San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a responsible, innovative leader and skilled clinician for the position of Supervising Mental Health Clinician - East Palo Alto Services. This Supervising Mental Health Clinician will supervise and coordinate the work of mental health professionals and interns in the East Palo Alto and East Menlo Park geographic area in San Mateo County. This position works closely with community members and community providers to develop and sustain programming that is culturally and community responsive.

This position will participate in program administration, planning and evaluation. The Supervising Mental Health Clinician supervises and guides the clinical team who provides services to seriously emotionally disturbed youth and their families, and seriously mentally ill adults. Services provided include: medication assessment and management; individual, group and family therapy; psychological assessment; case management; rehabilitation services; and crisis intervention.

The current vacancy is in the East Palo Alto Community Counseling Center, located in East Palo Alto but will travel throughout San Mateo County for client visits, trainings and meetings.

The East Palo Alto Community Counseling Center offers a unique setting to provide services to a diverse population in a community-oriented clinic.

This position supervises a multidisciplinary team that provides clinical outpatient services to adults and children and their families. The team may include psychiatrists, psychologists, psychiatric nurses and social workers and marriage and family therapists. The clinical teams also include master and doctoral level interns and psychiatric residents. In providing clinical services team members also relate to peer counselors and parent partners.

The ideal candidate will possess:

• Knowledge of system of care principles and general services.
• Knowledge of program management techniques and practices.
• Demonstrated expertise and skill in clinical work with adults with serious mental illnesses and youth with serious emotional disturbances; and clients with co-occurring disorders.
• Experience working with clients of diverse cultures and backgrounds and with underserved and/or isolated communities.
• Knowledge of evidence-based clinical practice modalities, e.g. Trauma Informed Cognitive Behavior Therapy, Motivational Interviewing and Solution Focused Brief Treatment.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong clinical assessment, diagnostic and evaluation skills.
• Strong supervisory/leadership skills which demonstrate an ability to direct and motivate a multi-disciplinary team.
• Experience guiding or supervising others during a systemic or programmatic change process.
• Collaborative skills and the ability to establish and maintain productive working relationships with consumers, families, professionals and the public; including collaborative community engagement to plan and implement needed services.

San Mateo Medical Center and its clinics are currently seeking well-qualified candidates for Physical Therapist II to provide outpatient and/or inpatient services at San Mateo Medical Center - Main Campus in San Mateo, CA. Currently, there is a Limited-Term, Full-Time vacancy and an Extra-Help, part-time vacancy. 

These positions would provide outpatient and/or inpatient services physical therapy evaluations and treatments for a variety of orthopedic and neurologic conditions.

Physical Therapists manage patients with a wide range of diagnoses, chronic and acute, and are part of a dynamic treatment team. In addition, Physical Therapists identify patient challenges and develop goals and a care plan with reasonable outcomes for the individual's life/work settings. Daily opportunities are created in this assignment through the variety of illnesses/injuries seen in our patient population.

Physical Therapists work at SMMC as part of a County rehabilitation program, which provides evaluation, education and treatment. The therapeutic program at SMMC is oriented toward inpatients and outpatients with acute and chronic problems while providing therapy to inpatients with a need for long or short-term rehabilitation.

The ideal candidate will possess a minimum of one year of work experience providing care in an outpatient setting with an interest in covering inpatient when the census justifies. Ability to work weekends and/or holiday coverage when necessary is also strongly preferred. The Public Authority for In-Home Supportive Services (IHSS) is seeking well-qualified individuals for the position of Public Authority Registry Social Worker II/III with fluency in Mandarin or Cantonese. There is one vacancy in the Public Authority. The current vacancy would be responsible for supporting IHSS consumers who do not have caregiver resources, in hiring a homecare provider from the Public Authority Registry and helping the client and provider establish a successful working relationship. The position is located in San Mateo, CA, but will require travel throughout the County to perform duties of the positions.

NOTE: The Public Authority Registry Social Worker II/III is not a County position; the Public Authority unit reports to the San Mateo County Director of Aging and Adult Services.

