The County of Yuba is currently recruiting for the flexibly staffed position of Assistant/Associate Surveyor in the Public Works Department within the Community Development & Services Agency. Under general direction, the Assistant/Associate Surveyor assists the County Surveyor in performing field surveying, drafting and mapping services, coordinates activities between surveying and engineering divisions of the Public Works Department.
The Community Development and Services Agency (CDSA) strives to improve the overall quality of life for our residents and fiscal health of our businesses by coordinating the orderly growth and development of the County. We accomplish this by providing proper implementation of related regulations, providing community services, and by providing operation, maintenance, and expansion of Public Works infrastructure.
The ideal candidate will have knowledge of principles, procedures, techniques, and equipment used for land surveying; laws, codes and regulations pertaining to the subdivision of land and land surveying. Skill in using survey equipment and associated computer programs; computing survey problems and data, rapidly and accurately; reviewing for accuracy and processing of parcel maps, tract maps, records of survey, corner records, and lot line adjustments; assisting with the planning, coordinating and directing the operations of the Surveyor Division; reading and interpreting civil engineering drawings, maps, specifications, and legal descriptions for surveying or related operations; ability to deal tactfully and effectively with the public, regulatory agencies and policy-making bodies, contractors, and others contracted in the course of work; plan work and carry out projects independently.
Assistant Surveyor Minimum: At least one year of related college level course work (30 semester units) with a concentration in land surveying or mathematics through trigonometry or basic science, and four years of progressively responsible experience in property surveying and/or land development; OR two years (60 semester units) of college level coursework and two years of progressively responsible experience, as indicated above. Preferred: In addition to the minimum, additional upper division coursework from an accredited college or university with a concentration in Land Surveying, Civil Engineering or a closely related field and six years of progressively responsible experience in property and/or land development.
Associate Surveyor Minimum: Two years of college level (60 semester units) with major coursework in land surveying, civil engineering or a closely related field and six years of progressively responsible experience in land surveying OR graduation from a four year college or university with major coursework in land surveying or civil engineering or a closely related field and two years of progressively responsible land surveying experience. Preferred: In addition to the minimum, equivalent to graduation from a four year college or university with major coursework in land surveying, civil engineering or a closely related field and three years progressively responsible land surveying experience in a public agency setting.
Licenses and Certifications
The ability to obtain a valid California Class C Driver’s license within ten (10) days of employment; maintain throughout employment. Assistant Surveyor: Possess a Land Surveyor in Training certificate as referenced in California Business and Professions Code Section 8741(a) and 8747(a), or obtain within one year of employment. Associate Surveyor: Possess a Professional Land Surveyor License (PLS) as referenced in California Business and Professions Code Section 8741(a) and 8747(a).
Must successfully complete an extensive and thorough background investigation which includes Live Scan fingerprinting prior to hire. DMV printout prior to hire. Must file statements of economic interest with the Yuba County Clerk/Recorder. Will be required to perform disaster service activities pursuant to Government Code 3100-3100.
Typically 5% each year for the first 7 years

VACATION: 12 days for first 5 yrs with incremental increases every 5 yrs thereafter, up to 20 yrs
HOLIDAYS: An average of 14 paid holidays per year, including 2 floating holidays
SICK LEAVE: Accrued every payroll period, up to 12 days per year
HEALTH: The County pays 90% of the Basic Plan premium for employee only or 70% for employee and eligible dependent(s). Health Waiver Opt-out of $250/monthly available with proof of other employer sponsored health care coverage.
DENTAL/VISION: County pays 100% of the Basic Plan Premiums for employee only and 80% for dependent(s).
LIFE INSURANCE: County provides $50,000 in life insurance coverage. Employees may purchase additional coverage for themselves and dependents.
SOCIAL SECURITY: Yuba County does not participate in the Social Security Program
SHORT TERM DISABILITY (STD) INSURANCE: SDI provides benefits to employees who are unable to work due to non-work-related illness or injury. The current SDI withholding rate is 1.2% with a maximum of $1,539.58 on wages up to $153,958 (per calendar year) for 2021. This % is deducted on gross wages and can change annually in accordance with law. Persons covered by SDI are also automatically covered by Paid Family Leave (PFL).
MEDICARE: Yuba County does participate in the Medicare Program. Current EE & ER share is 1.45%
DEFERRED COMP: One Voluntary Deferred Compensation plan is available
EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.

WAIVER OF SELECTION PROCEDURES:
When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.
EMPLOYMENT ELIGIBILITY LIST:
An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.
The Public Works department will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
