The Engineering Division & The Position
The Engineering Division is one of four divisions in the Community Development Department, which also includes the divisions of Building, Housing & Human Services, and Planning. The Engineering Division employs 28.5 staff consisting of licensed civil engineers, engineering technicians and specialists, construction inspectors, and administrative personnel.
The Engineering Division facilitates land development; plans, designs, and constructs public infrastructure; oversees safe us of public rights of way; ensures compliance with regulatory requirements, including flood control, clean water, public contract codes, engineering practices and standards, and environmental regulations; proactively coordinates efforts with regional agencies to program and fund major inter-jurisdictional infrastructure (such as flood control and transportation facilities); and oversees local traffic operations.
There are two Assistant City Engineer positions with responsibility for specific sections in the division, such as transportation/traffic, construction administration and inspection, capital improvement program development and project design, and current development engineering. The City Engineer may rotate the two Assistant positions, as needed. The Assistant City Engineer assists in the formulation of policy, development of goals and objectives, supervises assigned staff, administers the section’s operating budget, and develops and implements the capital improvement budget. Key responsibilities include, but are not limited to:
- Capital Improvement Program management;
- Design Team oversight, including consultant contracting, property acquisition, environmental permitting, and hands-on design;
- Utility Master Planning and Technical Studies for storm, sewer, wastewater treatment, and water; and
- Construction Management Program oversight.
The ideal candidate is committed to public service and will be knowledgeable in applicable engineering and best practices. She/he will have experience working in a fast-paced environment which requires attention to detail, accuracy, and the ability to prioritize multiple assignments. The ideal candidate will possess the following characteristics:
- Experience in the areas described in “The Position”.
- Produce high quality work in a fast paced environment on time and within budget.
- Exercise appropriate independent judgment especially with respect to technical problem solving, resource allocations, project prioritization, and project delivery methods.
- Establish and maintain effective working relationships.
Any combination of education and experience that provides the best qualified candidates. The ideal candidate will have at least five years of progressively responsible professional, registered civil engineering work which includes at least one year of experience in supervising a major section of engineering staff engaged in a variety of public works and private development projects including design, construction inspection, transportation, and land development and review; and a Bachelor’s Degree in civil engineering from an accredited college/university. A Master’s degree in an applicable field is desirable. Requires a valid and active State of California Professional Civil Engineer registration. State of California Land Surveyor registration is desirable, if civil engineering license does not cover land surveying. May require a California Drivers’ License and satisfactory driving record.
