Position and Duties  

The City Manager’s Office is recruiting for an Assistant to the City Manager position to serve as an Operating Budget Coordinator to help guide and facilitate the development of the City’s Operating Budget.  This is an unclassified, salaried position, which means that the position is not part of the Civil Service system.  This management position is not represented by a bargaining unit.  This at-will position reporting to the Assistant Budget Director is limit-dated through June 30, 2023, and is anticipated to be considered for further extension into the 2023-2024 fiscal year.

The Operating Budget Coordinator will play a key role in developing and managing issues related to the  City’s annual operating budget.  Serving as one of two Operating Budget Coordinators, the ideal candidate for this new position to the Budget Office’s senior leadership team possesses the technical budgeting and strategic management skills necessary to provide additional capacity within the Budget Office for complex budgetary development and problem-solving activities while simultaneously ensuring accuracy of budget recommendations and publications. 

In support of the Budget Director, the incumbent will help coordinate key aspects of the operating budget development and modification processes, and will be responsible for the accuracy and issue management of significant portions of the City’s budget.  The position is expected to self-initiate, design, and implement projects to improve budgeting processes and outcomes, and will often be called upon to craft effective written communication of complex financial, budgetary, and operational information in a manner clear and accessible to the City Council and members of the public. 

Key Responsibilities

This position is responsible for the following:

• Shares responsibility with another Assistant to the City Manager in facilitating operating budget development and adjustment processes, with anticipated oversight of all non-personnel expenditure budgeting.
• Manages and ensures accurate implementation of the General and Special Fund budget balancing strategy for each budgeting process, including the Proposed Budget, Mid-Year Budget Review, Year-End Clean-up Actions, and Annual Report.
• Leverages the analytical and reporting functionality of the Hyperion budgeting platform to improve budgeting processes, monitoring and outcomes, and conducts regular training of departmental staff.
• Working collaboratively with City departments and Budget Office senior leadership, solves complex operating budget issues, mindful that competent and quick resolutions positively impact service delivery to the community.   
• Coordinates memorandum review activities and provides staff support for budget/fiscal implications for all City Council memoranda.
• Monitors economically-sensitive information affecting various City funds.
• Effectively supervises and motivates a team of Budget Office staff to ensure timely and accurate completion of assignments. 
• Ensures alignment of the Capital Program with City Council priorities, policies, and budget principles and City Manager directives and budget guidelines.
• Authors, reviews, and edits budget documents, reports, memoranda and briefing materials for the capital budget.
• Studies City organizations, operations and services to make recommendations to improve quality and effectiveness of service delivery. 
• Resolves and facilitates major issues which are confidential, controversial or of major significance to the organization.
• Represents the Budget Office or City Manager’s Office as assigned at public events including community groups, City Council sessions, and Committee meetings.

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Senior Executive Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.  The salary range for the Senior Executive Analyst classification is $94,224.88  – 143,942.32.00 and with the 5% non-pensionable pay, the salary range is $98,936.13 - $151,139.44.

The Senior Executive Analyst (SEA) is a manager level classification and plays a critical role in developing Analysts and guiding them with their assignments.  The SEA position is distinguished from a Budget Analyst position primarily by the scope and complexity of their assignments, the supervisory role they play, and the ability to independently perform their work. The incumbent will be responsible for operating and/or capital budgetary analysis assignments for a City Service Area (CSA) and several City departments, including assisting their assigned CSA/departments in developing and monitoring their operating/capital budgets; analysis of revenues and expenditures; coordination and presentation of budget information to the City Manager; preparation of the City's annual Operating and/or Capital Budgets; review of budget-related departmental requests; collaboration with departments to resolve budgetary issues; review of City Council memoranda for budget implications and appropriate budget language, conducting research on budget and policy-related matters; and special projects as assigned. During critical times of the year, you will be expected to work overtime, both weeknights and weekends, for the preparation and release of several key budget documents.

The Crossing Guard position is a temporary position, approximately five hours per day, two (2) hours in the morning and three (2) hours in the afternoon, Monday through Friday.  Crossing Guards work a school year (September through June).  Applicants must be able to work outdoors, have reliable transportation or ability to report to assignment consistently.

