The COSCA Administrator will play a pivotal role in promoting public outreach and partnerships to increase awareness and appreciation of open space.  The COSCA Administrator will be a key participant in promoting the protection, conservation, and restoration of open space for the benefit of the environment and the public for the enjoyment of both current and future generations. 

The administrator will develop and provide recommendations to senior management and the COSCA Board of Directors for proposed uses and activities in public open spaces which reflect community values and sound resource management; develop and implement operational activities in support of the COSCA Strategic Plan; develop proposals for site acquisition; provide recommendations for utilization and deployment of staff and volunteer programs; and promote City, CRPD and COSCA practices which are innovative, efficient and financially and environmentally sustainable.  The COSCA Administrator will plan and coordinate construction of new trails and coordinate planning for open space improvements; coordinate natural resource management efforts including post-wildfire remediation; prepare open space management plans; and assist with the facilitation of exotic species removal and sensitive species protection.

Communicating with stakeholders and users of open space utilizing various forums including an effective social media presence will be a key responsibility of the COSCA Administrator.

Ideal Candidate

We are seeking an individual with strong leadership, managerial, and communication skills to include social media and effective community engagement and outreach strategies.  The ideal candidate will also possess specialized knowledge and experience in open space planning and management, natural resource management, ecology, landscape architecture, trail planning, and recreation planning.  The selected candidate will be the face of COSCA and should have exceptional interpersonal and communication skills with a commitment to public service, be politically astute and an excellent inter-agency ambassador.  The COSCA Administrator will represent the City in a stewardship role exercising discretion and tact communicating with internal and external stakeholders while promoting sustainable and responsible open space practices.

The COSCA Administrator is expected to be both tactical and strategic, have a big-picture perspective and should possess the following attributes of senior level management:

The qualified candidate will typically possess a Bachelor’s degree from an accredited college or university with major course work in environmental planning, resource management, public administration or a related area and approximately six years of increasingly responsible environmental planning experience, including one year of administrative and/or lead supervisory responsibility.  Experience working in a Joint Powers Authority environment is highly desirable.  A valid Class C California driver’s license is required.
