SPECIAL PAY INCENTIVES:

THE DEPARTMENT: The Suisun City Police Department is a progressive and proactive law enforcement agency. As a result of its proximity to neighboring jurisdictions, the employees of the Suisun City Police Department remain extremely busy as they address the needs of the community.

THE POSITION: Under general supervision of a Police Sergeant or other supervisory/management staff, performs a variety of duties related to the protection of public health, safety, and welfare and the enforcement of applicable federal, state, and local laws; provides traffic enforcement and control; and carries out special assignments in a particular phase of police work. The Police Officer is an entry/journey level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities. New incumbents may have limited related experience but are expected to learn the full range of duties and responsibilities, perform duties with minimal direct supervision, and exercise sound judgment and discretion in making decisions.

ESSENTIAL JOB FUNCTIONS
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Patrols assigned areas of the City to preserve law and order, discover and prevent commission of crimes, and enforce traffic and other laws and ordinances; maintains awareness of and remains alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; makes arrests; issues warnings and citations.
• Responds to calls for the protection of life and property, the enforcement of laws and ordinances, general public service calls, and complaints including those involving automobile accidents, traffic hazards, misdemeanor and felony incidents, domestic disturbances, health code and local ordinance violations, property control, civil complaints, and related incidents; responds to and provides assistance at a variety of public service type calls that are non-criminal in nature.
• Conducts initial and follow-up investigations at scenes of incidents to which summoned or observed; determines what, if any, crime has been committed; collects, preserves, processes, photographs, and books evidence; locates and interviews victims and witnesses; identifies and interrogates suspects. • Prepares and serves search and arrest warrants; apprehends and arrests offenders for crimes committed under federal, state, and local laws and codes; controls and mitigates people under the influence of drugs or alcohol or other potentially hostile situations.
• Directs traffic at special events or emergency situations; provides traffic and crowd control at community and emergency events.

DEFINITION

Under general direction, performs all phases of difficult, complex, professional, and technical planning and related works. Manages a variety of administrative tasks including grant compliance review, processing contracts, and verifying documentation.  Performs other duties as required.

DISTINGUISHING CHARACTERISTICS

The Senior Planner is expected to independently perform the full scope of assigned duties. Incumbents work independently in the research and analysis of planning issues, in the preparation of planning reports, studies and recommendations, and in the supervision and coordination of assigned planning functions and processes. Incumbents are responsible for coordinating grant activities.

ESSENTIAL POSITION FUNCTIONS

• Assists the City Manager and Contract Planner in performing and administering a variety of current and advanced planning projects.
• Receives, reviews, and prepares reports and recommendations on applications for zone changes, use permits, variances, planned developments, subdivisions, signs, boundary adjustment and other planning matters.
• Interprets, applies, and explains federal, state, and local laws, codes, and regulations, including the California Environmental Quality Act (C.E.Q.A.) and the National Environmental Protection Act (N.E.P.A.).
• Meets property owners, developers, architects, planners, and others concerning zoning and related codes, standards, and requirement.
• Conducts plan check of building permit-level plan submittals associated with complex projects to verify compliance with project approvals and zoning requirements; conducts over-the-counter plan check of less complex development proposals and land uses; approves minor development plans.
• Performs regular mapping functions with the use of the City’s Geographic Information System (GIS) software.
• Reviews Business Licenses for compliance with Zoning and Municipal Code.
• Assists in the preparation and distribution of Planning Commission Agenda. Makes oral presentations before City Council, commissions, committees, community groups, and boards of other governmental agencies.  
• Evaluates environmental impact reports for accuracy and sufficiency and prepares reports and recommendation.
• Administers and implements the City’s grants including but not limited to the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) programs.
• Conducts financial and program monitoring to ensure compliance.
• Prepares grant reports such as the Annual Action Plan and CAPER, and presents these documents to City Management or Council for approval.
• Works closely with granting agencies in preparing grant applications, budgets environmental reports, labor project monitoring, agreements with sub-grantees, the annual performance report, and other required reports.
• Explains program requirements to potential applicants and ensures their activity meets existing program guidelines.
• Assists with the preparation of the grant budgets for City Council Approval.
• Performs duties as assigned.

The Police Recruit actively participates in the P.O.S.T. (Commission on Peace Officer Standards and Training) prescribed police academy training program; performs all related learning and testing activities. The successful candidate will perform a variety of routine to complex field and administrative activities in support of police services and programs for the City’s Police Department. In addition to, provide comprehensive non-sworn staff support to Police Department supervisory and management personnel on a wide variety of law enforcement programs, projects, and services; responds to public requests and performs related duties, as assigned.

Under the supervision of the Building/Code Compliance Coordinator and the Chief Building Official/Senior Plans Examiner, the Building/Code Compliance Inspector performs work in the areas of building, electrical, mechanical, plumbing, energy, green, zoning, and residential fire protection inspections; various aspects of code enforcement; and other duties as assigned.

CLASS CHARACTERISTICS

This is the journey-level, professional class that is expected to read plans, make code interpretations, have comprehensive knowledge of construction materials and techniques, and be able to perform field inspections (both Building and Code Enforcement) on their own.

This position is distinguished from the next higher class of Senior Building/Code Compliance Inspector by the latter providing training, technical advice, and lead assistance to incumbent inspectors. The Building/Code Compliance Inspector is further distinguished from the lower level of Building/Code Compliance Trainee in that the latter is the entry-level class, and is in training, learning the full scope of the assigned duties and responsibilities.

EXAMPLES OF DUTIES (illustrative only):

• Inspecting residential, commercial, and industrial occupancies for compliance with building, electrical, mechanical, plumbing, energy, green, zoning and fire protection codes and standards.
• Recommending solutions or corrective actions to problems and taking follow up actions to ensure discrepancies are corrected.
• Performing various functions related to code enforcement (e.g., inspections, noticing, follow-up with owners, and research).
• Communicating effectively, both orally and in writing, to a wide variety of audiences.
• Writing reports and preparing correspondence pertaining to assigned duties.
• Keeping pertinent records.
• Utilizing personal computers to access the permitting system, GIS (geographic information system, various other software applications, and perform word processing functions.
• Consulting with architects, engineers, contractors, business owners, and homeowners.
• Using appropriate safety practices.
• Performing other duties as assigned.
