The City of Half Moon Bay is a Bay Area coastal community of approximately 12,500 residents and is located 25 miles south of San Francisco. The City is governed by a five-member elected City Council and utilizes the council-manager form of government. The City Council appoints a City Manager who is responsible for the oversight of daily operations and provides leadership for the City’s programs. The City currently employs 45 full-time employees in the following departments:  City Manager’s Office, Communications / City Clerk, Administrative Services, Community Development, and Public Works. The City contracts Public Safety with the San Mateo County Sheriff's Department.

Description

The incumbent provides high-level public information, community outreach, and multi-media services that require in-depth knowledge of public sector communications, multi-media, script writing and editing, website and graphic design and experience in managing and implementing creative and innovative promotions and projects.

Under general direction, the Communications Program Manager coordinates the citywide public communications activities and maintains content on the City's website and intranet; implements and supports internal and external communications efforts; and coordinates social media and video communications activities.  Incumbents may function as a supervisor of as-needed employees, or an individual contributor, depending on the department or assignment.

Typical Duties:

Duties may include, but are not limited to, the following:

• Develop, lead, and implement community outreach strategies to engage residents, local organizations, and stakeholders (e.g. Civic Academies). 
• Implement marketing and advertising campaigns to promote City services, activities, programs, and special events. 
• Develop, write, edit, and produce various communication materials including newsletters, brochures, correspondence, reports, speeches, presentations, and special publications.
• Perform the research, planning, and analysis necessary to develop and implement the City’s community relations and public communications efforts.
• Write and coordinate the preparation, publication, and distribution of the weekly City’s newsletter and other departmental and project-based newsletters, as well as City brochures, press releases, multimedia scripts, and other collateral materials.
• Maintain the City’s website content and design ensuring accuracy, consistency, and quality.
• Coordinate and develop the City’s social media program and policies.
• Interface and coordinate with graphic designers, printers, and mailing services for production and distribution of materials.
• Respond orally or in writing to public inquiries and provide information to the public on services, facilities, and programs, as needed.
• Attend a variety of staff, Council, commission, and other related meetings.
• Provide advice and support to City staff regarding public and media relations.
• Prepare and submit award nominations, proclamations, and other written materials as needed.
• Receive, prepare, respond to, and facilitate solutions to citizen complaints, inquiries, and requests.
• Participate in the planning and implementation of special events.
• Perform other duties as assigned.

Applicants are responsible for contacting South Bay Regional Public Safety Training Consortium and self-enrolling in the required written exam. National Testing Network (NTN) Frontline Law Enforcement Written Examination (Online option): Applicants can register with NTN and schedule for the written examination by visiting www.nationaltestingnetwork.com, select “Find Jobs”, then select “Law Enforcement Jobs” and sign up for San Mateo County Sheriff’s Office. You must take the examination first before applying. Candidates who have already completed the National Testing Network (NTN) examination may submit their results through NTN to our agency. The exam must have been taken within one year of your submitted application. Candidates must meet the minimum passing scores. Acceptance of NTN exam scores are subject to verification with National Testing Network.

 

Qualifications

As required by California State Law candidates for Deputy Sheriff Trainee and Deputy Sheriff classifications must have the following qualifications:

Education:  A high school graduate or passing the General Education Development (GED) test or other high school equivalency test approved by CDE, or completion of at least 60 college units from an accredited or approved institution to apply.

Knowledge of: Civil laws, codes, ordinances and recent court decisions; principles and practices of law enforcement, criminal investigation and basic psychology, rules of evidence, laws of arrest and court procedure.

Skill/Ability to: Work collaboratively with others to solve problems; read and comprehend legal documents, law enforcement manuals, and court decisions; read standard street and highway maps; follow instructions; function effectively under stress; demonstrate leadership and control in volatile, rapidly changing environments; maintain impartiality, transparency and make accurate observations; perform repeated strenuous physical exertion; write complete and accurate reports and correspondence.; communicate clearly and respectfully with all types of people, both orally and in writing; lead by personal example by interacting professionally and compassionately with community members; meet State of California Peace Officer Standards and Training (P.O.S.T.) medical, physical and psychological standards for law enforcement.

