The Position:

The Senior Inspector is a supervisory classification responsible for performing the more complex building, electrical, plumbing, and mechanical inspections and supervising and coordinating the work of less experienced inspectors and support staff. Depending on the area of expertise, each Senior Inspector may be assigned to one or more of the following Programs or specialties: Building, Electrical, Plumbing, Mechanical, Permit Center, and Code Enforcement. An incumbent in this classification is expected to perform as an expert and exercises considerable independent judgment in the performance of duties. This classification is distinguished from the Inspection Manager in that the latter is a management classification responsible for planning, directing, coordinating field inspections and technology projects of the Building Inspection Division in the Planning and Inspection.

MINIMUM QUALIFICATIONS:

 

Minimum Education Requirements:

Graduation from high school or possession of a GED.

 

Minimum Experience Requirements:

Five (5) years of increasingly responsible experience in building inspection with a city and/or county agency.

 

Desirable Qualifications

• Depending on position assignment, the required experience and certification may be required in a particular specialty such as building inspection, electrical inspection, or plumbing and mechanical inspection.
• Certified Access Specialist (CASp) certification is desirable.
• Minimum one (1) year of supervisory experience that includes supervising building inspectors.

 

Licenses/Certificates
The following are required at time of appointment and for the duration of employment:

• A valid California Class C driver's license.
• Certification as a Building Inspector, Electrical Inspector, Plumbing Inspector, Mechanical Inspector, or Combination Inspector by the International Code Council (ICC) or International Association of Plumbing and Mechanical Officials (IAPMO), or equivalent.

The Positions
Silicon Valley Power (SVP) is seeking dynamic and innovative Senior Electric Utility Engineer candidates to immediately fill two (2) vacancies  in the Customer Development and Project Management divisions, with potential future vacancies in these or other divisions. The ideal candidates will have electric utility engineering experience; excellent project management skills; strong oral and written communication skills; experience working in a team environment on major construction projects.
 
For the Engineering Division:

This position will lead substation engineering and standards development that support the mission of the Utility. This individual should be an experienced, self-starter who can thrive in both an autonomous and team environment. This position requires hands-on working knowledge of   substation design and construction, and standards development. A working knowledge of protection and control systems, communication systems, project management, and Compliance is desirable. The candidate should have extensive knowledge of substation engineering concepts, principles, and practices to resolve complex problems with only general direction. This position supports day-to-day utility operations and Compliance.

For System Expansion Division 

This position will support System Expansion Capital Projects and have the opportunity to work on complex and exciting large capital system expansion improvement projects in a dynamic, team-oriented environment. This position will be working on four large system expansion projects moving forward to bid and construction, totaling an estimated cost of $440 million. This position requires hands-on work during construction of 3 receiving station projects and one 2.25-mile 115kV transmission line project. The position may also assist with outage management, construction and contracts management, material procurement and tracking, and easement acquisition. As such, the ideal candidate will have large substation or receiving station project experience and be able to work in a fast-paced environment with competing priorities. The candidate will show proven problem-solving skills and excellent communication.

EDUCATION AND EXPERIENCE
Graduation from an accredited college or university with: a) Bachelor's Degree in Electrical Engineering and three (3) years experience in electric utility engineering work or b) a Bachelor's Degree in Engineering and four (4) years experience doing electric utility engineering work or ten (10) years experience doing electric utility engineering work and satisfactory completion of a qualifying written examination.  A Master's Degree in electrical, mechanical or civil engineering from an accredited college may be substituted for one year of experience (proof of receipt of an Engineer In Training certificate may be substituted for the qualifying written examination).  Candidates from a non accredited college or university must demonstrate equivalency. Registration as a professional electrical, mechanical or civil engineer in the State of California may be substituted for accreditation equivalency.

LICENSE
Possession of a valid California Driver's license.

SPECIAL CONDITIONS
May work unusual hours in emergency situations, or while acting as duty supervisor outside regular working hours, or at other than regular job site.

