POSITIONS

The City of Santa Clara is recruiting for several vacant positions Citywide.

City Manager’s Office– 2 positions

The City Manager's Office is responsible for providing strategic direction and support to all City departments for day-to-day operations and planning, as well as support to the City Council with its policy making. The City Manager’s Office also operates as the Executive Director’s Office of the Santa Clara Stadium Authority (Stadium Authority), a joint powers agency that owns Levi’s Stadium, which is leased to the San Francisco Forty Niners for NFL Events. The Stadium Authority also contracts with the Forty Niners Stadium Management Company (Stadium Manager) for management of Non-NFL Events and facility operations at Levi’s Stadium. 

The City Manager’s Office/Executive Director’s Office is seeking two (2) motivated and experienced Management Analysts who will support budget development and management, procurement, contract administration, Public Records Act requests, and grant administration. 

 

Key responsibilities may include preparing and managing the Executive Director’s Office budget for the annual Stadium Authority Operating, Debt Service, and Capital Budget; supporting with tracking and payment of Stadium Authority Capital Expenditure (CapEx) projects; processing Public Records Act requests; assisting with Stadium Authority’s Procurement Policy Ordinance updates; implementing procurement processes; reviewing procurement requests and documentation for compliance with applicable agreements, laws, and policies; drafting reports and agenda items to the City Council/Stadium Authority Board including approval of service and public work agreements and note and file compliance reports; tracking and maintaining contract records in applicable records systems/platforms in accordance with public records laws and records retention policies; assisting with records retention updates; supporting the City’s Community Grant Program; serving as a staff liaison to community organizations; and providing various administrative support such as routing agreements and invoices for approval. The Management Analysts may also provide meeting support and work on special projects as assigned.

 

Ideal candidates for the Management Analyst positions will have the following:

•Knowledge of public policy, public finance, and government operations,

Community Development Department - Housing & Community Services Division (2 positions)

The Community Services Grants Management Analyst will oversee the administration of the City's federal HUD Community Development Block Grant (CDBG), HOME, and HOME ARP grant programs. Over the next five years, the City will administer over $6M in federal funds in support of housing counseling, senior services, landlord/tenant mediation, homelessness prevention, meal delivery, legal assistance, independent living assistance, and other critical services. These funds also support capital projects that renovate and repair single family homes, multifamily affordable housing, and public facilities. Santa Clara directly administers a revolving home rehabilitation loan program and oversees a Tenant Based Rental Assistance Program. The primary duties for this position include managing a small team, serving as the City’s liaison to the Regional HUD representative, staying current on applicable federal rules and regulations, preparation of the HUD Five Year Consolidated Plan, Annual Action Plans and HUD Consolidated Annual Performance and Evaluation Reports (CAPER),  preparing written and visual reports, administering competitive procurements, budgeting, managing contracts, managing funding allocations through the HUD IDIS system, monitoring and working with sub-recipients to ensure compliance, preparing funding draws, ensuring timely expenditures, conducting basic environmental reviews, and maintaining current policies and procedures. The ideal candidate is a skilled project manager who communicates clearly, collaborates with ease, is comfortable working with numbers and detailed spreadsheets, is able to adapt to changing HUD regulations, who is passionate about helping low-income communities thrive, is able to utilize resources from the County and State, and is able to complete reports, analysis and research for City Council and the Department.  The ideal candidate is able to work collaboratively with internal and external team members, be a solution-oriented team member, and able to build and grow a team. 

The Homelessness Response Management Analyst (HRMA) is a new position approved by the City Council that will support the implementation of the City’s Plan to Reduce Homelessness and Its Impacts and lead specific work items within the plan. The HRMA will help forge ongoing partnerships with local and regional nonprofit, government, faith-based, private sector, volunteer, and other groups that are working to provide innovative and effective solutions to homelessness. The HRMA will manage several programs and their related contract(s), evaluate and seek ways to improve or leverage the City’s programs, conduct research and policy analysis, prepare reports for the City Council and/or public, respond to and route inquiries, analyze data and review performance measures, identify potential funding sources, plan resource pop-up events, organize volunteers for the biennial point in time count, maintain access to the County’s Homeless Management Information System (HMIS) client database, and help develop focused solutions for chronically unhoused residents. The ideal candidate will be a compassionate and effective project manager who has experience with coordinating or managing a comprehensive work plan and is comfortable working with a wide variety of stakeholders including people experiencing homelessness. The HRMA will work in the Community Development Department reporting to the Housing & Community Services Division Manager and will work closely with the City Manager’s Office, several public facing departments, and the City’s contracted mobile case management team.

Electric Department (Silicon Valley Power)

The Electric Department is seeking a Management Analyst for its Compliance Division. This position will support the administrative activities of the Compliance Management Team (RFP management, budget preparation, contracts processing, policy and procedure development and maintenance), lead administrative projects, and help drive SVP’s NERC, Environmental, and Safety Compliance programs. 

