Description

The West Sacramento Fire Department (WSFD) will be hiring for the position of Fire Recruit/Firefighter in March of 2018. WSFD intends to utilize the Firefighter Candidate Testing Center (FCTC) statewide list to fill our vacant Fire Recruit/Firefighter positions. Candidates that are on the FCTC list that meet the eligibility requirements outlined below will be contacted by Human Resources & The WSFD. The WSFD will pull the FCTC list on March 2, 2018.

The City of West Sacramento will not be accepting applications for the position of Fire Recruit/Firefighter, as this is only an advertisement. The City of West Sacramento will be utilizing the FCTC hiring list for future vacancies.

Eligibility Requirements For A Position As A Fire Recruit/Firefighter For The WSFD
      • Be on the FCTC statewide list
      • Have a written score of atleast 94% or higher within the last 12 months (After March 2, 2017)
      • Have a verified passing CPAT within the last 12 months (After March 2, 2017)
      • Verified and current EMT Certificate
      • Valid and current California Driver’s License

Salary and Benefit Schedule

Monthly Salary: $4,153 (as of 03/05/2016)
Medical Insurance: The Fire Recruit is not eligible for the city’s Cafeteria Plan for health benefits until appointment to a probationary Firefighter. Medical insurance will be paid by the city up to the employee only amount and is not to exceed the employee only cafeteria plan amount afforded to members of the Firefighter’s Association. Select from CalPERS plans.
Dental and Vision Insurance: The city will pay the full premium.
PERS Retirement: Depending upon employment status with CalPERS, CalPERS 2% @ 62 or 2% @ 60plan, Miscellaneous Group. Coverage will be converted to PERS 2.7% @ 57 or 3% @ 55 plan, Local Safety Group upon appointment to Probationary Firefighter.
Uniform Costs: The city will purchase any Fire Academy required uniforms.
Vacation & Sick Leave Accrual: No vacation or sick leave accrual during attendance at the Fire Academy.
Holidays: If the Fire Academy is closed for a designated holiday, the Fire Recruit will receive pay for that day.
West Sacramento Firefighter’s Association: The classification of Fire Recruit is not represented by the Firefighter’s Association until such time as the individual is appointed to probationary status as a Firefighter.

Term of Contract: 07/01/2015 – 03/31/2017

Monthly Salary: $5,933 - $6,944
Annual Salary: $71,196 - $83,328

Agency Shop: Yes.
Bereavement Leave: 2 shifts.
Deferred Compensation: Voluntary.
Educational Incentive: Maximum educational incentive that may be obtained is 4% per employee.

Entry probationary employees do not get incentive pay. New certificates earned after January 1, 1997 are earned off-duty. AA/AS or BA/BS cannot include Fire Science certificate. Enrollment fees are paid by employee.
(Those employees with a BA/BS cannot include AA/AS or Fire Science Certificate.)
Holidays: 144 hours per year taken either as paid time off or cashed out.
Shift personnel assigned to work on a City designated holiday shall receive 1-1/2 times their straight time hourly rate for a maximum of 16 hours per shift.
Management Leave: None
Medical & Dental After Retirement: City pays up to $750 per month towards the retiree’s medical insurance through CalPERS. Retiree pays own dental premiums after retirement.
Medical, Dental & Vision: Health plans offered through CalPERS. Dental plan is Delta Dental. Vision plan is Vision Service Plan.
The employee must purchase dental and vision and has the option to purchase medical insurance with the remainder of the allotment. If the employee still has money left over after the purchase of medical, vision and dental insurance plans the employee can divert the remainder to a city deferred compensation plan or supplemental salary according to the procedures governing cafeteria plans as established by law. See current rate chart for all premiums.
Cafeteria program is a tiered amount based on employee only or medical insurance opt-out, employee +1 and employee +2+. The cafeteria amounts is as follows:
01/01/2016 and 01/01/2017: $750 / $875 / $1,025
Medicare Tax: 1.45%
Non-PERSable Retention Pay: A one-time, non-PERSable retention bonus payment of $1,000 upon signing of the contract.
Out-Of-Class Pay: $50 per shift or $2.08 per hour for portion of shift above Firefighter; $75 per shift or $3.13 per hour for portion of shift for Firefighter acting as Fire Captain.
Overtime: Paid 1-1/2 overtime rate for emergency call back or station staffing.
Retirement: For employees hired on or after January 1, 2013, who are new CalPERS members, the retirement formula will be 2.7% @ 57 in accordance with the Public Employees’ Pension Reform Act of 2013 (PEPRA). City pays 7% of employee’s 11.5% contribution. Employee pays 4.5% of employee’s 11.5% contribution. Includes 3 year final compensation and Unused Sick Leave Credit.
For employees hired on or after December 15, 2012, or who are current CalPERS members, 3% @ 55 plan. City pays 4.5% of employee contribution, employee pays remaining 4.5% of employee’s 9% contribution. Includes 3 year final compensation and Unused Sick Leave Credit.
For employees hired before December 15, 2012, CalPERS 3% @ 50 plan. City pays 4.5% of employee contribution; employee pays remaining 4.5% of employee’s 9% contribution. Includes 1959 Survivor's Benefit – 4th level, City pays $2.00 per month for benefit, 1 year final compensation, enhanced Non-Job Related Disability options, and Unused Sick Leave Credit.
City reports the value of EPMC, if applicable.
Effective January 1, 2014, employee pays entire 9% of employee contribution, regardless of tier.
New employees covered by a public retirement system with reciprocity (i.e., 37 Act), will be placed in the 3% @ 55 plan, in accordance with PEPRA.
Safety Equipment: Department issue.
Salary Increases: 03/02/2016: 1%
Sick Leave: 1/2 shift per month. Unlimited accumulation. 50% payoff of hours at retirement, death, or layoff and 50% reported to CalPERS as additional service credit – OR – 100% of unused sick leave to be reported to CalPERS as additional service credit.
Stand By Pay: $2.00 per hour.
Uniform Allowance: $850 per year, included in employee’s pay check the second pay period in January.
Vacation: 1-5 years = 6 shifts; 6-10 years = 9 shifts; 11+ years = 12 shifts. No carryover. 1 - 24 hour shift = 2 - 8 hour days of vacation.