The position of Systems Control Operator III is responsible for remotely monitoring, operating, and controlling Valley Water’s raw water system, including local and imported raw water transmission facilities, three pumping plants, and appurtenances to control the flow of water from the Raw Water Control Center during an assigned shift.

Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. With headquarters in San José, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.

Key Responsibilities include, but are not limited to:

• Maintain and operate automated controls to ensure that commitments and daily schedules are met according to standard operating procedures (SOPs).
• Remotely control the flow of water through turnouts to achieve the demands of three water treatment plants and adequate delivery of water for managed groundwater recharge and environmental stream flows.
• Validate unusual readings of flow, pressure, and Hydraulic Grade Line (HGL) by contacting field personnel for verification; notify supervisor or maintenance personnel of unusual conditions.
• Monitor stream flow stations to prevent dry back conditions that result in violations of state and federal fish and wildlife ordinances.
• Confer with the water treatment plant operators, other internal staff, and personnel from other utilities regarding system operation.
• Explain the system's SOPs to visitors.
• Observe and inspect pumps, motors, generators, and related equipment for safe and proper operation; coordinate high-voltage and general switching orders in dealing with Western Area Power Authority (WAPA) and Pacific Gas and Electricity (PG&E).
• Issue internal and external switching and clearance orders; bypass portions of the system during emergencies or planned maintenance shutdowns; and ensure lockout/tagout procedures are completed before maintenance activities commence.
• Perform confined space entry functions in the completion of assigned tasks; ensure adherence to established safety procedures and precautions.
• Maintain detailed logs and records of work performed; issue source change notifications; and prepare clear and concise reports, as requested.
• Interact with Valley Water's Emergency Operations Center (EOC), field operations personnel, and County communications personnel to resolve emergency flood control situations during periods of heavy rain.
• Work 12-hour, day or night shifts on weekdays or weekends on a rotating basis every six months.
• Work on-call during the weekends and nights on a rotating basis.
• Communicate with external customers such as the California Department of Water Resources (DWR) and San Benito County Water District and internal customers (water treatment plants operators, water resources technicians, and hydrographers) about operations such as shutdowns; coordinate with customers to ensure they receive deliveries; and communicate, plan, and orchestrate system.
• Use pressure monitoring devices to find leaks in pipelines.
• Follow safety regulations and applicable safety policies and procedures.
• Serve as a disaster service worker and perform disaster service activities as may be assigned by supervisor or law, pursuant to California Government Code Section 3100.
• Perform all related duties and responsibilities as required.

Raw Water Operations Unit (Position Code 323)
 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position requires the individual to be on-site and is typically not a teleworking position. 

Environmental Programs Department

The Environmental Programs Group is responsible for environmental review of VTA’s capital projects, VTA’s Sustainability Program, and VTA’s Stormwater Management Program.  Environmental review includes preparation of federal and state environmental documents; compliance with environmental laws and regulations; acquisition of regulatory agency permits; management of mitigation plans and programs; and coordination on a wide range of environmental topics.  VTA’s Sustainability Program is responsible for reducing the consumption of natural resources and the generation of greenhouse gases in the provision of transportation services through utility management, transportation electrification, climate action planning, waste reduction, and education. VTA’s Stormwater Management Program is responsible for complying with the National Pollutant Discharge Elimination System permit known as MS4. The Program aims to reduce pollution of local creeks and the Bay through the implementation of best management practices in project design and construction, educational initiatives for staff and the public, and enhanced maintenance and sustainable landscaping.

Environmental Planner II: Under supervision, an Environmental Planner II manages environmental studies and environmental compliance programs; and assists in the review of land development applications and documents for impact on transportation systems and/or facilities; and supports VTA's sustainability program.

Environmental Planner III: Under direction, an Environmental Planner III performs comprehensive environmental planning, analysis, and administrative duties for transportation projects and environmental compliance programs.

Distinguishing Characteristics
Environmental Planner II: 
This is the journey level in the Environmental Planner class series. Positions at his level are expected to be conversant with relevant environmental laws, regulations, and guidelines in order to achieve compliance of transportation projects. Incumbents conduct environmental analysis of projects in concert with other staff and consultants and may have responsibility for management of the environmental phase of minor projects or for specific portions of larger projects. This classification reviews environmental documents and development applications received from cities/regional agencies for project impact on the transportation system and/or facilities.

