The City of Belmont Public Works Department is recruiting for an Assistant Civil Engineer position.

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer.  This position will have a focus in development review but will also participate in Capital Project delivery.

 

Essential and other important responsibilities and duties may include, but are not limited to, the following:

  • Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.
  • Perform design and engineering studies for capital improvement projects, including the preparation of project plans, research project design requirements, drawing specifications, cost estimates and project schedules.
  • Preparation of Request for Proposals, including scope of work for a variety of engineering projects and studies. Management of engineering consultant procurement process and oversight of engineering consultants.
  • Manage advertisement and award of construction projects including the review of contract bids and proposals; management of construction contracts including participating in the review of contractor work activities; ensures contract compliance with contractual obligations, prepares and reviews change orders and manages contract close out and acceptance.
  • Coordinate projects and assignments with businesses, utilities, special districts, and other City departments. Respond to complaints and assists in solving problems related to City projects and policies; provides information to property owners, contractors, engineers, consultants, and the general public on conformance to standards, plans, specifications, and costs.
  • Conduct or oversee field inspections or investigation of capital projects during construction; ensure compliance with applicable codes and regulations; provides resolutions to construction problems; conduct or oversee survey, mapping, and data collection.
  • Performs private development plan review.
  • Perform a variety of engineering complex calculations and computation; prepare project cost analyses; prepare estimates of time and materials costs.
  • Investigate field problems affecting property owners, contractors, and maintenance operations.
  • Develop revised design and construction standards for public works structures and appurtenances.
  • Prepare estimates and feasibility reports for new or modified services and structures.
  • Prepare special engineering studies and reports.
  • Prepare applications for state and federal grants.
  • Review and provide plan check comments for private development applications and building, grading, and encroachment permits in accordance with City codes, ordinances, and policies. Review of required studies and coordinates with consultants to provide peer review of special studies.
  • Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.
  • Maintain a variety of public works department and engineering division program and project files and records.

Experience and Training:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Assistant Civil Engineer

Experience:  Two years of increasingly responsible civil engineering experience.

Training:  Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.

City of Belmont Assistant Civil Engineers will automatically advance to the Associate Civil Engineer position upon gaining the experience and professional licensure required for the Associate position (requirements below), in accordance with the City’s procedures.

Qualifications:

Knowledge of:

  • Methods and techniques of engineering project management. Principles and practices of project and construction management.
  • Basic operations, services and activities of assigned public works engineering program. Principles and practices of civil engineering.
  • Methods, materials, and techniques of preparing engineering drawings, plans, sketches and specifications; methods and techniques of engineering design.

Ability to:

  • Ensure project compliance with appropriate Federal, State and local rules, laws and regulations. Coordinate phases of construction projects and prepare progress reports.
  • Learn and apply methods and techniques of engineering construction, drafting, and surveying.
  • Learn and apply principles and practices of construction project management for scope, cost and schedule control; coordination of construction project phases and preparation of progress reports.
  • Develop, review, and modify civil engineering plans, designs and specifications using applicable computer software programs for computer-aided drafting/design, hand-held electronic devices, computers, word processing and spreadsheets.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work. Maintain physical condition appropriate to the performance of assigned duties and responsibilities.

Retirement- The City of Belmont participates in the CalPERS Retirement Plan. Employees are enrolled at the PEPRA Member or Classic Member subject to CalPERS regulations.

Retirement Health Savings Account - The City makes a monthly contribution to employee's account based on years of service from $150.00 - $300.00 per month. Vested after ten (10) years of continuous service.

Deferred Compensation - The City makes a monthly contribution of $335.00 per month into employee's 457 Deferred Compensation Account. In addition, employees can make pre-tax contributions via payroll deduction.

Paid Time Off: We understand the importance of work-life harmony. You will receive accrual of paid time off, including vacation days, sick days, and holidays.

Vacation - Accrual starts at 6.33 hours per month of service, equal to ten (10) days per year. Prior years of public service may be considered when granting accrual rate.

Sick Leave - Earned at one day (8 hours) per month of service.

Eleven (11) Holidays with two (2) Floating Holidays after a year of service
