The Plant/Pipeline Mechanical Technician II will perform maintenance and repair functions on industrial equipment used in water treatment, recycled water, water purification plants, pumping stations, and hydroelectric plants. This position will also work on related mechanical equipment components used for water treatment, storage, distribution, and flood control. They will be required to perform maintenance and repair duties on water conduits and equipment. As well as performing a variety of tasks relative to assigned areas of responsibility. This position will be assigned to work at one of Valley Water’s three water treatment plants in Santa Clara County and can be assigned to work rotating on-call weekends after approximately 1-2 years.

Key Responsibilities include, but are not limited to:

• Perform preventive and corrective maintenance on domestic treated water, recycled water purification, pipeline systems; maintain water conduits and equipment including vacuum breakers, air releases, and water valves; perform confined space related duties.
• Read and interpret plans and specifications; estimate labor and materials for proposed work, perform work in accordance with these documents; make preliminary sketches of work to be performed or completed; locate, examine, clarify, identify, record and mark locations of creeks, pipelines, telemetry, test cables, and underground cables. 
• Diagnose mechanical problems; recommend preventative or corrective repair; make estimates of labor, materials, and supplies required to complete assigned work; request required materials.
• Maintain records of work performed; enter and retrieve data from a Computerized Maintenance Management system (CMMS); ensure proper completion of reports including confined entry documentation.
• Operate a variety of hand tools and power equipment including welding equipment, lathes, drill presses, sanders, trucks, forklifts, boom lift, scissor lifts, and overhead cranes.

Ideal Experience:

One (1) year of post-apprenticeship experience in the maintenance of mechanical equipment and components. In lieu of completing an apprenticeship, a candidate should possess four (4) years of journey-level experience in the maintenance of mechanical equipment and components.

Treatment Plant Maintenance Unit (Position Code 235)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. The San Mateo County Attorney's Office is seeking candidates for the 2026 Michael P. Murphy Public Law Fellowship.

In 2014, the County of San Mateo established a Fellowship position in honor of former San Mateo County Counsel Michael P. Murphy. Mr. Murphy served in the County Counsel’s office from 1982 to 2011, the last four years as County Counsel. Vacancies in Bay Area county counsel offices typically attract many qualified applicants and new attorneys are generally not considered for these positions. This Fellowship provides an opportunity for new attorneys to receive training and experience in advising and litigating on behalf of government agencies as they begin their legal careers.

Attorneys in the San Mateo County Attorney’s Office (previously known as the County Counsel’s Office) are generalists. We provide legal advice to County departments, school districts, and special districts; litigate civil cases in State and Federal courts and before administrative agencies; and manage calendar assignments in Dependency, Probate, Lanterman Petris Short Act, and other specialized areas of law. Fellows are given the opportunity to experience a wide range of public sector work, in litigation, public policy, and advice roles. The goal is to provide each Fellow a year in the life of a Deputy County Attorney.

The Position: 

As a Public Safety Dispatcher I, this non-sworn entry-level classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for answering the telephone, accepting emergency and non-emergency requests from the public, transmitting and analyzing information received and dispatching police and fire personnel accordingly. Performs related work as required.  
 
Upon successful completion of a probationary period, incumbent must possess a current POST Basic Dispatch certificate and a Medical Priorities Dispatching System (MPDS) certificate, in order to be eligible for promotion to Public Safety Dispatcher II.

Minimum Qualifications

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

• Graduation from high school or possession of a GED

Minimum Experience Requirements: 

• Two (2) years of paid employment experience requiring a high level of public contact defined as customer service, a call center, or a closely related field where substantial face-to-face or over-the-phone contact was made with the public; or
• One (1) year of experience answering and processing emergency phone calls from the public for law enforcement, fire department, or emergency medical service assistance, including six (6) months of solo status. 

Acceptable Substitution: 

• Possession of a valid California POST Public Safety Dispatcher Basic certificate may be substituted for six (6) months of the required employment experience.

License/Certifications: 

• Possession of a valid California POST Public Safety Dispatcher Basic Certificate and a valid Medical Priorities Dispatching System (MPDS) certificate are required prior to completion of the probationary period.

Desirable Qualifications: 

• Classroom education involving fire science or law enforcement related studies.

The Department of Planning and Development is currently recruiting for one Senior Planner vacancy:

This Senior Planner will play a crucial role in reviewing complex professional-level tasks related to land use and planning laws, zoning, housing, discretionary entitlements with associated report writing for consideration by the County Zoning Administrator and/or Planning Commission, and the review of building permits and environmental analysis under the California Environmental Quality Act (CEQA). The Senior Planner will also serve as the lead on assigned projects, which may include overseeing a number of programs (examples include: County General Plan & Housing Element, Surface Mining and Reclamation Act, Santa Clara Valley Ag Plan, and Habitat Plan) and works independently, assuming responsibility for more complex projects (such as Stanford master planning), and must be resourceful and responsive to specialized assignments from Executive Management or the Board of Supervisors. The Senior Planner may also be responsible for reviewing development and parcel maps/subdivision proposals, as well as building plans, and permits. The County will be embarking upon a comprehensive General Plan Update, and other various vision plans and may be expected to oversee and manage these efforts. The County also processes large and complex private development applications for large private institutional uses, new quarries, places of worship and agricultural processing campuses. A Senior Planner with areas of expertise related to long-range/comprehensive planning and/or major project development processing experience, coupled with strong CEQA experience is desired. 