Environmental Planner III: 
This is the advanced journey level in the Environmental Planning series. Positions at this level work independently on the largest and most complex projects directing, reviewing, and coordinating the work of assigned project staff, consultants, and representatives of other public agencies in multi-disciplinary teams. Incumbents conduct environmental analyses of transportation projects and programs with minimal supervision and are expected to be conversant in and achieve compliance with relevant environmental laws, regulations, and guidelines.

Positions at this level require the use of initiative and judgment in resolving problems and recommending effective courses of action. This classification is distinguished from the Environmental Planner II classification in that positions in this class may act in a lead capacity over the work of lower level staff and consultants.

Typical Tasks
Environmental Planner II:

• Plans, coordinates, and reviews the work of a multi-disciplinary professional and technical staff and/or consultants conducting environmental studies of minor complexity;
• Manages and coordinates environmental planning, research and analysis of proposed VTA projects, including the planning, design, and construction phases of capital projects, maintenance and operation of facilities, and issuance of permits;
• Analyzes and evaluates the impact of proposed transportation projects and plans, and provides technical input to project design to mitigate adverse environmental effects and ensure compliance with environmental laws and regulations;

Environmental Planner III: 

• Implements federal, state, and local agency environmental laws, regulations, and guidelines relating to the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA);
• Reviews development proposals received from cities/regional agencies and coordinates with various VTA divisions to prepare official VTA recommendations on development conditions and mitigation measures for said proposals;
• Tracks compliance with permit requirements or other regulatory agency conditions for projects;
• Plans, coordinates, reviews, directs, and oversees the work of multi-disciplinary professional and technical staff and/or consultants conducting complex and comprehensive environmental studies;

Minimum Qualifications:

Employment Standards
Environmental Planner II: 
Development of the required knowledge, skills, and abilities is most typically obtained through training and experience equivalent to graduation from an accredited college or university with a four-year degree in environmental studies, natural or physical science, transportation or urban planning, or a related field, and one (1) year of experience in compliance or monitoring of environmental issues. (A Masters Degree in environmental, transportation, or urban planning or related discipline may be substituted for one year of the required experience).

Environmental Planner III:
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to a graduation from an accredited college or university with a four-year degree in environmental studies, natural or physical science, transportation or urban planning, or a related field, and four (4) years of increasingly responsible experience in environmental planning, including preparing and processing environmental documents for compliance with federal, state, and local environmental laws, regulations, and guidelines; managing related environmental compliance and mitigation programs; and reviewing environmental documents and development applications for project impact on transportation systems and/or facilities. Department

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into several divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Read Santa Clara, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services. 

 

Position

Read Santa Clara, the adult and family literacy program of the Santa Clara City Library, has offered English as a Second Language (ESL) services since 2023, as part of a state grant project. The ESL Program Assistant provides 1:1 and small group tutoring for limited English-speaking adults to strengthen their basic English speaking and listening skills and help achieve their goals. This position works with and reports to the ESL Program Specialist and Literacy Program Supervisor. This position is responsible for supporting literacy volunteers, assessing adult learners’ literacy needs, and documenting program data for grant reporting.  The ideal candidate has a passion for serving adults with limited English language skills from historically underserved communities.

 

This is a grant funded position for 15 hours a week till June 30, 2026. The position’s continuation beyond this date is subject to the availability of grant funds.

 

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Silicon Valley Power (SVP), the City of Santa Clara’s Electric Utility, is seeking two (2) skilled and customer-focused Information Technology Systems Specialists to support the utility’s end-user computing environment.

