Description

Fiscal Analyst I  is the journey-level classification in the Fiscal Analyst series and is distinguished from the Fiscal Analyst I by the responsibility to perform the full range of duties typical of positions in the class series. The position is located at the Auditor-Controller Division at the Department of Finance and is scheduled for forty (40) hours per week.

JOB DUTIES

  • Reconciles accounts.
  • Prepares journal entries for programs, grants and related accounts; posts entries to general ledger; reconciles balances; transfers funds and closes accounts as appropriate.
  • Compiles and analyzes data. Performs research and statistical analyses on administrative, fiscal, personnel, and/or programmatic issues.
  • Prepares various financial statements including worksheets, balance sheets, income statements, statements of cash flow, adjusting and closing balance sheets, depreciation schedules, allocation schedules, and cost reports.

 

 

Ideal Candidate

The ideal candidate will have knowledge of basic principles, practices, and theories of accounting; reason logically and critically. This position will focus on processing court collections and        distributions, reviewing credit card payments, accounts payable, and processing property taxes    distributions. The ideal candidate would need to be reliable, detail-oriented, and a quick learner in a fast-paced environment.

MINIMUM QUALIFICATIONS EXPERIENCE:

I: Some professional level accounting or fiscal analytical experience is desirable.

II: At least one (1) year of professional level accounting experience as Fiscal Analyst I in Glenn County, or Two (2) years of professional accounting or fiscal analytical experience in a private or public entity. Incumbents do not automatically promote to Fiscal Analyst II.

EDUCATION:

I/II Equivalent to a Bachelor’s degree from an accredited college or university with major course work in accounting, finance, business administration, or a related field. Additional progressively responsible experience in accounting or financial analysis may be substituted for the required education.

License: Valid California driver’s license, Class C or higher.

 

Benefits

GLENN COUNTY GENERAL UNIT BENEFITS

HOLIDAYS:

13 paid holidays per year and an additional twenty four hours of Holiday Leave.  An employee must be employed the last working day before and the first working day after the holiday in order to receive holiday compensation.  Employees on leave without pay shall not accrue holiday benefits.

VACATION:

88 hours (approximately 11 working days) per year during the first 2 years of service; 128 hours (approximately 16 working days) per year during years 3 through 12; 168 hours (approximately 21 working days) per year during years 13 through 19; 208 hours (approximately 26 working days) per year after 20 full years of service.

SICK LEAVE:

96 hours (approximately twelve working days) per year of paid sick leave.

BEREAVEMENT LEAVE:

40 hours with pay for each instance for immediate family members.  Immediate family includes spouse, child, stepchild, grandchild, stepparent, parent, grandparent, parent-in-law, grandparent-in-law, brother-in-law, sister-in-law, brother or sister.

LONGEVITY:

Service is based on employment with Glenn County.  The County shall provide a longevity differential above the employee’s base rate of pay for those employees represented by this unit as follows: after 10 full years of service 5%, after 15 full years of service 2%, after 20 full years of service 2%, after 25 full years of service 2% and after 30 full years of service 2% for a total of 13%.

HEALTH PLAN:

Glenn County contracts with PERS for medical insurance.  The County pays a portion of the medical insurance premium based on the carrier and amount of the total premium. 

VISION PLAN:

The County pays the employee premium for a vision plan with EyeMed.  The employee may enroll dependents at the employee’s expense.

DENTAL PLAN:

General Unit employees are offered a choice of three voluntary dental insurance plans; Ameritas Core (PPO) Plan, Ameritas Buy-up (PPO) Plan and DeltaCare (HMO) Plan.  The County pays a portion of the employee’s premium; the remainder is paid through payroll deduction.

DEFERRED COMPENSATION:

The County offers three IRC § 457 voluntary Deferred Compensation Plans (tax deferred long-term savings plans): Voya, Nationwide and Edward Jones.

SHORT TERM DISABILITY:

The County coordinates with State Short Term Disability Insurance for regular employees. 

LIFE INSURANCE:

The County pays the premium on a $10,000 Term Life Insurance policy for regular County employees.  The employee pays the premium for optional life insurance.

RETIREMENT:

The County participates in the Public Employees’ Retirement System (PERS) which is coordinated with Social Security.  The employee is responsible for 100% of the employee’s portion. Unused accrued sick leave can be converted to service credit at retirement.

SUPPLEMENTAL RETIREMENT

GCGU employees participate in the Laborers’ International of North America (Industrial) Pension Fund.

PREMIUM PAY:

Premium pay such as shift differential, bilingual, and working-out-of-class pay may be paid depending upon the employee’s work assignment and class.

IMPORTANT APPLICATION INFORMATION

Candidates must submit a completed job application packet. Application packets will be screened and candidates considered best qualified will move forward to a competitive examination process, which will include a written practical skills exam, an oral interview, fingerprinting/background check or medical examination process if applicable.  Eligible lists are used for Full-Time (40 hrs./wk. with benefits), Part-Time (20-39 hrs./wk. with benefits), and Extra Help Employee (EXE) temporary (limited benefits) and may be used to establish a list to fill future vacancies for the next twelve (12) months.

EXAMINATION INFORMATION

The Practical Skills Examination is designed to elicit specific information regarding each candidate’s knowledge, skill, abilities, and potential to effectively perform the duties relative to the classification. Responses to the exam will be assessed based on pre-determined rating criteria. All applicants must complete the entire examination to receive a score. In order to obtain a position on the eligible list, candidates must receive a minimum rating of 70% on the examination.
