The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services. 

The City of San José believes in the model of utilizing technology as a means for increased optimization as well as cost savings. With significant technology refresh and upgrade, there is a greater need for highly skilled technical hands-on leadership, oversight, and project management. 

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment. The ideal candidate must take full ownership of managing all endpoint services and operations and successfully lead projects to completion. This position demands a proven ability to resolve complex technical issues with limited resources. Most importantly, a team leader, team player, and positive attitude are essential to this position.

Key duties may include but are not limited to:

• Managing a Tier-1 helpdesk team to provide excellent customer service requested via online tickets, phone, and walkups.  
• Providing endpoint services management for UCaaS/VoIP, PCs (Windows 10/11 OS), conference rooms, Zoom, etc.
• Designing and overseeing implementation for newly introduced client service project initiatives and ensuring operationalization transitions to the IT Tier-1 support.
• Managing the ticket queues ensuring quality service and promoting fast turnaround time.
• Maintaining and improving the Information Technology Infrastructure Library (ITIL) based operational standards and services.  
• Overseeing customer hardware/software quoting and purchasing operations.
• Monitoring and providing analysis of reports and metrics to management and customers as needed.
• Coordinating and managing key third-party vendor relationships.
• Creating and managing training and development plans for direct reports. 
• Tracking maintenance renewals and subscriptions for users-owned services, hardware, and/or applications.
• Managing escalations and/or complaints and utilizing best judgment and discretion to resolve them.
• Improving customer service quality results by conducting surveys; evaluating and re-designing processes; establishing and communicating service metrics; and, monitoring and analyzing results.
• Improving productivity, quality, and customer-service standard based on customer services metrics.

The Community Development Project Coordinator (CDPC) acts as a project leader in the City's community development program activities. This position is responsible for coordinating various phases of projects and implementing activities of economic development and housing. Duties include handling requests for grant funding, contract compliance matters, operations support, data analysis, and development and administration of policies, procedures, and budgets.

The Departments

Health, Housing & Community Services

• In Affordable Housing Programs, the CDPC provides project leadership and implements a variety of programs related to affordable housing development, rehabilitation, program administration, and policy development and implementation. Candidates will have significant interaction with housing developers, owners, managers, tenants and applicants. Ideal candidates will have a solid understanding of affordable housing financing and/or housing policies and programs, resourcefulness in responding to challenges, and proficiency in drafting, negotiating and executing the mechanisms for ensuring the community's interests. 

• In Labor Standards and Employment Programs, the CDPC works to ensure the City is in compliance with relevant local and federal ordinances/regulations. The Berkeley Municipal Code (BMC) contains several locally adopted labor and employment programs. The City is also an entitlement jurisdiction, and receives an annual funding awards from the federal Department of Housing and Urban Development (HUD). 

Public Works

• In Real Property Services, the CDPC provides lead direction to staff, advises City Management on program implications of operational or financial activity, and makes recommendations regarding areas such as project restructuring, funding alternatives, and cost analysis. Incumbents have considerable latitude to exercise independent judgment, particularly when representing the City Manager or department in meetings with other agencies, boards and commissions and community groups.

• In Electric Mobility, the CDPC leads the City's efforts to fulfill the Berkeley Electric Mobility Roadmap. This plan aims to create a fossil-free transportation system that integrates with and supports the City’s ongoing efforts to increase walking, biking, and public transportation use in the City, and ensures equitable and affordable access to the benefits of clean transportation. Incumbents will organize the Electric Mobility Implementation Working Group, manage the development of City-owned electric vehicle charging infrastructure, track and develop programs utilizing emerging mobility options, and catalyze actions such as pilot projects and new best practices.

City Manager 

• In the ​​​Office of Economic Development, the CDPC provides assistance to new and growing businesses in Berkeley and the business district organizations that represent them. They will perform a range of economic data analysis, prepare reports and presentations for the City Manager, City Council, and various boards and commissions, manage Berkeley's Revolving Loan Fund, and manage contracts with one or more Berkeley Business Improvement Districts (BIDs). Incumbents will also act as liaison with various district-based business organizations to help them promote and develop their districts, build local capacity and promote positive neighborhood economic development outcomes. They will advise businesses seeking to grow in or relocate to Berkeley and link them with property owners, brokers and other sources of business assistance. 

