OASIS is community field-based mental health services provided to older adults at their place of residence. This home visit services include medication evaluation and monitoring, individual counseling/therapy, and case management. This multiple discipline team with language capacity in English, Spanish, and Chinese, consists of Psychiatrists, Licensed Clinical Social Workers, Licensed Marriage & Family Therapists, a Community Mental Health Nurse, and a Peer Support Worker. Services are available to San Mateo County residents age 60 and over with issues of mobility and mental health conditions that impact their day-to-day functioning.  

Clinicians will use evidence-based approach to perform assessment, diagnosis, make medical necessity treatment plans, case management, individual therapy, and work with family members of clients' and other community providers for clients' mental health follow-up care needs. These interventions are provided in field setting or in clients' place of residence, and/or as needed to clients who are living in the community.

Clinicians are committed to providing medical necessity treatment that supports the clients' goals of independence and self-sufficiency with other service providers' support to continually live in the community with better quality of life. These positions embrace the challenge of providing simultaneous cooccurring treatment for both mental illness and substance use disorders in some cases; to work in an older adult outpatient setting as a member of a multidisciplinary team in collaboration and within the system of care.  

The ideal candidates will possess:  

• A current license as either a Licensed Clinical Social Worker or Marriage and Family  
• Therapist, or are collecting hours to take the licensing exam;  
• Solid clinical treatment, assessment, diagnostic and evaluation skills;  
• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities;
• Experience delivering services to adult and/or older adult consumers who have cooccurring behavioral health and substance use disorders;  
• Excellent documentation skills: progress notes, assessments, client care plans, etc.

Licensure/Certification:  

• PSW I - current California registration as a Clinical Social Worker Associate (ASW).  
• MFT I - current California Registration as a Marriage and Family Therapist intern (IMF). Individuals hired in these classifications must become licensed within three years from the date of employment as a Clinical Social Worker or Marriage and Family Therapist by the State of California. 
• PSW-II - current California license as a Clinical Social Worker (LCSW).

The Department of Public Works is seeking well-qualified candidates for the position of Stationary Engineer II.

About the Department
The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers.
 
Public Works has a budget of approximately $200 million and is comprised of over 300 employees in four divisions: Administrative Services and Airports, Engineering and Resource Protection, Facility and Capital Projects, and Road Services.
 
Facilities Maintenance & Operations
FM&O, short for Facilities Maintenance & Operations, ensures County facilities are safe, comfortable, and clean. From historic landmarks to modern offices, we keep things running smoothly.

The FM&O Stationary Engineers perform maintenance and repairs to the various plumbing, mechanical, and lighting systems throughout County facilities. These include boilers, chillers, pumps, motors, lamps, ballasts, drivers, toilets, sinks, and faucets as well as utilizing the lighting and building control systems to schedule and adjust run times of the various pieces of equipment. There are multiple Stationary Engineer I/II vacancies in FM&O.

The Position
Under the direction of a Supervising Stationary Engineer, Stationary Engineers are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, water treatment systems, boiler equipment, and piping repair, building automation systems, and miscellaneous equipment repair. Stationary Engineer II is a journey-level classification, and incumbents are expected to have proficiency, perform independently, and solve complex problems in all of the areas listed above.

There are multiple vacancies to be filled throughout the Department. Work locations will include Redwood City Government Center, San Mateo Medical Center, Youth Services Center, and Maple Street Correctional Facility.
Candidates hired as Stationary Engineers must be willing to work evenings, weekends, and alternate shifts. They must also successfully obtain and maintain a Sheriff's Office security clearance as a condition of employment. 
 
The ideal candidates for these positions will have:

• At least three years of journey-level experience as a Stationary Engineer.
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems.
• Extensive knowledge and experience working with boiler and HVAC systems.
• Proficiency in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake.
• Certification as a Backflow Prevention Tester.
• Experience in energy management and computer-controlled systems.
• The ability to troubleshoot, repair, and maintain a variety of equipment, including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, fresh air and exhaust fans, economizers, and humidifiers.
• Experience with Fire Alarm testing, troubleshooting, and NFPA codes.
• Experience in a hospital or healthcare setting.

Examples Of Duties:

Duties may include, but are not limited to, the following:

• Operate, maintain, install, and repair electrical, refrigeration, plumbing, heating, air conditioning, and ventilating systems.

• Replace pumps and pump seals, and repair and replace motor valves.

• Troubleshoot HVAC, plumbing, electrical, and energy power systems.

If designated as the certified water treatment operator:

• Perform water sampling in coordination with the health laboratory.
• Maintain logs of facility operations, test results, scheduled maintenance, and other operating conditions.
• Control filter operations.
• Coordinate special projects related to water treatment and distribution, in close coordination with supervisor/manager.
• Troubleshoot complex technical problems related to water treatment and develop recommendations to improve water quality standards, facility effectiveness, and efficiency.
• Perform quality analysis of raw and treated water.
• Compile data concerning flows, chemical dosages, levels, pressure, volume, water quality, and other operational information.
• Prepare reports.

