The City of San Bruno is seeking a visionary leader to serve as the City’s Economic Development Manager.
As the City continues to grow and develop within the burgeoning San Francisco Bay Area, now is an exciting time to join the City of San Bruno. The Economic Development Manager promotes Economic Development program activities and provides expertise concerning the work and goals of the City in building a strong local and resilient economy. The role serves as the City’s connection for both current and prospective businesses to drive economic growth. This is an exempt “at-will” position reporting to the City Manager that must exercise competent discretion and judgment in the performance of duties and interactions with others. The position will also work closely with the Community & Economic Development Director and the Public Works Director.
Key current projects that the Economic Development Manager will be responsible for include:
- Developing an Economic Development Strategic Plan for the City of San Bruno that includes recruitment and expansion goals by specific business sector as well as retention of small, medium and large businesses.
- Work with regional agencies as well as policy makers at the local, state and federal levels to develop programs and fund infrastructure projects that support the economic vitality of the City.
- Develop and promote the City of San Bruno as a cohesive and vibrant hub for clean technology innovation, transit-oriented development and commercialization.
- Support the City’s General Plan and Zoning Code updates, Short-Term Rental program administration, administration of the City’s Affordable Housing Fund Program and preparation of the upcoming Housing Element.
- Focus commercial development on providing specialty retail, restaurants, entertainment and neighborhood services.
- Collaborate with local agencies, chambers of commerce, utilities, universities, workforce development and regulatory organizations to grow businesses, attract capital and create quality jobs through a professional, globally competitive, Economic Development delivery system.
- Achieve a common vision to address the jobs/housing imbalance through communication and cooperation among business, local and state government, environmental and community leaders.
Some examples of the essential duties and responsibilities include:
- Recommend and assist in the implementation of goals and objectives; strategic direction, economic expertise, program implementation for a strong and resilient local economy, and promote land use planning that encourages highest and best use; implement policies and procedures that enhance economic vitality.
- Develop and implement broad-based economic development activities such as marketing, business expansion, attraction, and retention, and providing public information in support of the City’s economic development guiding principles and strategic goals.
- Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
- Serve as problem solver, deal closer, advisor and/or negotiator on development projects and confer with City officials, applicants, and community groups on proposed projects. Anticipate and solve for deal complications; remove transaction roadblocks to prevent delays and improve efficiency.
- Maintain existing inventory of public and private available buildings and business and residential development sites within the community.
- Manage short and long-term development plans, develop reports and recommendations to achieve goals; prepare and maintain information on utilities, taxes, zoning, transportation, community services, financing tools, and incentives, in order to respond to requests for information for economic development purposes, and coordination with other departments and agencies as needed.
- Provide professional economic development advice, assist in the application and permitting process, and serve as an advocate for economic development in line with zoning ordinances, and goals as established by the City.
- Promote existing business parks and commercial centers, promoting the sale of lots, and the orderly development of projects within. Work closely with the Chamber of Commerce to identify areas of concern in the promotion of business location and expansion within the City.
- Serve as a liaison with various local, State, and Federal agencies, coordinating projects with agencies as deemed necessary and appropriate, i.e. US EDA, HUD, San Mateo County, the Workforce Investment Board, and the Governor’s Office of Business and Economic Development (GoBIZ).
- Develop, implement, maintain and publicize a variety of comprehensive business plans, strategic plans, and technical reports, often with public and private sector, local and regional partners, that leverages existing assets and regional competitive advantages to build a strong and resilient local economy.
In addition to graduation from an accredited college or university with a bachelor’s degree in urban planning, economics, public financing, or closely related field and four years of progressively responsible professional experience performing program management and/or project coordination duties in economic development, redevelopment, planning, and/or community development and two (2) years of supervisory experience, the ideal candidate will possess:
- Strong, hands-on technical skills in Economic Development program administration.
- An entrepreneurial spirit who can look beyond business as usual and push the envelope with foresight and innovation; utilization of key market drivers to create and seize business opportunities, expand into new markets and launch innovation.
- A talent for clearly and succinctly conveying information and ideas to individuals and groups; communicating in a focused and compelling way that captures and holds others’ attention.
- The ability to effectively present analytical and data driven presentations to engage various business associations, community groups, industry consortiums, city council, and others.
- Initiative to partner inside and outside the organization to share information, ideas, and expertise to advance understanding of business issues and achieve business goals.
- Credibility and confidence to reassure others and garner respect; convey an image that is consistent with the City’s vision and values and ability to establish and sustain trusting relationships and collaborate with senior staff to resolve issues, prevent conflict and resolve inter-departmental challenges and roadblocks.
- A track record of translating strategic priorities into operational reality; aligning communication, accountabilities, resource capabilities, internal processes, and ongoing measurement systems to ensure that strategic priorities yield measurable and sustainable results.
- The ability to secure, compare and analyze information from multiple sources to identify business issues and develop creative problem-solving solutions; commit to action after weighing alternative solutions against important decision criteria.
- A commitment to ensuring that the needs of the internal and external customer are met through placing a high priority on their perspective when making decisions and taking action; implementing service practices that balance customer and organizational needs.
