Description

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Senior Executive Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.  The salary range for the Senior Executive Analyst classification is $94,224.88  – 143,942.32.00 and with the 5% non-pensionable pay, the salary range is $98,936.13 - $151,139.44.

The Senior Executive Analyst (SEA) is a manager level classification and plays a critical role in developing Analysts and guiding them with their assignments.  The SEA position is distinguished from a Budget Analyst position primarily by the scope and complexity of their assignments, the supervisory role they play, and the ability to independently perform their work. The incumbent will be responsible for operating and/or capital budgetary analysis assignments for a City Service Area (CSA) and several City departments, including assisting their assigned CSA/departments in developing and monitoring their operating/capital budgets; analysis of revenues and expenditures; coordination and presentation of budget information to the City Manager; preparation of the City's annual Operating and/or Capital Budgets; review of budget-related departmental requests; collaboration with departments to resolve budgetary issues; review of City Council memoranda for budget implications and appropriate budget language, conducting research on budget and policy-related matters; and special projects as assigned. During critical times of the year, you will be expected to work overtime, both weeknights and weekends, for the preparation and release of several key budget documents.

This recruitment is intended to fill one permanent Senior Executive Analyst position.

Important Information:

Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that an employee is not only "fully vaccinated," but has also obtained any booster doses of a COVID-19 vaccination for which they are eligible, within 15 days of first becoming eligible.

Please be aware that as a result of the COVID-19 pandemic the City currently has a hybrid work environment. Once implemented this position will be required to be onsite at least two days per week.  In the initial period of employment, onsite expectations may be higher as the selected candidate becomes more familiar with the Department and City.  This position will also be assigned a laptop by the City with all software and software access required to perform the assigned duties remotely.  This position will be required to have/provide their own internet connectivity and other requirements as specified in the City’s Remote Access Policy 1.7.3 to be able to fully perform their responsibilities remotely.

Minimum Qualifications

1.   Education:  A Baccalaureate Degree from an accredited college or university in Business or Public Administration, or closely related field.

2.   Experience:  Four years of professional level analytic and/or administrative experience.

3.   Employment Eligibility:  Federal law requires all employees to provide verification of their eligibility to work in this country. Please be informed that the City of San Jose will NOT sponsor, represent, or sign any documents related to visa applications/transfers for H1-B or any other type of visa which requires an employer application.

**Acceptable Substitutions: A Master's Degree in public administration, business administration or related field is preferred, and can be substituted for a portion of the required experience.

Selection Process
