Education/Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in environmental science, biology, chemistry or a related field.

The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area.  MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area.  MTC provides services to the Association of Bay Area Governments (ABAG).  For more information about MTC, visit www.mtc.ca.gov.      

The Budgets and Financial Planning & Analysis Section is responsible for developing and managing the organization's budgets, performing financial analysis and forecasting, developing financial plans and supporting effective financial management throughout MTC, ABAG and affiliated entities.

Under the general direction of the Assistant Director, the Associate Budget and Grant Financial Analyst is responsible for preparation and monitoring of the operating and capital budgets, grant management, compliance and reporting of assigned entities. Working closely with agency Sections and program staff, this position will perform a variety of complex analytical and administrative work supporting effective financial and grants management of ABAG and its affiliated entities.

SKILLS AND ABILITIES
The ideal candidate will have the following knowledge, skills and abilities:

Knowledge of: 

• Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Financial Accounting Standards Board (FASB);
• Advanced knowledge of principles and best practices of governmental fund accounting, budgeting, contract administration, and grant management;
• Federal and state grant rules and regulations and reporting requirements including OMB super Circular 2CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit requirements for Federal Awards);
• Function, capability, application and operation of computer-based financial accounting systems;
• Applicable federal, state, and local laws, codes and regulations.

Skills and Abilities 

• Plan and organize work activities; effectively manage multiple tasks;
• Analyze and interpret complex contract and grant documents;
• Critical and analytical thinking;
• Perform both complex and routine accounting and financial analysis work with speed and accuracy;

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education:  A Bachelor's degree in accounting, business administration, finance or related field.  A Master's degree is highly desirable.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.   

Experience:  Five years of increasingly complex and responsible work experience in treasury, governmental budgeting, governmental fund accounting, or similar field, including the equivalent of two years as an Assistant Financial Analyst in MTC.

Preferred Qualifications

• Experience working with Boards and Commissions
• Experience with federal and state grant management

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Assistant Director, specific assignments and responsibilities include, but are not limited to, the following:    

• Develop and manage annual budgets, ensuring accuracy and alignment with agency priorities.
• Monitor expenditures, identify variances and work closely with section and project managers to address financial issues.
• Prepare monthly, quarterly, and year-end financial analysis; assist with monthly and year-end close activities, including financial reconciliation and reporting.
• Conduct variance analysis, identify key performance drivers, and provide explanations for budget deviations.
• Review and monitor grants, from grant application to project closeout, including grant compliance, reporting requirements, and financial management.
• Maintain accurate up-to-date tracking of contract and purchase orders and identify available budget and variances.
• Establish and maintain strong, collaborative relationships with project managers and other departments.
• Assist in developing, recommending, and implementing policies and procedures related to budgeting and grants management. 
• Perform other job-related duties as needed or assigned by the Assistant Director or Section.

THE POSITION(S)

Streets & Construction Worker I:

This is an entry-level class under close supervision, performs any combination of the following duties on construction projects, usually working in utility capacity, by transferring from one task to another where demands require worker with varied experience and ability.  Work is usually performed with other workers.  This class may advance to Streets & Construction Worker II after gaining experience and demonstrating proficiency to meet the qualification of the higher-level class.

Prerequisites:   Any combination equivalent to graduation from high school (or G.E.D equivalent to graduation) and two years’ experience performing a variety of skilled and semi-skilled construction and/or maintenance involving buildings, grounds, streets and sidewalks.

Water System Worker III (Lead Position)

($25.51- $32.66 per hour)

The City of Chowchilla is seeking a Water System Worker III to assist in the operation and maintenance of the City’s water distribution system, including pumps, mains, chlorinators, meters, and other equipment; and do related work as required on an assigned shift, under general supervision of the Utilities Systems Supervisor and/or Director of Public Works.

Wastewater Treatment Plant Operator II

The City of Chowchilla is seeking a Wastewater Treatment Plant Operator II for the operation and maintenance of the City’s Wastewater Treatment Plant.  The Wastewater Treatment Plant Operator II is a journey-level class in the Wastewater Plant Operator series which normally works under general supervision performing a group of related duties according to established procedures.  This position reports to the Utility Systems or Wastewater System Supervisor and does not supervise.

Wastewater Treatment Plant Operator I

($21.49– 27.50 per hour)

The City of Chowchilla is seeking a Wastewater Treatment Plant Operator I for the operation and maintenance of the City’s Wastewater Treatment Plant. The Wastewater Treatment Plant Operator I is a journey-level class in the Wastewater Treatment Plant series, which normally works under general supervision, performing a group of related duties according to established procedures.  This position reports to the Utility Systems or Wastewater System Supervisor and does not supervise.

The Position

The Senior Landscape Architect will plan, supervise, and review the work of City Landscape Architect staff. The incumbent will: coordinate and oversee various landscape projects; perform professional landscape architect work in conjunction with the design and preparation of plans, specifications and cost estimates for the development and rehabilitation of parks, landscaped areas and street beautification projects; inspect and review the work of developers and contractors landscaping for conformance with plans and specifications; and give professional advice on landscape matters.

Examples of Duties

• Organize and oversee the landscape design and layout of parks, recreational areas, roadway medians and pedestrian ways.
• Plan, supervise, review, and evaluate the work of professional City and contract staff.
• Train staff in work procedures.
• Provide policy guidance and interpretation to staff.
• Recommend design direction on high-profile urban design of public and private projects that impact landscape design and urban projects within the City.
• Oversee and coordinate the Parks Capital Improvement Plan update for the Department.
• Administer and implement the Tree Preservation Ordinance, including recommending approval or denial of permits for tree removal.
• Recommend modifications to ordinances, policies and procedures and implements after approval.
• Perform professional landscape architectural work including preparing landscape plans, coordinating master plan development, performing park planning and preparing related specifications, contracts, cost estimates.
• Review and approve of landscape proposals for private development, ensuring compliance with codes, policies, regulations, and procedures.
• Prepare reports.
• Recommend approval or denial of various projects for submission to the Planning Commission and/or the City Council.
• Direct the inspection of and/or inspect public and private landscaping work for conformance with plans, specifications, and ordinances.
• Administer the tree planting program, including maintenance of the street tree master plan, botanical designation, inspection of plantings, issuance of permits for planting, removal, and pruning.
• Serve as technical adviser to City staff and officials on park, street tree and landscape matters.
• Act as the City's representative in dealing with public and private agencies, groups and individuals concerned with parks and open space.
• Conduct park location studies to evaluate park site feasibility and proposed development.
• Respond to public requests and complaints regarding landscape development and tree preservation.
• Coordinate the work of the unit with that of other departments and divisions.
• Maintain accurate records and files.
• Prepare clear and effective reports, correspondence, policies, procedures, ordinances and other written materials. Prepare plans for planting, irrigation, site plans, grading, and layout for parks and median projects.
• Other related duties as assigned.

Education/Training: Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

Experience: Two years of increasingly responsible experience repairing and maintaining water distribution systems and equipment.

License or Certificate: Possession of, and ability to maintain, certification as Water Distribution Operator D2. Possession of, or ability to obtain, a valid Class A driver’s license within one year of employment.

Waterworks Operator III

Education/Training: Equivalent to completion of the twelfth grade supplemented by specialized training in water distribution systems and/or water technology courses.

License or Certificate: Possession of, and ability to maintain, certification as a Water Distribution Operator Grade D3. Possession of, or ability to obtain, a valid Class A driver’s license within one year of employment.