PUBLIC AUTHORITY

The Public Authority serves as the employer of record for IHSS homecare workers, with the IHSS consumer retaining the right to hire, fire and train their worker. The Public Authority's responsibilities include operating a Registry that recruits, screens and refers potential homecare providers to IHSS consumers needing personal assistance in their home; screening the backgrounds of IHSS providers in accordance with IHSS policies and regulations; providing training opportunities to IHSS providers to enhance their skills in serving IHSS consumers; and offering support and assistance to Registry consumers and providers to ensure the employer-employee relationship between the Registry consumer and provider are functioning well. The IHSS consumer is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive. Consumers who do not have caregiver resources, may choose to hire a caregiver from the Public Authority Registry. The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects. These projects will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service. Within the Program Delivery and Support unit, the Transit Technology Group handles the delivery, acceptance, and management of technology systems which are critical to transit operations.

The Train Control Upgrade Project is an 8-year, multimillion dollar project with the goal of modernizing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control System to the entire Muni light rail system.

Under the general direction of the Train Control Upgrade Project Manager, the Vehicle Train Control Engineer will lead the integration of the new train control system with the Siemens LRV4 vehicles. The Vehicle Train Control Engineer will be responsible for the successful design, fitment, and testing of all onboard equipment necessary to fully install the system on the LRV4 fleet and will represent the SFMTA in all project review and discussion related to onboard equipment installation.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor and other firms providing installation, construction support, technical expertise, and professional services. The Vehicle Train Control Engineer will coordinate the design activities related to onboard vehicle equipment between the supplier, the vehicle manufacturer, and the onboard equipment installer. The Vehicle Train Control Engineer will work closely with these three parties to ensure that the delivery and installation of onboard train control equipment is completed according to the project schedule. The position will participate in the development of an installation plan to facilitate this process and assist with the selection, training, monitoring, evaluating, and development of project staff, as it relates to the installation of the system on the LRV4 fleet.

In addition, the Vehicle Train Control Engineer will act as the SFMTA representative to review, accept, or when necessary, audit, project submittals and deliverables provided by the supplier and other project contractors as it relates to the installation of onboard equipment. As the SFMTA representative, the Vehicle Train Control Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Examples of Important and Essential Duties:

• Oversees the successful integration of the train control system with the Siemens LRV4 vehicles, including design, fitment, and testing.
• Leads a team of SFMTA vehicle engineers assigned to the project.
• Coordinates the design activities of the Train Control System Supplier with the car manufacturer (Siemens) and the vehicle onboard equipment installer.
• Represents SFMTA during technical discussions between the Train Control System Supplier, the vehicle manufacturer, and the onboard equipment installer.
• Responds to technical RFIs, resolves clarifications from vendors and addresses their requests by issuing addendums.
• Reviews all technical documents and correspondence from the Train Control System Supplier, the car manufacturer, and other project contractors.
• With the train control system supplier, develops and manages the migration and installation plan for equipping the entire LRV4 fleet with train control system equipment.
• Works with Rail Maintenance and SFMTA staff at the transit yards to coordinate and schedule work activities by the onboard equipment installer for fitting of equipment on the vehicles.
• Supervises the testing of train control system equipment on the vehicles and assists the project QA team in assessing the quality of installed components.
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance.
• Analyzes and solves electrical and vehicle sub-systems problems such as power, EMI connectivity, and fitment for onboard train control system components.
• Analyzes related project workloads and budgets.
• Communicates with Train Control System Supplier for technical support as needed to address system issues under warranty.
• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished onboard train control system meets operations and maintenance needs and works within their stated constraints.
• Participates in the selection, training, monitoring, evaluating, and counseling of project staff.
• Reviews and manages workload assignment to consultants, junior staff and interns as required.
• Performs other duties as required.

Minimum Qualifications:

1. Five (5) years of verifiable professional electrical engineering experience, which includes two (2) years experience equivalent to City and County of San Francisco class 5207 Associate Engineer as a licensed Professional Engineer in the specialty you are applying for; AND
2. Possession of a current Certificate of Registration as a Professional Engineer in the State of California in Electrical Engineering.

