Solid Waste Programs Division Manager

The City of Sunnyvale is looking to hire a Solid Waste Programs Division Manager. Benefits for this position include:

• contributes 4% of the 7% employee contribution to CalPERS for classic members;

Reporting to the Director of Environmental Services, this manager leads and manages the Solid Waste Programs Division including the award-winning Sunnyvale Materials Recovery and Transfer (SMaRT) Station, the solid waste collection franchise contract and the closed Sunnyvale Landfill.
 
The Solid Waste Programs Division is leading the charge towards making Sunnyvale a Zero Waste City with the goal of 90% waste diversion by 2030 through innovative programs like FoodCycle and waste energy recovery. Another exciting challenge that the Division Manager will be leading is the rebuilding of the SMaRT Station.
 
The Solid Waste Programs Division Manager is a management classification responsible for a wide range of functions including preparing and administering the divisional budget, supervising technical and professional staff, outside agencies and consultants, leading major projects and representing the Division with other departments.

Minimum Qualifications

Education/Experience

A bachelor's degree from an accredited college or university in environmental science, engineering, public administration, or related field; AND

Six (6) years of experience in solid waste management, including two (2) years of experience in a supervisory capacity.

TMD serves as a California-Certified Unified Program Agency (CUPA) and is responsible for implementing, inspecting, and enforcing hazardous materials and environmental regulations on behalf of the California Environmental Protection Agency (CalEPA), the Governor’s Office of Emergency Services (Cal OES), and the State Fire Marshal within the City of Berkeley. A typical way of gaining the knowledge, skills, and abilities is:

Possession of a Bachelor’s degree from an accredited college or university with major course work in biology, physical or environmental science, environmental health, industrial hygiene, or a closely related field, or registration as an Environmental Health Specialist.

Hazardous Materials Specialist I

• In addition to the education requirement, some experience in hazardous materials management, environmental health inspections, industrial hygiene practices, or a similar hazardous materials program is desirable.

Hazardous Materials Specialist II

• In addition to the education requirement, two (2) years of experience in hazardous materials management, environmental health inspections, industrial hygiene practices, or a similar hazardous materials program.
• Possession of a Master’s degree in a qualifying field may be substituted for one (1) year of the required experience.
• Must obtain and maintain International Code Council (ICC) certification as a California Underground Storage Tank (UST) Inspector.

Other requirements: Incumbents in both classifications must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

• Review of capital improvement project (CIP) design memos, plans, and specifications. 
• Collaborate with operations staff to evaluate performance of unit processes at the plant by analyzing data and monitoring trends.
• Assist in-house projects relating to process improvement and maintenance.

The Division

The Fremont Family Resource Center (FRC) Division of the Human Services Department provides core services to a unique and innovative collaborative of more than 20 State, County, City of Fremont and non-profit organizations co-located and working together to serve individuals, families, and children, in southern Alameda County. The FRC provides a friendly environment, offering multi-lingual support where residents may obtain resources, problem solving and benefits at one convenient location.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who may have complex social and medical needs including health/mental health care, financial assistance, employment opportunities, as well as housing assistance.

The incumbent will provide comprehensive psycho-social assessments and develop and implement care plans.