In addition to meeting the employment standards for a Senior Planner, candidates must possess in-depth knowledge and working experience in two (2) or more of the following areas:

• Preparing advanced California Environmental Quality Act (CEQA) documents (e.g., Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports).
• Experience in complex medium- to large-scale development entitlement projects such as campus planning, industrial, commercial, housing, agricultural housing or processing developments, or similar projects requiring advanced CEQA processing, staff report writing, data management and analysis, public outreach and public hearings.
• Experience in the management of CEQA and technical consultants, including meeting coordination, reviewing work products, and contracting/billing. Experience in managing consultants to ensure the project is completed within the approved timeline and budget with the proper deliverable is required.
• General requirements of the Surface Mining and Reclamation Act (SMARA), preparation of annual surface mining inspection reports, and review and approval of Financial Assurance Cost Estimate (FACE), Reclamation Plans, and Mining Plans (desired, not required).
• Analytical understanding of State laws and regulations impacting land use and local government, with directly related work products that include major ordinance revisions and creation and processing of new programs. This would include preparation of professional staff reports of summarized data, conclusions and recommendations.
• Have conducted as a lead project manager or co-project manager long-range, comprehensive planning projects; e.g., general plan updates, major zoning ordinance amendments, specific plans, vision plans, etc., with working knowledge of the principals and practices of such working documents.

The Environmental Health Services Division of San Mateo County Health is seeking a well-qualified candidate for the position of Environmental Health Program Supervisor – Hazardous Materials Program.

The Position

Working under general supervision, the successful candidate will supervise, direct, organize, manage, evaluate, audit, and provide accountability for one or more Environmental Health programs in areas encompassing hazardous materials/hazardous waste and environmental health program outreach for pollution prevention, public health protection, and environmental health operations.

The current vacancy supervises staff in the Environmental Health Services Division's hazardous materials/hazardous waste areas and Pollution Prevention programs. This position is located in San Mateo, but will require some travel/driving throughout the county to perform the duties of the job.

The Hazardous Materials Program Supervisor will work in the Certified Unified Program Agencies (CUPA) program and additionally oversee the Pollution Prevention Program. In addition to supervising Pollution Prevention Program work, this position will supervise CUPA regulatory programs, including the Hazardous Materials Business Plan Program, Hazardous Waste Generator (HWG) Program, California Accidental Release Prevention Program, Hazardous Materials Program Fees, Underground Storage Tanks (UST) Program, and Above Ground Petroleum Storage Tank Program.

Key responsibilities include providing subject matter expertise on the Hazardous Waste Generator program and supervising a team of nine specialists across multiple programs. Additionally, the supervisor will also serve in a leadership capacity with the District Attorney's office, political leaders, and county management, and will ensure compliance with all inspection and reporting requirements. Additionally, the incumbent will provide programmatic supervision around website management, messaging, and outreach services for grant work and to other programs within the Division, and ensure messaging and branding alignment with County Health.

• Proficient in all CUPA regulatory program areas and possess a valid ICC (International Code Council) certification as an underground tank inspector.

• Knowledgeable of hazardous materials management, including its scientific background, technology, principles, methods, investigative techniques and problems; laws, regulations and codes governing hazardous materials; emergency response procedures and protocols; government agencies, community organizations and business establishments as they relate to environmental health and hazardous materials management; basic practices in the transportation and disposal of hazardous wastes.
• Knowledgeable of contract and grant monitoring and expenditures, grant applications, RFP processes.
• Approachable and politically astute with a supervisory style that quickly fosters trust, loyalty, respect and commitment from employees.
• An experienced hazardous materials management professional with a thorough understanding of the full range of issues, practices and regulations related to the CUPA programs.
• An innovative leader who has collaborated with other agencies with positive outcomes that benefited public health and public education.
• Technologically savvy and knowledgeable of electronic field inspection systems and other computer-based technologies utilized by regulatory agencies.

Overview:

The Senior Engineer (Electrical) is to provide specialized electrical engineering expertise, particularly related to low and medium voltage electrical distribution systems and low voltage motor control centers used in industrial facilities, including water treatment plants. This individual will serve as a subject-matter expert, support ongoing capital projects throughout all phases—planning, design, and construction, act as the Owner’s representative for electrical engineering, and manage consultants and professional services agreements. Their role includes troubleshooting complex electrical issues, assisting with design modifications, and managing capital improvement (electrical) projects, such as the Electrical Improvement Project at Water Treatment Plants and providing electrical engineering support for the Reliability Improvement Project (RWTP). The Senior Engineer (Electrical) will also support the Treatment Plant Projects Delivery Units ongoing efforts to enhance facility operations and ensure the successful delivery of vital infrastructure upgrades.

Treatment Plants Project Delivery Unit (Position Code 1099) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

• In the diagnosis and treatment of sexually transmitted infections

• Collaborating with interdisciplinary teams

• With the underserved population, including those who are homeless

• In a flexible, dynamic work environment

• With electronic medical records

• Using Spanish in a medical context

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

• Perform related duties as assigned.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

• California Registered Nurse license

• California Board of Registered Nursing (BRN) Nurse Practitioner license

• California BRN Furnishing Number

• DEA Number

For OB-GYN assignments, a Nurse Practitioner license may be substituted with a Nurse Midwife License and at least one certification in women’s health.

Special Certification (depending on assignment)

• Family: Primary health care for patients of all ages

• Geriatric: Primary health care for older patients
