Administration Division of HSD specifically supports a robust grants program that administers federal and local funding that addresses the needs of lower income Fremont residents. The Department receives approximately $2.2 million in annual federal funding from the Department of Housing and Urban Development (HUD) and an additional $800,000 in local funding to administer to non-profit and community agencies that provide vital services to Fremont’s most vulnerable residents.

The Position

The Senior Accounting Specialist is responsible for a variety of advanced level fiscal clerical assignments. This position provides administrative support of federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs (HOME) programs related to affordable housing and services to low income residents.

Examples of Job Duties

• Prepare and execute contracts for CDBG, ESG, HOME, and SSG Grant Programs.
• Provide contract administration/clerical support, which includes keeping and maintaining detailed records and information required by federal grant programs.
• Prepare and execute purchases orders, process invoices, and keep grant accounting records.
• Provide support of the CDBG Citizen Advisory Committee (CAC) meetings and provide assistance through the coordination of the meeting schedule, preparation of meeting agendas, summary notes of meetings, and other materials (requires evening attendance).
• Assist in the Request for Proposal (RFP) Process for all grant programs and provide assistance in operating Zoom Grants for the intake, review, and final scoring of grant proposal applications.
• Provide customer service assistance to subgrantee agencies for a variety of contract administration needs.
• Prepare, organize, and maintain records needed to help programs meet audit requirements.
• Process CDBG Rehabilitation loan payoff and subordination requests. Research and analyze loan agreement regulations on a case-by-case basis.

Job Description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

1. Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).2. Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.

3. Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.

4. Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.

5. Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.

6. Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.

7. Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.

The Building Inspector II is under the direction of the Senior Building Inspector. This position is part of a 12-person building inspection team working on a variety of projects from single-family, remodel, commercial tenant improvements in existing and new buildings, new construction of large development projects such as townhomes, apartments, hotels, and Class A office buildings.

The Position

The Building Inspector Specialist (Plumbing) enforces the provisions of the Plumbing codes by inspecting both new projects and additions and alterations to existing residential, commercial and industrial buildings; provides technical expertise and training in an assigned functional area; may be assigned to assist at counter or in development activities; and performs related duties as required.

Examples of Job Duties

- Performs inspections, plan checks, and related duties in the specialized plumbing field of building inspection.
- Investigates unlisted equipment and suspect substandard installations to determine product equivalency.
- Resolves disputes over interpretation and application of building codes.
- Reviews building plans to determine compliance to specialized systems and methods and schedules of inspection.
- Meets with City officials, business representatives and the general public to discuss specialized facets of inspection, including procedures and problems.
- Represents the City at meetings and conferences in a positive, constructive, and complementary manner.
- Reviews and approves building permits.
- Trains staff in assigned building inspection specialty.
- Performs combination building inspection duties.
- Prepares correspondence and reports.
- Maintains building inspection records.
- Utilizes computer for tracking projects, writing and generating reports.
- Other duties as assigned.

Police Records Specialist I - $5,127.47 to $6,113.58

Police Records Specialist II - $5,636.44 to $6,716.00

What You’ll Do

• Receive on-the-job training, learn, and perform work in the following police records functions:
• Meet and assist the public at the Police Department reception counter and provide information according to City policy and Government Code requirements.
• Answer non-emergency heavy volume, incoming telephone calls.

• Verify computer entries, process validations and assist with state and federal audits.

• Retrieve and review daily crime reports for accuracy prior to submission to the District Attorney.
• Operate and organize a Department Records Management System to retrieve information such as searches for names, incidents, reports, and calls for service.
• Disseminate records information to department staff, outside law enforcement agencies, the public and other employees according to established laws and guidelines.
• Keep current on continuous changes and additions in report release requirements.
• Handle citizen complaints at the reception counter and on the telephone.
• Assist in training new and other assigned personnel.
• Perform record checks for authorized agencies in strict accordance with the law.
• Process vehicle release forms and collect fees.
• Process mail and order supplies.
• Purge department and citywide files as required.
• Assist in developing procedures.
• Perform other duties as assigned.

If assigned to the Property Unit, duties may include but not limited to:

• Receive and maintain the chain of custody and integrity of, and safely store evidence, found property, and property held for safekeeping.
• Advise staff on proper packaging and submission procedures.
• Conduct inventories and audits of property and evidence.
• Release property to the public or the legally authorized persons in accordance with disposition forms, court orders, or stipulations.
• Check out items needed for court, investigations, and forensic testing; share evidence needed for investigation or review; transport items to and from laboratory and maintain strict records of chain of custody.
• Testify in court to verify chain of custody records of evidence.
• Make arrangements for auction of unclaimed property.