San Mateo County Health's Public Health Policy & Planning (PHPP) Division has an exciting opportunity for an experienced Veterinarian to work in Animal Control and Licensing as a member of the team.
 
The current vacancy is extra help part time 20-hours per week in the Public Health, Policy and Planning Division. The position is stationed in San Mateo, CA, but will travel/drive throughout the County to perform duties of the position.
 
Scheduling is flexible. Daily reporting hours and days of the week may vary according to the needs of the department. Evening and weekend work may be required based on the needs of the organization. This position is a hybrid of remote work as well as field-based at clinics.
 
The Veterinary Wellness Program provides veterinary services to the pets of the unhoused, those in transitional housing, and very low-income San Mateo County residents who are receiving services from San Mateo County. This position works with San Mateo County Health and cross collaborates with other programs within the County. Technical expertise, as well as knowledge of veterinary public health practices, are preferred.
 
San Mateo County is unique in that most of our homeless shelters allow residents to bring their pets with them, not just an emotional support or service animal. One of the barriers for homeless people to get into a shelter with their pets is that their pet must be current on their vaccinations. Within 10 days of a new resident moving into a shelter with a pet, the County veterinarian will meet with the owner and their pet to provide a general exam, the necessary vaccinations and flea control. This position will visit various sites throughout the County on a regular basis, providing vaccines, flea control, antibiotics, anti-inflammatories, and general exams. In addition, the Veterinarian will travel to various homeless encampments to provide these services and to offer and encourage spaying and neutering of the pets.
 
When pets need additional care, this position will coordinate with local veterinary clinics we contract with for services. These contracts allow us to provide spay and neuter services, dental services, and many other procedures that the pet owner would not otherwise be able to afford. These vital veterinary services keep pets from being relinquished to animal shelters and provides peace of mind for the pet owner. In addition, our veterinary program partners with our Street Medicine Program to provide health care services to the pet owners, which advances San Mateo County’s One Health Concept.
 
This Veterinarian position will be providing technical/subject matter expertise on issues relating to the spread of zoonotic, epizootic, and exotic diseases, as well as consulting on cases of rabies in domestic and wild animals. The position will also act as a liaison between the veterinary community, Veterinary Public Health, California Department of Public Health, and residents of the County.
 
Duties will include, but are not limited to, the following:

• Provide lead direction to staff responsible for following prescribed treatment and maintaining treatment records for animals treated.
• Ensure that the highest level of service and care are provided and that changes in animals’ conditions are recorded and properly addressed.
• Examine and evaluate animals, and perform veterinary medical treatments, including vaccinations and preventative treatment as appropriate. 
• Coordinate with local veterinarians and clinic/shelter professionals to arrange spay and neuter surgeries and medical procedures.
• Arrange for care at a contracted veterinary hospital for severely injured, sick or diseased animals and provides full orders for care.
• Establishes and maintains medical records and drug use logs to standards of veterinary practices.

• Maintain up-to-date knowledge of shelter animal health protocols, surgical procedures, and companion animal health issues.
• Build and maintain effective relationships with the staff, community, local veterinarians, State Veterinarian. 
• Assist in the monitoring of inventory and ordering of medical supplies and pharmaceuticals.
• Serve as technical/subject matter expert to answer questions from the County Health Officer, medical community and the general public regarding issues related to/involving animals—including but not limited to researching, recommending, implementing and/or maintaining measures to prevent the spread of zoonotic diseases, epizootic diseases, exotic diseases and disease outbreaks. 
• Serve as a consultant in suspect cases of rabies in domestic and wild animals as well as complex issues deriving from animal bites.
• Review pertinent legislation, regulations, and policies to provide recommendations, especially with regards to vaccination of domestic animals, rabies vaccine exemptions, quarantine/euthanasia of animals exposed to rabies.
• Disseminate relevant information to the local veterinary community as well as to residents of the county. 
• Assist with emergencies and disaster services.
• Perform related duties as assigned.