Required Qualifications

Equivalent to graduation from a four-year college with major coursework in business, planning, or public administration or a closely related field.

AND

Four (4) years of professional project management experience in community development, such as housing, economic development, public works, or planning. Lead and/or supervisory experience is desirable.

A master's degree in a related program is desirable and can be substituted for one (1) year of the required experience.

OTHER REQUIREMENTS: A valid California driver's license is desirable. Must be able to attend evening meetings.

DEFINITION

Under minimal supervision of the Director of Economic and Community Development or designee, through public education and enforcement, the Code Enforcement Officer seeks compliance with City Municipal codes, ordinances, conditions of approval and resolutions in planning, zoning and related areas. This is a working supervisorial position that has the responsibility of managing the Code Enforcement Unit while monitoring specific cases. Coordinates joint code enforcement activities with other City divisions and agencies. Establishes and maintains a citywide monitoring system for code enforcement cases. Attends training to achieve and/or maintain Code Enforcement Officer certification. Performs related work as required. 

EXAMPLE OF DUTIES

Investigates reported violations of municipal codes, ordinances and resolutions and, as necessary, pursues voluntary compliance or direct enforcement. Educates the public regarding code requirements. Conducts field inspections, gathers supporting evidence, maintain case files and, as necessary, prepares reports regarding violations. Effectively creates and administers a management protocol that quickly and fairly resolves code enforcement matters. Prepares compliance schedules for violators that help lead them to full compliance with respect to the severity and circumstances of the case. May prepare and present information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Coordinates joint code enforcement activities Citywide. Collects and maintains statistics on citywide code enforcement activities and prepares reports for staff, Council and others. Speaks before neighborhood and civic groups about the Code Enforcement Program, its goals and objectives. Plans, prioritizes, assigns, supervises, and reviews the work of staff involved in the enforcement of nuisances in the building, zoning, and related codes. The Officer shall regularly report back to their direct supervisor the activities of the Code Enforcement Unit with recommendations and suggestions on how to resolve and improve operations.

MINIMUM QUALIFICATIONS

Knowledge of: Basic law enforcement and investigation techniques. Municipal codes, ordinances and resolutions related to planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, preparing and presenting reports. Fully trained in all procedures and policies related to standard code enforcement processes and best practices.

Ability to: Read, understand and interpret laws, regulations, ordinances, resolutions and other documents associated with enforcement duties. Recommend appropriate City policies for code enforcement; assist in drafting ordinances and policies as appropriate. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups. Prepare factually clear, concise and complete written reports and correspondence. Work cooperatively with the public, City officials and co-workers.

Highly developed customer service skills that facilitate tactful interaction with the public to gain voluntary compliance with City codes and with City staff and outside agencies. Identify code violations; exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the Code as it relates to planning issues. Coordinate enforcement and inspection functions with other City departments. Organize and execute a system to monitor and record City joint code enforcement activities. Follow established work procedures and practices. Work a varied schedule, independently and with initiative. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Possession of a Bachelor of Arts or Science Degree in Urban Planning, Public Administration, or related degree. Additional education and training in writing, public speaking and areas related to code enforcement desirable. An additional three (3) years of full-time, relevant, municipal code enforcement experience may be substituted for the Bachelors Degree.

Experience: A minimum of six years of full-time, relevant, municipal code enforcement experience, including public contact experience, requiring field investigation, public speaking and enforcement of planning and zoning codes.

Certification: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers). Certification as a Housing Inspector from the International Conference of Building Officials (ICBO) is desirable. PC 832, Module A (California Commission on Police Officer Standards and Training) or similar police training is desirable. ICBO certificate and/or training are highly desirable. 

License: Possession of a valid Class C California Driver’s License.

San Mateo County Health's Aging and Adult Services Division is seeking qualified individuals for the position of In-Home Supportive Services Social Worker II/III. Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health and the Human Services Agency.
 
