DESCRIPTION/RESPONSIBILITIES:
Position and Duties:

The City Council has a Digital Inclusion and Broadband Strategy that seeks to accelerate the deployment of wired and wireless broadband for all people while making it more inclusive for the digitally underserved (closing the digital divide).  Executing this strategy requires accelerating Broadband permitting with the telecom providers for small cell, macro cell, and fiber optic infrastructure, working collaboratively with the community on the aesthetics and other community concerns associated with broadband deployment, and managing the day-to-day permitting workflow for the City’s Small Cell and Macro Cell Teams that execute the Permitting and Inspection processes for the City.

The Broadband Permitting Project Manager (Senior Executive Analyst) works as a member of the Civic Innovation Team reporting to the Broadband Manager (Assistant to the City Manager) responsible for Broadband and Digital Inclusion.

The Broadband Permitting Project Manager directly influences over $1B in private sector investment into the City. This private sector investment creates jobs, increases regional GDP, delivers Smart City capability, and delivers economic opportunities for the digitally under-served.

The Broadband Permitting Project Manager role requires a broad set of skills including project management, stakeholder coordination, strategic thinking, contract management, public policy, team leadership, and public collaboration. They will ensure City’s departments fulfill permitting in partnership with telecom providers demand by permitting communications facilities including cell towers, small cells, macro cells, and underground fiber optics, and conduit runs.  This role requires collaboration with various city departments including, but not limited to, other offices within the City Manager’s Office; the Emergency Operations Center; Planning, Building, and Code Enforcement; Fire; Library; Public Works; and the Office of Economic Development. Collaboration with public interest groups, community organizations, and other stakeholders will also be required.

The Broadband Permitting Project Manager responsibilities include the following:
• Execute and coordinate broadband permitting service levels across multiple departments with a balance of meeting industry needs and ensuring safe, well designed, and consistent review process.
• Coordinate with City departments involved with broadband deployment.
• Coordinate with the City’s Emergency Operations Center on telecommunications.
• Support Digital Inclusion efforts and oversight of the City’s Digital Inclusion Partnership.
• Collaborate with external stakeholders on community concerns with broadband deployments including individual residents and supporting community outreach.
• Measure weekly permitting performance and compliance with carrier agreement terms to drive improvements and provide clear communication.
• Report progress to senior City staff and telecom staff.

Additional Information:
The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Senior Executive Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

REQUIRED SKILLS:
Minimum Qualifications:

• Education: Completion of a Bachelor's Degree from an accredited college or university in engineering, business administration or related field. A Master's Degree in public administration, business administration or related field is preferred, and can be substituted for a portion of the required experience.
• Experience: At least four (4) years of professional level analytic and/or administrative experience.
