Description

The City of Belmont is looking for an experienced accounting professional for the position of Accounting Manager. The Accounting Manager is a key member of the Finance Department’s accounting function. Under general direction of the Finance Director, the Accounting Manager administers the accounting function of the Finance Department by performing, reviewing, and analyzing complex technical accounting and financial management work for the City and its related joint powers agencies; participates in the development of department goals, objectives, policies, and procedures; and oversees, maintains, and reports on financial records. Responsibilities may include direct supervision of major function containing professional, technical, and clerical positions.

Ideal Candidate

The ideal candidate for this position must possess a professional history that demonstrates the following: 

· Knowledge of generally accepted accounting principles; general and municipal accounting and auditing principles and practices.

· Knowledge of Federal, State, and third-party regulations applicable to public finance and ability to interpret and explain department and City policies.

· Knowledge of internal control and cash handling practices.

· Ability to analyze and interpret financial and accounting records; examine, prepare, and verify financial statements, reports, and documents; perform and manage complex financial analysis and research for time-sensitive, high­ volume, large-dollar transactions; develop and implement modified and new accounting procedures and systems.

· Ability to act as primary liaison for annual audit; prepare and provide supporting documentation; ensure that audit is scheduled and completed in a timely manner.

· Ability to establish and maintain journals, ledgers, and supporting financial records.

· Ability to direct the technical accounting aspects of the preparation and processing of accounts payable and accounts receivable.

· Ability to develop and administer accounting and budget control systems as necessary to comply with accounting procedures, laws, ordinance, and other regulations.

· Ability to review, develop, and modify accounting methods and internal auditing controls to improve effectiveness of existing procedures, and to ensure conformance with existing policies.

· Ability to exercise principles of supervision, training, and performance management.

· Ability to use and train users on financial and accounting software, computer systems, and equipment.

· Ability to establish and maintain effective working relationships with the public, fellow staff, government representatives, and consultants.

· Ability to communicate clearly and concisely both orally and in writing.

Experience and Training Guidelines:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

· A minimum of five (5) years of progressively responsible experience in accounting or auditing work.

· The equivalent to a Bachelor’s degree from an accredited college or university with major coursework in accounting, business administration, or related field.

· Public sector experience, CPA or CPFO desirable. Supervisory experience is preferred.

Accounting Manager -  $11,123.43 to $14,196.64 (monthly)

  • Retirement- The City of Belmont participates in the CalPERS Retirement Plan. Employees are enrolled at the PEPRA Member or Classic Member subject to CalPERS regulations.
  • Retirement Health Savings Account - The City makes a monthly contribution to employee's account based on years of service from $150.00 - $300.00 per month. Vested after ten (10) years of continuous service.
  • Deferred Compensation - The City makes a monthly contribution of $335.00 per month into employee's 457 Deferred Compensation Account. In addition, employees can make pre-tax contributions via payroll deduction. 
  • Paid Time Off: We understand the importance of work-life harmony. You will receive accrual of paid time off, including vacation days, sick days, and holidays.
  • Vacation - Accrual starts at 6.33 hours per month of service, equal to ten (10) days per year. Prior years of public service may be considered when granting accrual rate.
  • Administrative Leave 80 hours per year.
  • Sick Leave - Earned at one day (8 hours) per month of service.
  • Eleven (11) Holidays with two (2) Floating Holidays after a year of service