Qualifications:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  
 

• Completion of courses related to maintenance, installation, and repair of electrical, HVAC, plumbing, refrigeration, and power equipment.
• Two years of journey-level experience as a stationary engineer or equivalent, AND demonstrated experience in maintaining, installing, and repairing electrical, HVAC, plumbing, refrigeration, and power equipment in a large building, plant, or vessel.
• Two years of experience can be substituted with the completion of an apprenticeship program.

Licensure/Certification:

• Must obtain and maintain Sheriff's Office security clearance.
• Universal Certification in Freon recovery upon hire.
• Obtain Backflow Certification within six months of hire and maintain certification.
• If designated as the water treatment operator, possession of or ability to obtain a valid Grade II Water Treatment Operator Certification issued by the State of California within six months of employment is required.

The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators.

Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities.

The annual salary range for this position is $100,518.12 - $128,189.88.  This position may be filled at or near the minimum of the salary range.

Minimum Qualifications

EDUCATION AND EXPERIENCE
• Graduation from high school or tested equivalent; and
• Two (2) years of full-time paraprofessional engineering experience at a level equivalent to City of Santa Clara Engineering Technician including at least one (1) year working with Computer Aided Drafting (CAD) and/or Geographic Information System (GIS) tools and software.

ACCEPTABLE SUBSTITUTION
Possession of an Associate’s degree or higher OR minor in engineering or GIS may be substituted for one (1) year of the required experience.

DESIRABLE QUALIFICATIONS
• Possession of an Associate’s degree or higher, including satisfactory completion of post-secondary courses in mathematics, engineering, CAD, GIS, and related subjects
• A certificate in CAD
• A certificate in GIS
• Experience using Supervisory Control and Data Acquisition (SCADA) systems
• Experience using Computerized Maintenance Management Systems (CMMS)

LICENSES/CERTIFICATIONS
Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for the duration of employment.

• Must be able to perform all essential functions of the job assignment, with or without reasonable accommodations.
• May be required to work shifts, weekends, and off and unusual hours in the performance of duties and in emergency situations.

The role of Clinics Manager is integral to the mission and vision of San Mateo Medical Center. San Mateo Medical Center is a public hospital and clinic system fully accredited by The Joint Commission. The Medical Center operates outpatient clinics throughout San Mateo County and an acute-care hospital in San Mateo. The mission of San Mateo Medical Center is to "partner with patients to provide excellent care with compassion and respect." As part of an integrated Health System, the Medical Center serves the healthcare needs of all residents of San Mateo County, with an emphasis on education and prevention.

We are seeking two clinic managers who will operate under the general direction of the Deputy Director of Ambulatory Care. The clinic managers plan, coordinate, direct, manage, supervise and evaluate the full range of programs and services offered at the community-based health clinics; recommend, develop, implement and evaluate goals, objectives, policies and procedures related to clinics; provide leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing clinic services; and provide highly complex staff support to senior-level management. The clinic managers also lead and participate in complex performance improvement activities; develop systems to track the progress of strategic initiatives, departmental operational goals, and communicate progress in key forums; develop productive relationships with labor partners while navigating operational needs and developing and sustaining effective employee engagement processes. The clinic managers exercise direct and indirect supervision over a diversified clinical and support staff team.

The ideal candidates will have working knowledge of clinic operations, particularly in outpatient clinics that offer primary care, adolescent care, and pediatrics, as well as in budgeting and scheduling. The ideal candidates will also be experienced in change management, improving patient satisfaction scores, and continuous process improvement (Lean). Experience in a public/safety net clinic is highly desirable. The ideal candidates will also have the ability to lead complex performance activities.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, direct, monitor, coordinate and evaluate the operations and service delivery programs of a regional health clinic or clinics, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.

• Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community health care needs.

• Assess the quality of patient care; develop and generate community support for changes or enhancements to service delivery methods; advocate for patients with medical staff to ensure appropriate care is provided.

• Monitor census/patient flow and project future patient care demands; develop staffing schedules and assignments to provide the necessary level and type of care.

• Develop, present, and advocate for clinic funding; administer and monitor the approved budget to ensure the accomplishment of clinic care objectives within budget restrictions.

• Act as liaison between senior-level management, advisory boards and commissions, regulatory bodies, and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.

• Maintain an effective working relationship with a variety of public and private organizations, including other Health Services Agency staff, County departments, and agencies.

• Consult with other program managers on relevant program issues; develop alternative strategies for dealing with community health needs and assist in the implementation of solutions as necessary.

• Act as advocate and spokesperson in the community in support of programs and services; interpret, explain, and direct the enforcement of community health-related standards, codes, and regulations.

• Provide highly complex staff assistance to senior-level management and related commissions and advisory boards on program issues.

• Prepare a wide variety of detailed written reports, policies, procedures, and contracts.

• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three years of administrative or managerial experience in a healthcare delivery, social, or community services organization, including significant responsibility for one or more of the following: program and budget development, program service delivery, funding, utilization, coordination of community resources, or program evaluation.
