Resident Volunteer: You must live in the Winters City limits or have a Winters, CA zip code to be eligible for the position.
Under the general direction of a Shift Captain, a Resident Volunteer Firefighter may be required to effectively perform duties involving the protection of life and property from fire and other emergencies, while assigned to an engine; maintain station, inspect, test and maintain equipment and fire apparatus; conduct training during shifts, maintain reports, and other duties as specified by the Shift Captain.
A Resident Volunteer Firefighter is responsible for the efficient and accurate completion of tasks assigned to him/her by their Shift Captain. The Resident Volunteer Firefighter is recognized as a volunteer and not a member of the regular full time staff for City benefits or retention rights. Resident Volunteer Firefighters may participate in the capacity of a Support Role or be designated as an emergency responder. Support role participants will not be provided a full complement of Personal Protective Equipment (PPE).
Resident Volunteers must maintain residency within the City of Winters and/or the Winters Fire District boundaries. Consideration will be given to those who live outside the district but have a Winters mailing address.
- Maintain 80% attendance of monthly drills annually.
- Participate in monthly Volunteer Business Meetings
Resident Volunteer Firefighters will be required to successfully complete a minimum of twelve months’ probation. As a condition of their probation Resident Volunteer Firefighters will need to complete the following objectives;
- Successfully complete a Winters Fire Department Firefighter Taskbook.
- Maintain good standing and participation requirements.
EXAMPLES OF DUTIES – The following are typical illustrations of duties encompassed by the job class, not an all-inclusive or limiting list:
Respond to fire alarms, lay and connect hose lines; hold nozzles and direct water streams; raise and climb ladders.
Provide basic life support during medical incidents, assessing and initiating patient care until relieved by proper medical personnel.
Operate all types of portable fire extinguishers, hand tools, hose lined, power tools and appliances, salvage covers, forcible entry tools, emergency medical equipment and other rescue equipment.
Participate in fire drills and attend training sessions.
Maintain regular and consistent attendance.
Promote and maintain safety in the work place.
Work cooperatively with others.
Shut down natural gas and electrical services to structures.
Respond to hazardous materials incidents.
Participate in fire inspection activities and other fire prevention and public education activities as assigned; ensure that businesses are operating in compliance with the fire code.
Respond to inquiries from the public.
Assist in investigating fire origin and cause.
Inventory supplies; maintain records.
Maintain fire engines, emergency equipment, clean station quarters and equipment and maintain a clean and orderly condition in and about the firehouse; perform minor building maintenance.
Operate radio-telephone equipment.
Perform related duties as assigned.
Test and maintain fire hoses and hydrants.
Rules, regulations and operational procedures of the Fire Department.
Firefighting methods, techniques, and procedures; operating and mechanical principles involved in the operation of fire apparatus and equipment.
Dangers and disposition of hazardous materials.
Emergency medical technician skills including basic life support, CPR, defibrillation, and blood borne pathogens.
Fire prevention codes and ordinances; building construction; natural gas and electrical shut off procedures.
Learn fire fighting methods and techniques, the operation of firefighting equipment, street location and physical layout of the City, and major fire hazards.
Demonstrate mechanical aptitude as required in the operation of firefighting equipment.
Retain presence of mind in emergencies; analyze fire and emergency situations and report to officer.
Understand and follow oral and written directions promptly and accurately.
Deal courteously and effectively with the general public.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
High school diploma or equivalent.
College-level coursework in fire science, general management, or related field desirable.
Any experience that would likely provide the required ability is qualifying; fire fighting experience is desirable.
License or Certificate
Possession of a valid California Driver’s License, Class C.
CSFM Firefighter I Certificate or Firefighter 1 Academy completion from an accredited college desired
AHA or Red Cross CPR/First Aid Certified,
EMT / EMR certification desired,
This is a volunteer position with no paid benefits.
Minimum Qualifications: • Must be at least 18 years of age, • Possess a high school diploma or equivalent • Possess a valid California Drivers License • Maintain residency within the city / district of Winters or the Winters Fire District boundaries. Consideration will be given to those who live outside the district but have a Winters mailing address. • Attend 80% of the two Wednesday night training drills in a calendar year • Shall successfully complete a training task book and a 12-month probation The Selection Process Prompt application is encouraged. Results of the testing procedure will be used to establish recruitment list that will be valid for up to one year or until exhausted.
