Under the general supervision of the Youth & Family Services Clinical Supervisor, the Intervention Counselor provides crisis intervention and individual and family counseling; identifies appropriate referral services to youth, families and individuals; participates in department and community meetings as necessary.
Duties may include but are not limited to the following:
Provide individual, family and group counseling to children, adolescents, and adults using a variety of therapeutic and counseling techniques.
Provide crisis intervention services around a variety of issues including: incorrigible youth/status offenders, child/adult abuse, domestic violence, trauma, individuals experiencing mental health issues, and families in conflict; may conduct visits at homes, schools, and juvenile detention centers.
Conduct assessments to identify appropriate resources, provide referral services and connect clients with additional services as needed; May receive, process and track all incoming case management, outreach, and counseling referrals as needed.
Develop and maintain relationships with other social welfare agencies and organizations.
Prepare and give presentations to youth, parents and community members.
Conduct outreach to promote programs and services.
Generate and maintain appropriate records, client files, and accurate statistical/monthly reports.
Participate in department and community meetings as necessary.
May provide clinical supervision, training and assistance to other staff, interns or volunteers.
Develop and implement new processes and procedures as needed.
Attend meetings, trainings and workshops.
EDUCATION AND EXPERIENCE:
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Master’s degree in Counseling, Clinical Psychology, Clinical Social Work, Psychology, Human Development or a closely related field and one (1) year of experience providing crisis counseling, counseling/psychotherapy to individuals, families and youth.
LICENSES AND CERTIFICATES:
Possession of a valid California Class C Driver’s License with a satisfactory driving record.
Possession of a current Marriage Family Therapist (MFT), Pupil Personnel Services Credential (PPS) or Clinical Social Worker (LCSW) State Board of Behavioral Science License within one year of employment.
- Must successfully complete a background check which includes fingerprinting, TB test, and verification of education and experience.
- Must have reliable transportation and willing to travel locally.
- Experience working in a multicultural capacity and providing therapy to "high risk" youth and families is highly desirable.

- Evening and weekend work may be required, and incumbents may be on 24-hour call for emergency call outs.
The theory and principle of human development, particularly child development;
The social aspects of mental and emotional adjustment, including normal and abnormal behavior;
Principles, methods and trends of social casework;
Principles and techniques of crisis intervention and family therapy, which includes interviewing techniques and treatment modalities;
Child abuse trends and treatment; and
Community resources in the mental health and human services area.
- Perform crisis intervention dealing with problems of a psychiatric or crisis nature;
Establish effective and productive relationships with clients;
Establish cooperative working relationships with law enforcement, school personnel, and other social service providers across a variety of settings;
Work independently to make sound decisions and remain focused under potentially stressful conditions;
Produce various reports including statistical reports and maintains records as necessary; and
Work varied hours and responds to call-outs.
Retirement: CalPERS enrollment in either 2% @ 60 (Classic Employees) or the new 2% @ 62 (New Employee) formula is dependent on the individual’s eligibility, as per AB 340. The City does not participate in Social Security therefore there are no Social Security tax deductions (except 1.45% Medicare).
Life Insurance: Premium is paid by the City. Life insurance and AD&D is equal to $100,000 each. Long-term and short-term disability insurance premium is shared by the City and employee. Additional voluntary supplemental life insurance is available.
Medical/Dental: The City provides up to $2,000/month to purchase medical, dental and vision benefits.
Leaves: 8 hours of sick leave/month with no limit on accumulation; 10 days of vacation per year for the first three years of service; 11 paid holidays per year plus 3 floating holidays.
Other: Educational Reimbursement for approved coursework; 9/80 work schedule, with alternate Fridays off. Deferred Compensation Plan available.