Ideally, candidates will have prior experience working in cross-functional utility teams, utility operations or utility compliance, and will have a demonstrated aptitude for grasping, conveying, and applying technical information related to electric systems as well as interpreting regulations. Experience managing MS SharePoint is highly desirable.

Responsibilities include, but are not limited to, the following: 

•Maintains awareness of changes to regulations by reviewing regulatory updates, attending compliance conferences (local and regional), meetings, and calls, and reports back potential impacts to the organization.

•Benchmarks compliance program against other utility best practices and recommends/implements improvements

•Develops and manages internal controls

•Ensures program documents, training materials and platforms, and internal SharePoint sites are maintained and organized

•Provides oversight, analysis and guidance to employees and/or business units

•Works with SVP divisions to address compliance with regulations, as operational issues or system projects arise

•Works with Manager(s) to develop compliance program structure and build SharePoint sites for specific areas of compliance

•Maintains awareness of risks of non-compliance and ensures they are addressed

•Manages compliance program contracts with CAISO, PG&E, or other entities; also assists with RFPs for compliance consultants

•Supports audits and internal compliance monitoring activities

Fire Department – 2 positions

The Fire Department is currently recruiting for two Management Analyst positions to support the Fire Administrative Division and the Community Risk Reduction Division (CRRD). 

The Administrative Division provides essential administrative, fiscal, and human resources support while ensuring alignment with City-wide initiatives. The Management Analyst assigned to this division will analyze departmental procedures, policies, and data to develop recommendations that enhance performance, manage costs, and improve service delivery across the entire department.

The CRRD includes Fire Development Services, Fire Non-Development Services, the Certified Unified Program Agency (CUPA), Fire Education, and Fire Investigation. Its mission is to protect life, property, and the environment through education, engineering, enforcement, economic incentives, empowerment, and emergency response. The Management Analyst supporting CRRD will perform similar analyses focused on optimizing its unique programs and services. Both positions will collaborate closely with division leadership, staff, and other City departments to assess programs, develop and manage budgets, uphold regulatory standards and internal policies, and prepare clear, data-driven reports and recommendations.

Human Resources Department – 2 positions

The Human Resources Department for the City of Santa Clara is seeking a highly motivated and experienced Human Resources professionals with a specialized focus in recruitment and health and safety. This position will serve as a strategic business partner to departments across the City, supporting a variety of Human Resources programs.

Information Technology Department 

The IT Department is seeking a detail-oriented professional who possesses the ability to balance multiple priorities simultaneously, think critically, and be a team player.  Duties of the position include handling purchase orders, invoices, and RFPs, and ensures compliance through Unisys Contract Management. Strong analytical, administrative, and problem-solving skills are essential, along with proficiency in Microsoft 365, excellent communication abilities, and a collaborative, customer service–oriented mindset that supports continuous improvement and effective stakeholder engagement.  This position will be expected to write reports to Council and coordinate with internal and external stakeholders requiring exceptional analytical skills and communication.

GOVERNANCE

THE DEPARTMENT

The San José Police Department is dedicated to providing public safety through community partnerships and 21st Century Policing practices, ensuring equity for all. The Department is committed to treating all of San Jose’s diverse community members with dignity, fairness, and respect while protecting their rights and providing equal protection under the law. The San Jose Police Department has authorized 1,172 sworn officers and 569 civilian staff in four Bureaus comprised of 11 divisions with more than 61 specialized Units and assignments. The Department is responsible for policing a city of 181 square miles and over one million residents.

THE POSITION

The City of San José Police Department (SJPD) is seeking an experienced executive to serve as Deputy Director and lead the Bureau of Technical Services. Under the direction of the Assistant Chief of Police, the Deputy Director is responsible for developing and overseeing the Department’s strategic technology plan while managing Police Department support divisions, including the Systems Development Division (IT Division), Crime Analysis Unit, Body-Worn Camera Unit, BTS Technology Portfolio Manager, Interoperability Manager, and serving as the City-designated Working Committee board member for the Silicon Valley Regional Interoperability Association.

This position plays a pivotal role in ensuring that SJPD remains at the forefront of law enforcement technology, enhancing officer effectiveness, improving emergency response capabilities, and maintaining public trust. By integrating advanced technology solutions and data-driven decision-making, the Deputy Director directly contributes to the Department’s mission of protecting and serving the San José community with excellence and integrity.

As a key executive within the Police Department, the Deputy Director collaborates closely with the Chief, Assistant Chief, and Deputy Chiefs to lead a dynamic, progressive law enforcement agency. The Deputy Director must bring a balanced combination of law enforcement expertise, technical proficiency, and data analytical skills to drive operational effectiveness, officer safety, and community engagement through innovative technology solutions. This position oversees a staff of 48 with six direct reports and plays a crucial role in ensuring the Department’s IT infrastructure is resilient, secure, and aligned with the mission-critical needs of first responders.