Project Name: Train Control Upgrade Project

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects that will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service. Within the Program Delivery and Support unit, the Transit Technology Group handles the delivery, acceptance, and management of technology systems which are critical to transit operations.

The Train Control Upgrade Project is an 8-year, multimillion dollar project with the goal of modernizing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control System to the entire Muni light rail system.

Under the general direction of the Train Control Upgrade Project Manager, the Lead Project Engineer manages the Train Control Upgrade Project engineering team and acts as the SFMTA lead for the overall system design. The Lead Project Engineer assists the Project Manager with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. Additionally, this position is responsible to the Train Control Upgrade Project Manager for ensuring that the future train control system design meets the SFMTA’s objectives for the project, and that the system design conforms to all applicable SFMTA, state, local, and federal standards.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor (Supplier) and other firms providing installation, construction support, technical expertise, and professional services. The Lead Project Engineer will act as the SFMTA design authority for the project by supervising the production of technical documentation from the project contractors, leading technical coordination between the department and Supplier, and ensuring the future system meets the performance metrics and technical specifications laid out in the Supplier contract(s).

In addition, the Lead Project Engineer will act as the SFMTA technical representative to review, accept, or when necessary, audit, technical project submittals and deliverables provided by the Supplier and other project contractors related to system design. As the SFMTA technical representative, the Lead Project Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Essential Duties:

• Manages a team of SFMTA engineers assigned to the project, including vehicle engineers, electrical engineers, and traffic engineers;
• Responsible to the Project Manager for ensuring the train control system design meets the project objectives as well as applicable SFMTA, state, local and federal design standards;
• Acts as the lead SFMTA design authority for the project, provides technical review and recommendation to the Project Manager for approval/acceptance of project CDRLs;
• As assigned by the Project Manager, represents the SFMTA in reviewing, approving and auditing technical submittals provided by the Supplier and other project contractors;

Upon successful completion of training, pay increase granted to $33.13 per hour, plus benefits. All new hires will be required to complete a 120 probationary period upon completion of training.

  Applicants with DMV printouts older than 30 days will be eliminated (NOTE: You will be required to provide your original DMV K4 print-out if you are invited to the next step of the process).  The printout should reflect a pattern of safe, responsible vehicle operation, and demonstrate a clean driving record which would include the following:
• NO Reckless Driving CVC 23103 through 23109 (reckless driving), or Driving Under the Influence CVC 23152 – 23153 (driving under the influence of alcohol or drugs).  
• Any DUI or Reckless Driving violation on your DMV printout within the last seven (7) years is an automatic disqualification. 
• NO more than 2 moving violations and no "at fault" accidents within the last 3 years 
•  NO license suspension, revocation or probation for a period of 3 years prior to the date of this posting. 
• NO convictions of California State Vehicle Code 20001 (leaving the scene of an accident involving bodily injury or death). 
• NO Failures to Appear or Failures to Pay on DMV printout at the time of submission.
•  Any accidents on DMV printout must be accompanied by an insurance or police report verifying that you were not at-fault. If accident occurred while driving for an employer a company report is also required. Other violations, citations, and/or accidents will be reviewed on a case by case basis and may be cause for non-selection.

Essential Responsibilities

• Transports passengers along assigned routes, making designated stops as required or requested 
• Uses the fare box to accurately collect fares, issues transfers and gives general information • Completes reports on patron count, non-scheduled mileage, vehicular deficiencies, fare box, accidents and other reports as required 
• Operates automatic lift on buses and assists passengers in wheelchairs, those using crutches or walkers, or who have speech or mental difficulty 
• Ensures that Driver’s license and all other documents required of a commercial licensee are maintained and are current and valid 
• Knows and follows the safety and health rules and safe working practices applicable to his or her job 
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service 
• Performs additional related duties as assigned 
• Regular and reliable attendance and performance are required

Minimum Qualifications

Education and/or Experience: 
• No experience is necessary. 
• Must be a licensed driver for at least seven (7) years prior to the date of this posting.
