The salary range for Associate Engineer is $96,470.40 - $122,137.60. The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Associate Engineer classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

 

 

 

About the Division

 

The Capital Improvement Program (CIP) division of ESD is looking to fill an Associate Engineer – Capital Project Delivery position and an Associate Engineer – Program Management position.

The CIP division is responsible for planning and implementing capital long term capital improvement projects at the Regional Wastewater Facility (RWF). The RWF is an advanced wastewater treatment plan that serves approximately 1.4 million residents over a 300 square mile service area. The ESD CIP division is currently comprised of 53 full-time positions that perform program administration, budget planning, project delivery, and process engineering services. The division is also supported by a co-located team of consultant staff and staff from the Department of Public Works who provide program management and construction management services, respectively. This integrated team is responsible for delivering a 10-year capital improvement program estimated at $1.4 billion. The RWF CIP is an exciting opportunity that stands among one of the largest construction programs in the South Bay.

Duties and Responsibilities

 

The Capital Project Delivery Associate Engineer position:

 

At the RWF, this position prepares and/or reviews designs, improvement plans, condition assessments, feasibility studies, construction estimates, specifications, and contract documents for capital improvement projects that are prepared by subordinates and/or consultants engaged by the City.

 

Typical duties include but are not limited to:

 

-Managing capital improvement projects, i.e., overseeing, controlling, and guiding projects.

 

-Negotiating, preparing, and managing consultant agreements and/or construction contracts.

 

-Supervising staff including prioritizing work; conducting performance evaluations; training staff; and recommending hiring, termination, and disciplinary actions.

 

-Overseeing the preparation and/or review of designs and contract documents for construction projects or other engineering related projects.

 

-Evaluating, preparing, and/or coordinating responses for bid documents and construction documents in a timely matter.

 

-Interpreting plans and specifications, resolving field problems, giving final inspection, and following through with acceptance of project.

 

-Consulting with construction inspectors and attending field meetings regarding problems in the field during the construction of a public improvement project.

 

The Program Management Associate Engineer position:

 

This position is assigned to support the RWF-CIP Program Management team and will be responsible for budget development, capital funds management, expenditure tracking and monitoring, schedule tracking, contract management, program performance auditing and reporting, document management, and Council memoranda activities. This position will report to a Senior Engineer and will work closely with the Program Management Consultant (PMC).

 

Typical duties may include but not limited to: 

 

-Assisting the Senior Engineer in the preparation of Capital Improvement Program and Annual Operation and Maintenance budgets.

 

-Supervising staff including prioritizing work; conducting performance evaluations; training staff; and recommending hiring, termination, and disciplinary actions.

 

-Evaluating and regulating the performance of capital improvement projects through expenditure tracking and monitoring; scheduling tracking; contract management; and program performance auditing and reporting.

 

-Preparing correspondence and writing reports related to capital improvement project progress; may present to various groups.

 

-Preparing and reviewing bid and procurement documents; soliciting bids/proposals, administering the contract, and coordinating MBE/WBE requirements and environmental clearance with Office of Equality Assurance and Contract Compliance and Planning Department.

 

-Analyzing, developing, and implementing procedures for program management including program control systems and construction/document management systems.

Capital Project Delivery Associate Engineer position:

 

  • Knowledge and experience planning, developing, and managing capital improvement projects with emphasis on design of technical components, management of professional teams, and reporting project performance.

  • Experience in preparing contract documents, bidding and/or construction of capital improvement projects; knowledge of principles of design for water/wastewater systems.
  •                
  • Knowledge of wastewater treatment methods, processes and equipment, engineering, and hydraulic principals.
  •                
  • Experience working with multiple stakeholders during design of capital improvement projects, including operations and maintenance staff, consultant staff, City planning and building code enforcement officials, etc.
  •                
  • Experience with construction/document management systems.
  •                
  • Experience with SharePoint, or other cloud-based collaboration systems.
  •                
  • Possession of a Program Management Professional (PMP) certification is highly desirable.

Program Management Associate Engineer position

 

  • Knowledge of capital program delivery and alignment of the capital program with City Council priorities, policies, and budget principles.
  •                
  • Knowledge of state and local rules and technical requirements governing the procurement of consultant services, material purchase orders and contracts, and construction contracts.
  •                
  • Knowledge of standard control systems, tools, and procedures used in the design and construction industry for schedule and cost controls.
  •                
  • Knowledge of the development and analysis of capital project schedules and cost estimates.
  •                
  • Experience with the City of San José’s Financial Management System (FMS), or other financial management systems.
  •                
  • Experience with the City of San José’s Capital Project Management System (CPMS), or other capital project management systems.
  •                
  • Experience with construction/document management systems.
  •                
  • Experience with SharePoint, or other cloud-based collaboration systems.
  •                
  • Possession of a Program Management Professional (PMP) certification is highly desirable.

Ideal Candidate

Education:  Bachelor's degree from an accredited college or university in the required professional engineering discipline (e.g., Civil Engineering, Mechanical Engineering, Environmental Engineering, Chemical Engineering, Electrical Engineering, Industrial Engineering) or possession of an Engineer-in-Training (EIT) certificate.

 

Experience: Three (3) years of increasingly responsible professional engineering experience.

 

Acceptable Substitutions: A Master's degree from an accredited college or university in the required professional engineering discipline may be substituted for one year of professional engineering experience.

 

Licenses or Certificates: Possession of a valid driver's license in the State of California required.

 

Desirable Licensing or Certifications:

 

  • Possession of a Certificate of Registration as a Civil Engineer issued by the California State Board for Professional Engineers (PE)