Duties include, but may not be limited to the following:

•    Mentor and lead multiple teams by setting clear division goals, establishing performance standards, and conducting regular staff evaluations. Provide coaching and professional development opportunities to ensure team members align with the Police Department’s strategic IT objectives and operational priorities.

•    Develop, oversee, and enforce Police Department IT governance structures, policies, and security protocols to ensure that technology investments and initiatives support law enforcement operations, mitigate risks, and comply with DOJ Criminal Justice Information Systems (CJIS) Security Policies, as well as other relevant law enforcement regulations and standards.

•    Drive innovation and continuous improvement within the Police Department’s IT infrastructure by leveraging emerging technologies, industry best practices, and data-driven solutions. Identify opportunities to enhance system performance, cybersecurity, scalability, and reliability while optimizing cost efficiency to support critical policing functions, officer safety, and real-time intelligence operations.

•    Proactively monitor and assess the Police Department’s technology solutions, ensuring system roadmaps align with operational needs, investigative requirements, and future policing advancements. Develop strategies to modernize infrastructure, enhance digital forensics capabilities, and improve emergency response efficiency.

•    Collaborate with executive leadership across the Police Department to drive strategic technology initiatives that enhance investigative capabilities, crime analysis, real-time intelligence gathering, and public safety outcomes.

•    Oversee resource allocation and budget management, ensuring timely and measurable technology advancements within financial constraints. Provide strategic recommendations on IT investments and actively participate in long-term technology planning and public safety modernization efforts.

•    Establish and maintain strong partnerships with external vendors, technology providers, and law enforcement agencies to ensure seamless integration of mission-critical solutions. Negotiate contracts, manage vendor performance, and enforce compliance with CJIS security standards to safeguard law enforcement data and digital assets.

•    Collaborate with patrol, investigations, and command staff to integrate technology that enhances officer situational awareness and investigative efficiency. Build strong relationships with regional law enforcement agencies, technology partners, and public safety stakeholders to advance interoperability and intelligence-sharing.

•    Promote employee wellness, staff engagement, and professional development to maintain a highly skilled and mission-focused team. 

•    Directs and oversees the Systems Development Division (SDD), which consists of three specialized teams: the Applications Team, responsible for software solutions and law enforcement applications; the Infrastructure Team, managing networks, servers, and cybersecurity; and the Sworn Team, comprising one sergeant and four officers, ensuring seamless integration of technology with policing operations. This division plays a critical role in advancing the San José Police Department’s technology infrastructure and IT operations, consisting of 23 professionals. SDD drives strategic IT initiatives that enhance investigative capabilities, real-time intelligence, and public safety outcomes. SDD ensures compliance, cybersecurity, and operational resilience by implementing robust governance structures, enforcing CJIS security policies, and leveraging emerging technologies. SDD is managed by a Division Manager who provides leadership and strategic direction to ensure the success of the department’s technology initiatives.

•    Direct and oversee the Crime Analysis Unit (CAU), which is responsible for crime data collection, analysis, and reporting to support strategic, tactical, and administrative law enforcement functions. Ensure compliance with National Incident-Based Reporting System (NIBRS) standards for accurate and timely crime reporting to local, state, and federal agencies. Lead the development and enhancement of Power BI dashboards and other analytical tools to provide real-time operational insights to command staff, patrol, and investigative units.

•    Direct and oversee the Body-Worn Camera (BWC) Unit and Photo Lab, ensuring compliance with state and federal regulations, including data retention, security, and public disclosure policies. Ensure the secure storage, retrieval, and management of digital evidence to support investigations, prosecutions, and public transparency. Support public trust and department accountability by implementing best practices for digital evidence management, audit processes, and system integrity.

•    Supervise the Bureau of Technical Services Technology Project Manager, who centralizes and manages all departmentwide projects. This includes overseeing project portfolio management to support executive decision-making on portfolios, projects, programs, and operations. 

•    Supervise the Interoperability Manager, who is responsible for public safety communications and data-sharing across law enforcement agencies. Represent the Police Department in regional and statewide public safety technology initiatives to enhance interagency cooperation and emergency response coordination.

THE IDEAL CANDIDATE

The ideal candidate will be an inspirational and engaged leader capable of advocating and ensuring the success of the Bureau of Technical Services. Excellent communication and interpersonal skills are necessary to build positive relationships and engage with several entities, such as the Silicon Valley Regional Interoperability Authority and the Urban Areas Security Initiative, as well as staff and City leadership. The successful candidate will work collaboratively with the other Deputy Chiefs to ensure the mission of the Department and vision of the Chief is accomplished.

