The Organization:
The Northern California Power Agency (NCPA), a California Joint Action Agency, was established in 1968 by a consortium of locally owned electric utilities to make joint investments in energy resources that would ensure an affordable, reliable, and clean supply of electricity for customers in its member communities. NCPA members include municipalities, a rural electric cooperative, and other publicly owned entities for which the not-for-profit agency provides such services as the development, generation, purchase, aggregation, scheduling, and management of electrical energy.   Over the past five decades, NCPA has constructed, operates and maintains a fleet of power plants that is among the cleanest in the nation, and that provides reliable and affordable electricity serving a population of over 700,000 in communities throughout Northern California.   NCPA operates four divisions:  Generation Services, Legislative and Regulatory Affairs, Power Management, and Administrative Services, including in-house General Counsel. NCPA’s annual budget is over $400 million and the Agency employs 180 employees, interns and part-time staff at four different locations throughout Northern California.  This position reports to our headquarters office located in Roseville, CA.

The Position: 
The Human Resources Manager directs and organizes the Agency’s Human Resources Team, which provides a full range of services to include:  recruitment and selection, classification and compensation, employee and labor relations, benefits, training, safety, workers’ compensation, policies and procedures, and other employee services. It also offers expert professional assistance to Agency Executives, departmental management, and member support. This is an At-Will position reporting to the Assistant General Manager of Administrative Services.

Examples of Job Duties: 

  • Responsible for developing, implementing, and coordinating the recruitment and selection process for all Agency job openings.
  •  Conducts classification and compensation studies, determines exemption status, pay levels/grades, analyzes salary reports and data to develop and maintain a competitive compensation plan.
  •  Develops and coordinates the Agency's annual performance appraisals.
  •  Develops, updates, and implements Agency personnel policies and procedures and provides counsel to management and staff to ensure consistent application. Consults with legal counsel as needed to ensure compliance with federal and state laws/regulations.
  •  Responsible for overseeing the Agency's benefit plans to ensure that the plans are competitive, cost-effective, within budget, and administered as required by contract or law. 
  •  Represents management's position in negotiating and managing collective bargaining agreements with all unions. 
  •  Ensures that records are maintained in a confidential manner. Works with payroll to ensure seamless recordkeeping and compliance with laws and MOUs.   
  • Provides staff reports or information to the Commissioners, Utility Directors, management, or Agency staff. 
  • Coordinates the Safety Program for staff including training; manages the Agency-wide Worker’s Compensation Program.
  •  Prepares and manages the budget for the Human Resources Department. 
  • Coordinates healthy workforce program. 
  • Travel to remote facilities is required.

It is imperative candidates have proven success with regard to making quality decisions, collaborating and building consensus, developing and leading a capable, effective human resources team, leading in a high performing organization, and ensuring consistent application of policies and procedures to ensure a fair and equitable work environment; while promoting a diverse organization.  Exceptional interpersonal and organizational skills with the ability to communicate clearly and concisely, both orally and in writing at all levels of the organization, astute interpersonal and political savvy along with being an honest, trustworthy team player will be key to success. Successful candidates will possess a strong background in public sector organizational development, succession planning and labor relations. Experience with public sector collective bargaining is essential.  

Minimum Requirements:

At minimum a Bachelor’s degree from an accredited college or university preferably with major course work in human resources, public administration, organizational development, business administration, or a closely related field.  Have eight (8) years of increasingly responsible experience in human resources including at least four or more years experience needed in managing the full human resources function in a multi-location environment interacting with a senior management team.  Prior public sector or energy industry, CalPERS, and labor negotiations experience is preferred.  Possession of a valid California Driver’s License by date of appointment is required.

Starting salary range for the Human Resources Manager position is $141,315 to $176,654 annually.  NCPA offers competitive pay and a generous benefits package including:
