Benefits:  Total Compensation Package:  Placement on salary schedule.  If a medical plan is selected, the employee will receive a contribution of $1,075.00/month toward the selected medical plan (through CalPERS), Delta Dental, and Life Insurance.  The employee pays the balance of their health premiums from their gross earnings on a pre-tax basis.  If a medical plan is not selected, employees will receive a contribution of $300.00/month toward single coverage for Delta Dental, and Life Insurance.  A vision plan (VSP) is also available.  Employees pay the worker contribution to the Public Employees Retirement System (PERS).

Job Summary:  Under the direction of the Administrator, Internal Business Services, provide lead direction to the financial analysts and accounting assistants, and assist the Manager, Fiscal Services in ensuring the production and completion of specific fiscal deliverables.

 

Essential Job Functions:              

  • Coordinate and oversee the preparation, maintenance, and auditing of a variety of financial and statistical records, statements, and reports; review and analyze financial statements, records, and reports to assure accuracy, completeness, and compliance with established guidelines, procedures, and Generally Accepted Accounting Principles; modify records, reports, and statements
  • Coordinate and participate in the calculation, posting, auditing, and adjustment of journal entries; monitor, evaluate, and reconcile accounts and funds; assure accurate accounting of funds including income and expenditures; audit accounts for errors and make appropriate adjustments; reconcile various fiscal statements to assure accurate fund accounting; prepare and review journal transfers
  • Oversee and participate in the input of a variety of financial and statistical data into an assigned computer system; establish and maintain automated records and files; generate a variety of computerized reports; assure accuracy of input and output data
  • Prepare and maintain a variety of narrative, financial, and statistical records, reports, and files related to accounts, funds, reconciliations, and other assigned duties; assure mandated reports are submitted to appropriate personnel according to established time lines
  • Serve as a technical resource and liaison to personnel, outside agencies and others concerning assigned accounting functions; respond to inquiries and provide technical information concerning related accounts, funds, transactions, records, standards, laws, regulations, policies, and procedures
  • Coordinate communications between personnel, governmental agencies, outside organizations, and the public to assure smooth and efficient fiscal services; assure proper and timely resolution of issues, errors, and discrepancies related to assigned accounting functions

 

Qualifications:  Any combination of education and experience providing the job knowledge, skills, and ability for successful job performance will be considered for positions in this classification.  Typical qualifications would be equivalent to:

     EDUCATION:  Bachelor’s degree in Accounting, Finance, or related field from an accredited college or university

     EXPERIENCE:  Four (4) years of increasingly responsible experience in payroll, budget, accounts payable, and accounts receivable

 

Specialized Skills and Knowledge:     

  • Knowledge of preparation of financial statements and comprehensive accounting reports
  • Ability to perform a variety of professional accounting duties in support of budgets, funds & accounts
  • Ability to calculate, post, audit and adjust journal entries including income and expenditures
  • Ability to reconcile various fiscal documents and transactions to assure accurate fund accounting
  • Knowledge of preparation, review and control of assigned accounts
  • Ability to review, audit, analyze, reconcile and adjust designated budgets, funds and accounts

Examination Process:  The examination process for this classification will consist of:

  1. A scored rating by a screening panel of application materials, including supplemental questionnaire, for education, training, experience, completeness, and accuracy
  2. An oral board examination (anticipated date- January 21, 2020)

 

Only the highest qualified candidates will be invited to attend the examinations.

 

Applicants will be notified of screening and examination results by e-mail or letter.

 

NOTE:    Internal (Promotional) candidates must score 80% or higher on each examination in order to be placed on the Promotional List.
