The District Business Services Department

The District Business Services Department has a highly skilled staff of 14 employees who monitor and review accounting, budgeting, and payroll functions for school districts within San Mateo County.  The department’s mission is to provide fiscal support and audit services that maximize client revenues, and ensure accuracy and consistency of payroll and financial recordkeeping and reporting in accordance with California school accounting and business practices law.

Position Overview

Working under the direction of the Deputy Superintendent, Fiscal and Operational Services, the Administrator, District Business Services, will lead a team of professional and technical accounting and payroll audit staff who work directly with school district business department staff to ensure that school districts remain fiscally solvent and comply with California school accounting, budgeting, and reporting requirements.  The position is responsible for establishing directional focus for the district fiscal support and payroll audit unit employees who advise school district business services staff, audit school district financial and payroll records, and ensure that timely and accurate financial data is submitted to appropriate governmental organizations.

Major Duties

  • Provide fiscal oversight/assure fiscal compliance of San Mateo County school districts.
  • Coordinate distribution of financial, payroll, and fiscal information to school districts.
  • Complete AB 1200 reviews and audits of K-12 school districts.
  • Provide technical expertise to school districts and internal departments in areas of K-12 school finance.
  • Coordinate/conduct training sessions related to school district finances and state compliance reporting.
  • Calculate/compile property tax distribution for school districts and charter schools.
  • Coordinate and direct resolution of PERS/STRS retirement reporting and reconciliation of quarterly/annual payroll tax reporting between school districts and various governmental agencies.
  • Participate in the Local Control Accountability Plan (LCAP) team for San Mateo County Office of Education; review and approve district LCAP in accordance to current education code requirements; and provide general district LCAP oversight.
  • Supervise and evaluate the performance of the Director, District Business Services, and Coordinators for the HR/Payroll and Accounting/Finance Systems.

Competencies

  • Strong background and broad understanding of K-12 school finance including budgeting, school revenue apportionment, taxes, and AB 1200 monitoring functions and responsibilities.
  • High-level management experience with demonstrated ability to set clear goals and expectations, delegate, motivate employees, and set an example for strong customer service.
  • Be a strong leader, self-confident, and capable of applying knowledge and expertise in school finance to help school clients solve a range of problems.
  • Possess excellent oral and written communication skills and be comfortable giving presentations to school business officials.

Qualifications

The successful candidate will have:

  • A master’s degree in business administration, public administration or a closely related field. 
  • Five (5) years of business services or school business accounting experience including two years in a supervisor capacity.

Compensation

The salary for this position starts at $125,436. The SMCOE also provides an attractive fringe benefit package including Pre-Tax Flexible Spending Account programs.

Ideal Candidate

The successful candidate will have:

  • A master’s degree in business administration, public administration or a closely related field. 
  • Five (5) years of business services or school business accounting experience including two years in a supervisor capacity.

Benefits

Total Compensation Package: Placement on salary schedule. If a medical plan is selected, the employee will receive a contribution of $975.00/month toward the selected medical plan (through CalPERS), Delta Dental, and Life Insurance. The employee pays the balance of their health premiums from their gross earnings on a pre-tax basis. If a medical plan is not selected, employees will receive a contribution of $275.00/month toward single coverage for Delta Dental, and Life Insurance. A vision plan (VSP) is also available. Employees pay the worker contribution to the Public Employees Retirement System (PERS).