The current vacancy is in the In-Home Supportive Services (IHSS) Program that provides in-home care for persons who cannot safely remain in their own home without such assistance. The recipients of IHSS are aged, blind and/or disabled and eligible for Medi-Cal. Disabled and/or blind minor children may also be eligible for IHSS. The Social Worker will make a home visit to determine eligibility for the program and to conduct an assessment to determine a range of service hours for particular tasks. The IHSS recipient or guardian is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive.  The Social Worker will travel throughout the County to conduct home visits, attend meetings and perform other duties of the position.  The Social Worker will work in the San Mateo, CA Aging and Adult Services Office.
 
This IHSS Social Worker will conduct intake and/or on-going activities for IHSS recipients. Some of those activities include:
 

• Conduct initial IHSS assessments using a detailed State assessment tool.
• Complete necessary documents, paperwork, and work within different information technology systems.
• Conduct annual reassessments.
• Educate, support, and perform administrative duties for IHSS recipients and care providers to understand/comply with program regulations.
• Provide education, outreach, and community resources information.
• Participate in quality improvement efforts.
• Collaborate with quality assurance and program integrity to ensure proper adherence to regulations.
• Prepare for and attend Fair Hearings.
• Engage in interdisciplinary team meetings or other activities to support San Mateo County's vision for integrated services.
• Maintain oversight of case management needs for a caseload focused on serving IHSS recipients who are minors.
• Collaborate and facilitate service with care providers and other partner agencies.

 The ideal candidate will possess the following:
 

• Master's degree in Social Work.
• Experience providing clinical assessment for children, youth and adults with disabilities. 
• Understanding of human development and behavior within diverse populations.

SALARY
Social Worker II:   $6,564.13 - $8,205.60/month
Social Worker III:  $7,741.07 - $9,673.73/month

Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies.  Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Lead supervisory responsibilities may be assigned as circumstances dictate.

The current vacancies are Regular vacancies and Extra Help vacancies. Future vacancies may include extra-help, limited term, unclassified, and regular classified positions.

Extra Help - Extra-help positions are short-term employment for up to 1040 hours which is equivalent to about six months; however, employment might end sooner depending on the needs of the hiring departments. Extra-help assignments are at-will and the employee is paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Unclassified - Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. Medical Services Assistants II who are assigned to the clinics and perform advanced patient care duties as defined in the classification specification shall receive a differential of 6.2% in addition to all other compensation.
 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Accurately take and record the condition, respiration, pulse, temperature and blood pressure of patients; record other pertinent information as observed or measured.
• Apply non-sterile dressings and administer non-medicated treatments under the supervision of a registered nurse, licensed physician, surgeon, podiatrist, nurse practitioner or physician assistant.

Qualifications

Certification Requirement:
Possession of a Medical Assistant Certificate or a certificate of completion or degree from an accredited medical assisting program is required. A certificate of completion of an approved medical assisting program must be submitted at the time of application.

Bilingual Fluency:
Some positions may require bilingual skills. Fluency in both English and Spanish is required to be considered for a bilingual position.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

One year of experience in an outpatient clinic or doctor's office as a nurse's assistant or medical assistant.

The Position

The Street Maintenance Worker I/II will perform a wide variety of tasks in the construction, maintenance and repair of roads, sidewalks, curbing, storm drains, traffic signage, and pavement markings.

Examples of Job Duties

Street Maintenance Worker I:

Cleans work sites and equipment. Perform installation of various traffic control devices and markings. Drives truck with trailer. Performs heavy physical labor including lifting, carrying heavy objects; and shoveling, raking, and leveling asphalt. Clears and cleans roadsides, gutters, culverts and other drainage facilities. Participates in the removal, repair and replacement of storm drainage pipe. Sets-up and removes traffic safety zones for construction. Works in all weather conditions and in all terrain conditions. Works at all times of day and night. Perform preventative maintenance, adjustments and minor repairs on equipment. Cleans equipment, grease, lubricate, and fuel vehicles. Perform inspection and cleaning of drain inlets and storm lines.

Traffic Safety Assignment:

Replaces, maintains and repairs delineators, barricades, traffic dividers, signs, and similar traffic control devices. Assists in determining color of paint to be applied to street markings. Selects proper stencils for street markings. Assist with lane line striping and new installation of street markings. Assist in laying out various traffic control devices and markings. Cleans and maintains spray equipment, including stencil truck; assist in the traffic control closures during various operations. Prepares traffic signs. Assist in applying self adhesive sheeting to metal sign blanks. Trim sign edges. Assists with street sign installation. Participates in the installation of raised pavement markers.