Crossing Guards work under the general direction of the Parking Operations Lead Community Service Officer with the Seal Beach Police Department.  Based on the needs of the City, a flexible schedule may be assigned for either a morning or afternoon shift or a combination thereof, or for specific week days, based on the availability of the Crossing Guards and at the discretion of the Police Services Manager.

The City of San José, Office of the City Attorney is seeking an attorney with California municipal law and government experience, or transferable legal skills and a commitment to public service.

As an attorney in our Office, you will serve as trusted counsel to the Mayor and City Council, City Manager, administrative departments, and boards and commissions. CASUAL RECREATION SPECIALIST/LEAD

5 - 25 HOURS/WEEK (Flexible)          

Note: Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1-June 30).   

Recreation Services Division has multiple program lead staff openings across many recreation programs and activities. We serve youth, adults and older adults and have opportunities for flexible working hours (i.e., morning, after school, evenings, lunch time, weekends, etc.). Individuals may choose to work one assignment or multiple assignments and flexible work hours are possible to accommodate school schedules and/or other commitments.

• Organize and lead activities such as arts & crafts, sports & games, health & fitness
• Supervise participants, volunteers and program support staff during programs/activities
• Take attendance and administer/organize other paperwork and forms as needed
• Issue, maintain and store equipment and supplies
• Suggest and develop activities as appropriate to enhance program/activity
• Interact and communicate effectively with children, parents, caregivers, volunteers and City staff
• Ensure the safety and well-being of program participants, support staff and volunteers
• Responsible for program staff development, training and supervision (i.e. staff meetings)
• Other duties as assigned

• Minimum age: 18 years old
• Two (2) years or two summers (2) of experience in specific program area (recreation, after school, health & fitness) or population (youth, adults, older adults, special population) identified above
• Experience interacting with the public
• Ability to follow oral and written instructions. 
• Experience with staff/volunteer supervision or support

• High School Diploma or GED
• Possess a valid CA Class C driver's license and a safe driving record
• Bilingual in Spanish, Mandarin or Farsi
• Willingness to obtain First Aid/CPR Certification (paid training)
• College courses in education, social service, recreation, human services, etc. 
• Experience working directly with the public in a recreation or education setting.
• Experience with Microsoft Office Suite (Word, Excel, Publisher, PowerPoint, Outlook)

ABOUT POSITION:

This position is a part-time, non-benefited position. Work hours may vary, and schedules can be up to 29 hours per week as needed. There are no guaranteed minimum number of hours per week. Hours of operation of the Seal Beach Tennis & Pickleball Center are typically Monday through Friday, 7:00 am - 9:30 pm and Saturday/Sunday from 6:30 am - 5:30 pm.   

ESSENTIAL FUNCTIONS:

Individual will work primarily at the City’s Seal Beach Tennis & Pickleball Center performing duties including, but not limited to, greeting and supervising patrons, handling of payments inside the Pro Shop, enforcing rules and regulations of the facility, opening/closing the facility, removing trash, restocking supplies, and general court maintenance, including court washing, locker room cleaning, and overall security of the facility.

This position will also work periodically as staff for facility rentals at the City’s community centers for various functions such as wedding receptions, baby showers, and birthday parties. This position may also help assist with scorekeeping for Adult Sports programs, including basketball and softball.

EMPLOYMENT STANDARDS:

Ability to: Communicate effectively (both written and verbally); make good decisions; push, pull, drag, lift or carry equipment/supplies up to 50 lbs., lean, stoop, twist, bend and kneel in performance of job duties. 

Experience & Training: One year experience working for Parks and Recreation Departments or similar experience and general knowledge of tennis and sports is desired.

Instruct children and adults (primarily 5-12 years of age) in beginning to intermediate sports camps or programs, such as Badminton, Basketball, Baseball, Cricket, Football, Softball, Soccer, Tennis, etc. Class content should provide basic and/or more advanced game mechanics, strategies, and the rules of sports, depending on the student level of skill.