Licensure/Certification:

• Possession of a Class C California driver license or equivalent (both classifications).

Deputy Sheriff Trainee: Eligibility for State of California P.O.S.T. law enforcement academy and field officer training OR successful graduation from State of California P.O.S.T. law enforcement academy and eligibility for field officer training.

Other Requirements:

• Must be at least 21 years of age per P.O.S.T and AB-89 Peace Officers: Minimum Qualifications.

Oral Interview: Qualified candidates will be invited to participate in a panel interview with the Sheriff’s Office Professional Standards Bureau.

Physical Agility Exam: Qualified candidates will be invited to participate in a physical agility test which may include, but is not limited to, the following events: weight drag, obstacle course, fence/wall climb and 1.5 mile run completed in 15 minutes or less.

Candidates must successfully pass both the departmental interview and the departmental physical agility test to be hired for the position of Deputy Sheriff's Trainee.

Position Summary

Under general supervision, operates a variety of transit vehicles to transport passengers along specific, assigned routes according to the District's requirements. Provide service in a safe, courteous and reliable manner. Responsible for written reports and other information as required. Upon completion of the Golden Gate Transit Training Program, the employee operates regularly scheduled assignments. All runs will originate in either Santa Rosa, Novato or San Rafael.

Hourly Pay: $31.29/hour to $36.81/hour

 If selected for the position, new hires will need to complete Golden Gate Bridge, Highway & Transportation District’s Bus Operator Apprenticeship Program ($31.29/hr benefits not included) which is approximately twelve (12) weeks, Monday through Friday, 6:30 a.m. to 3:30 p.m.

Upon successful completion of training, pay increase granted to $33.13 per hour, plus benefits. All new hires will be required to complete a 120 probationary period upon completion of training.

San Mateo County Behavioral Health and Recovery Services (BHRS) is seeking a well-qualified individual for the position of Psychologist I/II-Behavioral Health and Recovery Services. 

There is currently one vacancy on the Central County Adult Mental Health Clinic team in San Mateo.

 

In this position, the psychologist will work as part of a dynamic, multicultural and multidisciplinary team, supporting our culturally diverse San Mateo residents who are diagnosed with a Serious Mental Illnesses and Co-Occurring Disorders.

This Psychologist will conduct admission assessments and evaluation, provide individual and group therapy, crisis intervention, case management, and rehabilitation services to a caseload of adults diagnosed with a serious mental illness.  The Psychologist will also support the psychology doctoral student program and the MSW/MFT graduated internship program at the clinic and provide students with supervision and provide clinical consultation. The Psychologist will work with the team in appropriate discharge planning and coordination of care with other community based organizations.
 
In this position, the psychologist will also administer psychological testing to a small number of clients referred from other BHRS Adult outpatient clinics.

Psychologist I is the entry level class in the Psychologist series, providing professional psychological diagnostic and therapeutic services in a county program. Work is generally of a routine nature requiring more direct supervision for the more complex cases. This class is flexibly staffed with Psychologist II and incumbents are expected to advance to the higher level after gaining experience and demonstrating the required proficiency.
 
Psychologist II is the fully experienced journey level class in the Psychologist series providing a full range of professional psychodiagnostic, psychotherapeutic, consultant and training and research work in a comprehensive community mental health program with a high degree of skill and independence.

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a well-qualified individual for the position of Supervising Mental Health Clinician - Adult and Youth Services. Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field.
 
The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team, the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), Homeless Engagement Assessment Linkage (HEAL) team, and the law enforcement, mental health partnership within multiple cities in the County.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.
 
The Supervising Clinician oversees daily operations and directs a multidisciplinary team providing recovery-based behavioral health services, outreach and linkage for BHRS' crisis and outreach teams. Services provided include: supervising mobile clinicians who are working in tandem with city law enforcement at behavioral health crises and/or with homeless outreach programs throughout the County, supervise the program specialist for the Crisis and Outreach Team, and conduct trainings and presentations to law enforcement and the community.
 