Street Maintenance Worker II:

Manages the work at a work site. Ensures that assigned tasks are accomplished. Keeps track of daily time, work performed and materials used. Performs inspection for street re-surfacing public works projects. Clears and cleans roadsides, gutters, culverts and other drainage facilities. Participates in the removal, repair and replacement of storm drainage pipe. Due to variety of outdoor settings, needs to be able to work in all weather and terrain conditions. Due to 24-hour maintenance needs, needs to be able to work at all times of day and night. Operates light and heavy motorized construction and maintenance equipment including grappler, rollers, VacCon trucks, street sweepers, backhoes, compressors and pneumatic tools. Drives equipment to and from job sites. Loads and unload equipment; inspect equipment. Excavates, backfills, grades and rolls construction and repair sites. Cleans work sites and equipment. Perform preventative maintenance, adjustments and minor repairs on equipment. Cleans equipment. Greases, lubricates and fuels vehicles. Changes backhoe buckets and teeth. Perform various Sanitation tasks including drain inlet cleaning, storm line inspection and street sweeping. Performs heavy physical labor including lifting and carrying heavy objects, shoveling, raking and leveling asphalt. Determine and perform road closures in high traffic areas using traffic control devices.

Traffic Safety Assignment:

Replaces, maintains and repairs delineators, barricades, traffic dividers, signs, and similar traffic control devices. Determines type and color of paint to be applied to street markings. Selects proper stencils for street markings. Operates pavement push striper. Paints intersection markings, crosswalks, and various traffic control devices and markings. Applies paints, lacquers, enamels, epoxies, reflective coatings and other protective and traffic safety materials. Manufactures traffic signs using computerized process. Determines correct location and placement of street sign post; assemble and install signs. Prepares adhesives and install raised pavement markers.

The position is critical to the City’s ambitions to innovate, accelerate delivery of solutions, support deep collaboration, and deliver value to the San Jose organization and community as it tackles new and transformative challenges related to equity and changing resource priorities. 

The DCIO’s current portfolio includes directing teams for productivity and collaboration, business process automation, data administration, enterprise resource planning, and utilities systems. Responsibilities:

Leaders in IT all play a key role in working across organization boundaries to deliver superior IT services while shaping to emerging demands. Working under the CIO and Assistant CIO, the Deputy CIO is a member of the IT Executive Staff and must demonstrate how to be an equal and trusted part of the leadership team. San Jose leaders are “working executives” with high expectations for personal work output. 

Reporting through the City CIO and Assistant CIO, the Deputy CIO oversees a team of ~30 contributors and a Citywide portfolio supporting ~7,000 employees and volunteers. Key metrics for DCIO center on customer satisfaction, reliability, performance, and project-value success. 

A short snapshot of the Business Solutions DCIO’s portfolio includes over 140 primary business applications, including a technical environment that spans Oracle (PeopleSoft/Taleo/Hyperion), Cayenta, SimpliGov, Microsoft O365/SharePoint/OneDrive/MSSQL), multiple cloud providers, enterprise reporting and data visualization solutions, and specialized applications in revenue, treasury, utilities billing, et al. 

Specific responsibilities include:

1. Direct and lead multiple teams by establishing division goals and performance standards, conducting regular evaluations of the staff members' performance, and coaching staff members on performance and career development consistent with the departmental mission and expectations. 
2. Proactively monitor technology solutions and plan for system roadmaps that will benefit the City's ability to provide services in the most efficient and cost-effective manner.
3. Manage and develop the skills and competency of the Information Technology Department staff based on current needs as well as emerging technologies or business strategies needed to support all work initiatives.
4. In partnership with City departments, provide executive leadership through strategic goals, objectives, and high-level requirements executed with departments. 
5. Direct the allocation of resources to achieve timely outcomes and measurable goals within budget; recommend IT spending and participate in collaborative resource planning processes to ensure high-quality services at the lowest cost to the organization.
