The City of San José Finance Department currently has one vacant Analyst I/II position in the Treasury & Banking division.  The following is a description for the Analyst I/II position:


This full-time position is dedicated to financing future debt, assisting in long-term capital planning, and monitoring the current outstanding debt portfolio of the City, including General Obligation, Lease Revenue, Airport, Commercial Paper, Direct Placements, Multifamily Housing and Tax Allocation Bonds, including debt for other citywide projects. 


Duties include:

  • Monitor contracts and draft when contract is expiring for municipal advisors and other debt consultant services
  • Assist in the research of initial preparation of Council memos/reports

  • Assist in review of bond documents and follow-up

  • A back-up person for Debt Administrator and Financial Analysts for meetings and conference calls

  • Assist in arbitrage and rebate compliance monitoring for obligations in the City’s debt portfolio 

  • Assist in continuing disclosure and annual reporting

  • Assist in the City’s annual insurance renewal for assets as collateral for lease revenue and commercial paper obligations

  • Assist in the development, distribution, and review of Request for Proposals

  • Process invoices related to the City’s debt portfolio

  • Assist with bonds disbursement request

  • Assist in other monthly/quarterly miscellaneous debt related items

  • Give support to the Debt Management program as necessary on all City debt-related issues

Analyst I  Salary Range: $69,139.20 - $84,073.60

Analyst II Salary Range: $75,462.40 - $91,707.20

In addition to the salary above, you will receive a 5% ongoing non-pensionable general wage increase.

Minimum Qualifications:


Any combination of training and experience equivalent to:

Education: A Baccalaureate Degree from an accredited college or university in Business or Public Administration or closely related field.

Experience: Analyst I: None; Analyst II: Two years of increasingly responsible professional staff analytic or administrative experience at the level of Analyst I with the City of San Jose.

Acceptable Substitution/s: Experience as a Staff Technician with the City of San Jose may be substituted for the education requirement on a year for year basis.

Experience in preparing written reports and presentations; performing financial analyses; and participating in a team environment.




Knowledge of financial management including government financing and budgeting; basic statistical methods; general economic principles; city government functions; general research techniques and their application; and basic concepts and use of relational database applications and query techniques.




Ability to clearly express ideas orally and in written form; plan, organize and track multiple projects with overlapping schedules; collect, compile, analyze and interpret data; establish and maintain excellent working relationships; prepare clear and comprehensive written reports; use automated data processing applications such as spreadsheet and word processing software to compile and analyze data and present information; and work in an environment with changing priorities.

1. Do you have a Baccalaureate Degree from an accredited college or university? If so, list the college or university, type of degree, and field of study. 2. This position may be filled at either the Analyst I or Analyst II level. The Analyst II level requires a minimum of two (2) years of increasingly responsible professional staff analytic or administrative experience at the level of Analyst I with the City of San Jose. 3. Are you familiar with the following programs:  Excel, Word, PowerPoint, Access, PeopleSoft, FMS (accounting suite software) and Mun-ease (bond software)?  If so, indicate your level of proficiency with each software program and provide a specific example of how you used each program during the course of your work.