The teams include psychiatrists, social workers, marriage and family therapists, law enforcement officers and community workers who are consumers or family members. The clinical teams may also work with clinical interns.

The Behavioral Health and Recovery Services (BHRS) Division of San Mateo County Health seeks an experienced psychiatrist to serve as Supervising Adult Psychiatrist for our Interface Primary Care Team.

Interface Primary Care is a BHRS mental health integrated, collaborative care program providing psychiatric services and Medication Assisted Treatments (MAT) to adults receiving care in the Federally Qualified Health Center (FQHC) Community Primary Care Clinics operated by San Mateo County Health. These clinics are located at North County Primary Care Clinic (in Daly City), Fair Oaks Health Center (in Redwood City), San Mateo Medical Center (SMMC), South San Francisco Primary Care Clinic (South San Francisco), and the Sequoia Teen Wellness Center (in Redwood City). This position will be a mix of direct clinical care and providing leadership and supervision for an interdisciplinary team of providers. This position also includes collaborative consultation with primary care/specialty medical providers and support for MAT services across BHRS.

This position is a full time, 1.0 FTE (40 hours per week) position. This Supervising Adult Psychiatrist will report directly to the Medical Director of BHRS and will assist him/her in providing the highest quality behavioral health care in San Mateo County.

• Member of the BHRS Pharmacy and Therapeutics Committee and support the Pharmacy Services;
• Member of the BHRS Medical Chiefs Leadership Group;
• Member of the Residency Training Committee and its selection and evaluation process;
• Regular meetings with the BHRS Medical Director;
• Help review grievances that come to BHRS regarding the Interface Primary Care Team;
• Review and approve timecards for supervisees;
• Organize and coordinate clinical coverage;
• Organize and facilitate monthly meetings and individual supervision, performance evaluation, and appraisals;
• Review and approve educational and professional expenses prior to submission to BHRS Medical Director; and

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Completion of a residency program and three years of experience in Adult Psychiatry.

Licensure/Certification:

• License to practice medicine or osteopathy in the State of California.
• Possession of a valid Basic Life Support (BLS) certification.

Knowledge of:

• Health care management practices and principles including revenue retrieval.
• Current developments, trends and research in a medical specialty.
• Principles and practices of supervision.
• Development of medical policies, procedures and protocols.

San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Strategic Projects Manager. This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics.
 
There is currently one regular vacancy in the Public Health, Policy and Planning Division located in San Mateo, CA.
 
Primary responsibilities will include, but are not limited to, the following:  

• Quality assurance and improvement:  build and visualize data in management reports and dashboards; convert data to information and use it to guide process improvement.
• Process improvement:  facilitate, document, track, organize, measure progress; e.g., conduct improvement work within daily huddles.
• Project management:  lead projects and provide ad hoc support of projects.
• Knowledge management:  inventory and maintain infrastructure of core programmatic documents and processes, how files are stored and shared.
• Partnership building:  support internal staff operational needs; coordinate with other stakeholders, such as staff from Behavioral Health & Recovery Services, Human Services Agency, Health IT, San Mateo Medical Center, grant makers, state agencies, etc.
• Management of administrative staffing:  supervise intermittent interns and volunteers.
• Contract and MOU support:  assist Clinics Manager to write scopes of work, produce required reports and invoices for categorical funding and operational agreements.
• Revenue optimization support:  oversee billing quality assurance and improvement, facilitate braided funding opportunities and oversight.
• Policy and procedures facilitation:  maintain inventory and lead update processes through completion, including occasional initial literature reviews or research and coordination of stakeholders.
• Change management and leadership synchronization:  coordinate staff engagement, training, feedback to ensure successful system changes, take meeting minutes, contribute to agendas, track on-going project work in support of meeting goals.

Ideal candidate will possess:  

• Experience with project management and process improvement as the lead.
• Knowledge and/or experience with:  County of San Mateo; health; people experiencing homelessness; HIV and Sexually Transmitted Infections (STIs).
