SJPD Police Recruit

• Upon successful completion of the Public Safety Officer Academy Attendee/Graduate requirements, incumbents promote to Public Safety Officer I ($117,913 - $136,499).
• Upon successful completion of all phases of training, members of the Public Safety Officer I classification promote to Public Safety Officer II ($124,775 - $155,457 annually).
• This position has an excellent benefit package, including 2.7% at 57 retirement plan.

Under immediate supervision of a Public Safety Lieutenant or Captain, either currently attends the California POST Basic Academy and is learning to perform a wide range of public safety work involving the protection of life and property including law enforcement, crime prevention, fire suppression, rescue, and basic life support activities; or has graduated from the California POST Basic Academy within the last 12 months; and performs related work as required.

DISTINGUISHING CHARACTERISTICS 

The position of Public Safety Officer Academy Attendee/Graduate is the training level classification for general police and fire work for those incumbents not affiliated with an agency and currently enrolled in a police academy. Incumbents are not sworn personnel and are generally in this classification until successful completion of the police academy. Assignment to this classification is temporary. If incumbents do not successfully complete a police academy, they will be terminated.  Incumbents hired after the graduation from the California POST Basic Academy are not sworn personnel and are generally in this classification until they are promoted to Public Safety Officer I.

Public Safety Officer Academy Attendee/Graduate is distinguished from the higher-level Public Safety Officer I in that the latter is a sworn position where incumbents continue training for both police and fire duties. Incumbents must successfully complete the police academy prior to being promoted to the classification of Public Safety Officer I.

As a Moraga Police Officer, you will be required to respond to emergency and non-emergency calls for service; enforce laws and ordinances; monitor and control traffic; prevent crime; administer first aid when needed;  make arrests;  serve warrants and subpoenas;  interview victims and witnesses; interrogate suspects; process crime scenes for evidence; process and transport prisoners; investigate crimes and prepare comprehensive written reports; testify in court; present cases for prosecution to the District Attorney’s office; speak before public groups on job related topics and provide other services as needed.

The Moraga Police Department, formed in 1979, has developed an excellent reputation among residents and the law enforcement community. Moraga has consistently maintained one of the lowest crime rates in California by promoting active patrol procedures and crime prevention education. The department has a current authorization for 12 sworn positions, 1 full time civilian Support Services Coordinator, and a part time Police Services Technician. The department is also supported by dedicated reserve officers and police cadets.

This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in. 

Education: 

• High school graduate or its equivalent. 
• Completion of 30 semester (or equivalent quarter) units from an accredited college or university preferred. 

Physical Capabilities/Vision:

• Must be capable of performing the full range of work assigned to a Police Officer free from physical, mental or emotional restrictions, which would adversely impact job performance. 
• All vision must be corrected to 20/20.
• Must be free from color blindness and have a normal field of vision.

Hearing:

• Normal hearing acuity.

Height/Weight: 

• Weight in proportion to height, age and frame.

Age: 

• Applicant must be 21 years of age minimum by completion of Police Academy.

Citizenship: 

• California Government Code Section 1031(a) requires that Police Officers be citizens of the United States.  California Government Code Section 1031.5 requires that permanent resident aliens who desire to be employed as Police Officers be eligible for and have applied for citizenship.

License:

• Possession of a valid California driver’s license issued by the Department of Motor Vehicles.

THE POSITION: 

The City of San Rafael is recruiting for a Police Officer. This position performs a wide variety of peace officer duties involving the protection of life and property, enforcement of laws and ordinances, criminal investigation, crime prevention and suppression.  Police officers prepare cases and provide courtroom testimony, provide information and assistance to the public and perform special assignments in areas such as patrol, traffic, investigations and gang enforcement.  General supervision is provided by the Police Sergeant.  Responsibilities may include the direct supervision of officers in training and/or the indirect supervision of other officers and/or support staff.   

This position performs the following essential job duties:

• Patrols an assigned area in a radio car, on motorcycle or on foot to observe and report suspicious activities or hazardous conditions for the prevention and detection of crime; arrests law violators in accordance with applicable statutory and case laws.
• Answers routine and emergency calls for protection of life and property and the enforcement of City, County, State and Federal laws, codes and ordinances.
• Investigates crimes, accidents, deaths and disturbances; collects, preserves and presents evidence using scientific identification techniques; interviews, questions and/or takes statements from victims, witnesses and suspects and completes investigative reports.
• Directs traffic, including regulation of vehicle flow at emergency or congested places, stops drivers who are operating vehicles in violation of laws and issues citations or warnings as appropriate.
• Appears in court to present evidence and testimony in connection with criminal prosecution and/or civil cases; serves writs, warrants, subpoenas and other legal documents.
• Provides information and direction to the public; assists in developing community policing strategies; maintains effective public relations and makes public service appearances.
• Provides emergency first aid and/or assistance to injured or incapacitated persons and requests additional emergency medical services as necessary.
• Searches, guards, transports and assists in the booking and custodial care of prisoners.
• Handles missing person cases; takes custody of runaway or delinquent juveniles; investigates child welfare cases involving potential mental, physical or sexual abuse.
• Assists with emergency or planned events, including natural disasters, fires, parades, and crowd control; participates in special details and assignments.
• Directs, instructs, and supervises officers in training; conducts in-service and/or briefing training.  

To be eligible for this position you must have knowledge of:

• Modern police methods and procedures.
• Statutory and case laws and ordinances related to evidence, search and seizure.
• City and Department policies and procedures.
• Local geography, demographics and community concerns and/or issues.
• Community oriented policing and problem-solving.
• Information technology, personal computers and related software applications.

EDUCATION AND EXPERIENCE:

Must possess a California P.O.S.T. Certified Basic Law Enforcement Academy Certificate. Candidates must have completed the P.O.S.T. Basic Academy.  Note:  In conformance with P.O.S.T. regulations, applicants separated from active law enforcement in excess of three years must repeat the State Basic Training Standards and would not be considered for appointment on a lateral entry basis.   

Candidate must be high school graduate or its equivalent.  Completion of 45 semester (or equivalent quarter) units from an accredited college or university is preferred.  Prefer candidates with bilingual skills.