This position is part of SVP’s Systems Support Group (SSG) — the technology backbone of the utility — which provides reliable, high-quality technical support and systems management for SVP’s staff and operations. The Information Technology Systems Specialist plays a key role in help desk and deskside support operations, providing timely and effective technical assistance to end users. Core responsibilities include diagnosing and resolving hardware, software, and connectivity issues; performing system deployments, imaging, and upgrades; managing user accounts and access; and maintaining comprehensive technical documentation. The Department of Planning and Development is currently recruiting for one Senior Planner vacancy:

This Senior Planner will play a crucial role in reviewing complex professional-level tasks related to land use and planning laws, zoning, housing, discretionary entitlements with associated report writing for consideration by the County Zoning Administrator and/or Planning Commission, and the review of building permits and environmental analysis under the California Environmental Quality Act (CEQA). The Senior Planner will also serve as the lead on assigned projects, which may include overseeing a number of programs (examples include: County General Plan & Housing Element, Surface Mining and Reclamation Act, Santa Clara Valley Ag Plan, and Habitat Plan) and works independently, assuming responsibility for more complex projects (such as Stanford master planning), and must be resourceful and responsive to specialized assignments from Executive Management or the Board of Supervisors. The Senior Planner may also be responsible for reviewing development and parcel maps/subdivision proposals, as well as building plans, and permits. The County will be embarking upon a comprehensive General Plan Update, and other various vision plans and may be expected to oversee and manage these efforts. A Senior Planner with areas of expertise related to long-range/comprehensive planning and/or major project development processing experience, coupled with strong CEQA experience is desired.

•    Supervise the Bureau of Technical Services Technology Project Manager, who centralizes and manages all departmentwide projects. This includes overseeing project portfolio management to support executive decision-making on portfolios, projects, programs, and operations. 

•    Supervise the Interoperability Manager, who is responsible for public safety communications and data-sharing across law enforcement agencies. Represent the Police Department in regional and statewide public safety technology initiatives to enhance interagency cooperation and emergency response coordination.

 

THE IDEAL CANDIDATE

The ideal candidate will be an inspirational and engaged leader capable of advocating and ensuring the success of the Bureau of Technical Services. Excellent communication and interpersonal skills are necessary to build positive relationships and engage with several entities, such as the Silicon Valley Regional Interoperability Authority and the Urban Areas Security Initiative, as well as staff and City leadership. The successful candidate will work collaboratively with the other Deputy Chiefs to ensure the mission of the Department and vision of the Chief is accomplished.

The Deputy Director must be an exceptional and seasoned technology professional who can lead a dynamic and forward-thinking organization. A candidate with a comprehensive background in data analytics is sought. A leader in the IT field with strong management and communication skills is desired.

QUALIFYING EDUCATION & EXPERIENCE

Education 

•    A bachelor’s degree in criminal justice, public administration, business administration, information technology, data analytics, or a related field from an accredited college or university.

Experience

•    A minimum of six (6) years of progressively responsible leadership experience in law enforcement technology, crime analysis, digital evidence management, IT governance, or public safety operations within a public or private agency.

•    Experience in a law enforcement, nonprofit, public sector, or corporate environment working with a governing board and in a union, environment is highly desirable.

COMPENSATION AND BENEFITS

The salary range for the Deputy Director is $161,513.30 - $260,737.36

Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package that includes, but is not limited to: 

•    Retirement – Competitive defined benefit retirement plan with full reciprocity with CalPERS.
•    Health Insurance – The City contributes 90% towards the premium for the lowest-priced non-deductible plan. Several plan options are available. 
•    Dental Insurance – The City contributes 100% of the premium of the lowest-priced plan for dental coverage. 
•    Personal Time – Vacation is accrued initially at the rate of three weeks per year with amounts increasing up to five weeks after 15 years of service. Vacation accrual may be adjusted for successful candidates with prior public service to reflect a vacation accrual rate commensurate with total years of public service. Executive Leave of 40 hours is granted annually and depending upon success in the Management Performance Program, could increase to up to 80 hours. Sick Leave is accrued at the rate of approximately 8 hours per month. 
•    Holidays – The City observes 15 paid days annually. 
•    Deferred Compensation – The City offers an optional 457(b) plan.

This entry-level position is in our Operational Asset Management Team, where you will perform engineering and data analysis assignments that support the planning, maintenance, and rehabilitation of pipeline, pump station, and treatment plant assets. Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (up to one year).
