Description

The County of Yuba is currently recruiting for the position of Auditor-Appraiser II/III in the Yuba County Assessor’s Office. This position performs a variety of routine to complex business, personal, agricultural and other business audits and assessments for taxation purposes; assesses commercial, industrial, rural and residential real and personal property; performs related work as assigned. Placement to this flexibly staffed position is normally determined by level of experience, demonstrated capability for performing skilled audits and appraisals and certification level received under California state requirements. As experience is gained, the work becomes more complex and is performed under more general supervision. Incumbents at the III level may also assist with the training of less experienced staff or be assigned to special projects. ***Due to the current staffing and workload needs of the department, the County is seeking candidates who meet the qualifications of the II and/or III level .

 

Essential Job Duties:

  • Review and analyze annual filings of business, rental property and agricultural activities and financial statements; follow-up when statements have not been filed with the County to determine the status of the business.
  • Analyze the value of owned and leased business and personal property, including boats and aircraft, for taxation purposes.
  • Appraise industrial, commercial, rural and/or residential real properties, and/or other real property for taxation purposes. 
  • Audit business and accounting records, including financial statements to verify activities, costs, dates of business and location of equipment and fixtures.
  • Review leased property files to ensure that the lessee and lessor are not doubly-assessed.

Ideal Candidate:

The ideal candidate will have knowledge of accounting, record keeping, auditing, business principles, practices, methods, and terminology, and basic financial analysis. The ability to analyze accounting data, exercise sound judgement in the development, analysis, and evaluation of appraisal information and to maintain cooperative working relationships with the public.

Required Qualifications:

Auditor-Appraiser II Minimum: Four (4) year college or university degree with a specialization in accounting OR is a licensed accountant in the State of California; OR has a four (4) year college or university degree in a field related to the work (finance, economics, real estate, business administration) AND has passed the state, city of county civil service or merit system examination regularly given for the position of accountant or auditor by the testing body; AND possess a valid Appraiser’s Certificate from the California Board of Equalization AND two (2) years of equivalent experience to the County’s class of Auditor-Appraiser I.

Preferred: In addition, four (4) years of equivalent experience to the county’s class of Auditor-Appraiser I.

Auditor-Appraiser III Minimum: Four (4) year college or university degree with a specialization in accounting OR is a licensed accountant in the State of California; OR has a four (4) year college or university degree in a field related to the work (finance, economics, real estate, business administration) AND has passed the state, city of county civil service or merit system examination regularly given for the position of accountant or auditor by the testing body; AND possession of a valid Advanced Appraisal Certificate from the California Board of Equalization AND two (2) years of equivalent experience to the County’s class of Auditor-Appraiser II.

Special Requirements: All levels must comply with California Code Sec. 670 thru 673 requirements; possess a valid advanced appraisal certificate from the California Board of Equalization prior to advancement to the III level; ability to obtain a valid California Class C driver’s license within ten (10) days of employment; maintain throughout employment; Must successfully complete an extensive and thorough background investigation which includes Live Scan fingerprinting prior to hire; will be required to perform disaster service activities pursuant to Government Code 3100-3109.

 

Benefits

SALARY:

Level II Hiring Range: $4,179 to $4,597 / Monthly

Level III Hiring Range: $4,571 to $5,029 / Monthly

MERIT INCREASE:

Typically 5% each year for the first 7 years

RETIREMENT:

Miscellaneous Classic: 2% @ 55

Miscellaneous New: 2% @ 62

VACATION: 12 days for first 5 yrs with incremental increases every 5 yrs thereafter, up to 20 yrs

HOLIDAYS: An average of 14 paid holidays per year, including 2 floating holidays

SICK LEAVE: Accrued every payroll period, up to 12 days per year

HEALTH: The County pays 90% of the Basic Plan premium for employee only or 70% for employee and eligible dependent(s). Health Waiver Opt-out of $250/monthly available with proof of other employer sponsored health care coverage.

DENTAL/VISION: County pays 100% of the Basic Plan Premiums for employee only and 80% for dependent(s).

LIFE INSURANCE: County provides $50,000 in life insurance coverage.  Employees may purchase additional coverage for themselves and dependents.

SOCIAL SECURITY: Yuba County does not participate in the Social Security Program

SHORT TERM DISABILITY (STD) INSURANCE: SDI provides benefits to employees who are unable to work due to non-work-related illness or injury. The current SDI withholding rate is 1.2% with a maximum of $1,539.58 on wages up to $153,958 (per calendar year) for 2021. This % is deducted on gross wages and can change annually in accordance with law. Persons covered by SDI are also automatically covered by Paid Family Leave (PFL).

MEDICARE: Yuba County does participate in the Medicare Program. Current EE & ER share is 1.45%

DEFERRED COMP: One Voluntary Deferred Compensation plan is available

EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.

MISCELLANEOUS: For a specific job classification and/or specific department/location benefits, please reference the Master Labor Agreement.

VETERAN’S CREDIT:

All applicants who have successfully completed the application/selection procedures and examination process may be eligible for veteran’s credit. Applicants must have served on active duty for a period of not less than 90 days in the armed forces in time of war or national emergency, or in time of peace in a campaign or expedition for service in which a medal has been authorized by the government of the United States and who has been discharged or released under honorable conditions, and widows of such persons shall be allowed credit. Military Records Form DD214 must be submitted for further review and determination of appropriate credits.

 

WAIVER OF SELECTION PROCEDURES:

When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.

 

EMPLOYMENT ELIGIBILITY LIST:

An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.

 

DEPARTMENTAL INTERVIEW:

The Assessor's department will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