The Deputy Director must be an exceptional and seasoned technology professional who can lead a dynamic and forward-thinking organization. A candidate with a comprehensive background in data analytics is sought. A leader in the IT field with strong management and communication skills is desired.

COMPENSATION AND BENEFITS

The salary range for the Deputy Director is $161,513.30 - $260,737.36

Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package that includes, but is not limited to:

The North Tahoe Fire Protection District is currently accepting applications for current and future job openings from qualified individuals to serve on the chipping crew. These positions are grant-funded, seasonal positions assigned to a 40-hour work week. These positions are returning to the fire district in 2025, and we’ll be hiring three people to operate the chipping crew.  This position is expected to be active from approximately May through November.  The actual start and end dates will be dependent on weather and snow conditions and may be extended beyond 6 months, but no more than 9 months from the employment start date.  The eligibility list established from this recruitment will be used to fill current and future vacancies.  

The Chipping Crew Members work under the direct supervision of the Division Chief of Fire and Life Safety or their designee.  

The primary purpose of this crew is to operate a residential chipping program for the local community. This includes responding to chipping requests, traveling to those addresses with a truck and chipper, chipping the material, ensuring a clean site upon leaving, potentially hauling and dumping the material at a temporary holding site, assisting with loading, and ensuring activities are adequately tracked. The applicant must be comfortable working in outdoor environments under varying weather conditions and lifting objects frequently up to 25 pounds and occasionally up to 50 pounds.  Chipping crew members will also assist with community workdays utilizing the truck and chipper or assisting with cutting and hauling combustible materials and filling green waste dumpsters.

The Department: 
Silicon Valley Power (SVP) is the City of Santa Clara’s municipal public power utility. Located in Northern California’s Santa Clara County, SVP is primarily a distribution utility contained within a roughly twenty square mile footprint and embedded within the much larger PG&E utility system. SVP operates under the jurisdiction of the California Independent System Operator (CAISO) and the Western Electricity Coordinating Council (WECC). SVP operates voltages of 230kV and 115kV (transmission), 60kv (sub-transmission), and 12kV (distribution). Its peak load in 2024 was 718MW and has the ability to generate up to 200MW internally. SVP has roughly 60,000 meters with 90% of the load industrial-commercial and 10% residential. SVP is a NERC registered utility and conforms to NERC 693 and CIP reliability standards. It is the mission of SVP to be a progressive, service-oriented utility, offering reliable, competitively priced services for the benefit of the City and its customers. The Position:  
Electric and Water System Operators (EWSO) ensure that all Electric, Water and Storm sewer systems are operated reliably, efficiently and effectively in a safe manner and restoring service in a timely way to all customers.  The EWSO has responsibility for monitoring and operation of the City's municipal electric power, water, transmission and distribution systems and for coordinating planned and unplanned power outages. As a Transmission Operator, operating personnel in this position have the responsibility to comply with NERC reliability standards and the authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System. These efforts are coordinated with the appropriate Reliability Coordinator (RC), affected Transmission Operator(s) (TO) and affected Balancing Authorities (BA). This position is staffed 24/7 365 utilizing a rotation of 12 hour shifts with Operators alternating between days and nights.

The annual salary range for this position is $174,817.92 - $223,593.84 annually.  This position will be filled at or near the minimum of the salary range.

EDUCATION AND EXPERIENCE

Minimum Requirements:

• Graduation from high school or possession of a GED

• 1) Two (2) years of experience in an electric utility performing complex load dispatching and switching

• 2) Four (4) years of experience in an electric utility as a generating plant or substation operator with sub-dispatching responsibility

• 3) Four (4) years of experience with the City of Santa Clara Electric Department, including at least one (1) year as an journey-level or higher, electrician or lineman/linewoman 

• 4) Completion of a recognized State of California Electric System Operator apprentice program

Desirable Qualification:  A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC)

LICENSE: Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

CERTIFICATES: Possession of the following certificate is required within one year of hire date and for the duration of appointment:

• A valid Water Distribution System Operator Certificate (Grade D-1 or above) issued by the California Department of Health Services (DHS).

• A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC).

Incumbents will be required to obtain and maintain any other license or certification mandated by NERC for the position of Transmission Operator and necessary for the performance of duties under the current scope of responsibilities pertaining to the SVP Transmission System.

OTHER REQUIREMENTS

• Incumbents may be assigned to work on a rotating 12-hour shift schedule

• Incumbents must have the ability to work, as assigned, to schedules that may include weekends, holidays, and non-traditional work hours; and a willingness to work overtime as required

• Incumbents may have to pass an initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State and/or industry security requirements

• Must be able to perform all of the essential functions of the job assignment.

PERMANENT CITY EMPLOYEES PREFERENCE POINTS: Current permanent employee candidates who receive a passing score on the examination will have an additional five (5) points added to their final score.
