TEMPORARY LIBRARY SPECIALIST III, PART TIME

Note: Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1-June 30). *Seasonal non-benefited employees are limited to working no more than six (6) consecutive months and no more than 900 hours in a fiscal year (July 1-June 30). 
 
 The City of Sunnyvale is seeking to fill the positions of Temporary Library Specialist III. An energetic and highly motivated individual who possesses excellent customer service, technical and interpersonal skills is needed. 
 
 This classification provides clerical support for Library operations and programs by receiving and responding to patron questions, performing circulation duties, and performing duties related to the opening and closing of the Library. This classification differs from the lower-level classification of Library Specialist II in that the Library Specialist II performs the more routine duties.

Essential Job Functions:

(May include, but are not limited to, the following):

• Conducts transactions with the public and employees including the acceptance of payments or fees, registration of new library cards, checking library materials in and out using either manual or automated circulation systems, updating patron records, preparation of requisitions, and receiving reports, distribution of documents, data, or information.
• Provides information about library services, policies, and procedures to the public.
• Performs simple operations for updating or blocking certain fields in a patron's record and performs related work on the online system.
• Assists and trains patrons on the use of the Technology Center; troubleshoots public access computer issues; and responds to patron questions regarding computer usage.
• Uses the online system to search for library materials and patron information.
• Assists in receiving and resolving patron complaints and questions.
• Deletes and discards outdated and damaged library materials from circulation system.
• Processes and shelves holds and other library materials.
• Types documents and routine correspondence.
• Mends books, media and audiovisual library materials.
• Performs simple maintenance on library equipment and machines.

In addition to the duties above, employees may be assigned to one or more workgroups.
 
 If assigned to the Circulation work group, additional duties include:

• Provides first point of contact customer service to patrons in person and on the phone.
• Performs daily start-up and closing operations for the computerized circulation system including setting up and taking down self check-out machines, logging on and off computers and restocking the circulation desk.
• Delivers library materials to homebound residents and offsite locations.

If assigned to the Technical Services work group, additional duties include:

• Processes new library materials; applies labels and creates packaging; programs RFID tag, enters information into circulation system and organizes onto carts for processing.
• Corrects call number labels and barcodes; reviews and resolves issues related to media playability.
• Receives and processes receiving slips and invoices for payments.
• Maintains work group's processing manual.
• Develops, maintains, and archives a variety of files, fling systems, and records.
• Collects information from various sources and compiles data for reports.

WORKING CONDITIONS
 Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading reports and work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag and push files, paper, books, carts and documents weighing up to 50 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.
 

Minimum Qualifications:

Education and Experience:

Licenses/Certificates:

CHILD SUPPORT SPECIALIST I

Performs a wide variety of child support duties consisting of maintaining a caseload, locating and interviewing custodial and non-custodial parents and others to elicit factual information for the purpose of establishing child support obligations and enforcing child support laws; arranges for support payments when possible; prepares cases for court hearings as necessary; and performs related work as required.

Working under close supervision, Child Support Specialist I is the entry/trainee level in the Child Support Specialist series. Employees in this class receive in-service training, and are given detailed instructions in the performance of duties related to child support laws, regulations, and a broad range of child support casework activities. As requisite skills and knowledge are developed, greater independence and the full scope of responsibility are exercised. Employees are expected to promote to Child Support Specialist II after one year of satisfactory performance at the entry/trainee level.

CHILD SUPPORT SPECIALIST II

Performs a wide variety of child support duties consisting of maintaining a caseload, locating and interviewing custodial and non-custodial parents and others to elicit factual information for the purpose of establishing child support obligations and enforcing child support laws; arranges for support payments when possible; prepares cases for court hearings as necessary; and performs related work as required.

Working under general supervision, Child Support Specialist II is the journey level in the Child Support Specialist series. Employees at this level are expected to perform a broad range of child support casework from intake to establishment, enforcement, and case closure. Within legal requirements and departmental policies and procedures, incumbents operate with considerable independence and must exercise discretion and judgment in evaluating cases and determining the level of support and the methods of enforcement. Positions in this class are flexibly staffed and are normally filled by advancement from the lower level of Child Support Specialist I, or if filled from the outside, require prior related experience.

Child Support Specialist II differs from the higher class of Child Support Specialist III in that the latter is the advanced journey level, and incumbents act as lead worker or exercise detailed subject knowledge of a specific program area or specialized department system.

CHILD SUPPORT SPECIALIST III

Under limited supervision, the Child Support Specialist III performs a wide variety of child support duties involving the more difficult and/or sensitive cases; performs special assignments; maintains a caseload; and performs related work as required.

The Child Support Specialist III is the advanced journey level in the Child Support Specialist series. Incumbents act as the lead-worker to a group of child support staff, and/or exercise detailed subject matter knowledge of a specific program area or specialized system inherent to the operations of the department.

Positions in this class differ from those in the class of Child Support Specialist II by the assignment of complex, sensitive or confidential cases requiring advanced technical skills. Incumbents may act in a lead capacity, may provide training to lower-level Child Support Specialists and may participate in special projects such as audits and/or quality control reviews.

Reviews lower level cases for quality control, audit, and/or training purposes.

Researches, develops, and conducts group and/or one-on-one training for new and existing staff.

Acts as the supervisor for administrative purposes in the supervisor's absence.

Uses a variety of methods, systems and procedures for locating absent parents, including contacting other agencies, utilizing databases and web-based searches.

To accommodate the future growth, SVP is in the process of implementing a $400 million system expansion and aging infrastructure replacement plan.

The Position: 

This is a professional position in the classified service assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). This position works directly for SVP’s Systems Support Group (SSG) which is the technology backbone of SVP.  SSG is a growing division, we directly support a large range of technology projects and modernization efforts within SVP, including activities in support of the unprecedented load growth of the Utility. 

We are seeking a highly skilled and experienced Network Administrator to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including SVP’s utility communication and control systems.

In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex infrastructure components such as enterprise-grade Cisco firewalls, routers, switches, wireless controllers, such as HP Aruba switches, and RSA Authentication Manager, while also managing secure VPN access and routing protocols and future state zero trust network access initiatives.

The incumbent will oversee DNS infrastructure, support VoIP systems to ensure call quality and reliability, and proactively monitor network performance to detect and resolve issues related to

connectivity, latency, or system failures. The role also requires accurate documentation of network configurations and changes, collaboration with internal teams on infrastructure projects and upgrades, and participation in organizational capacity planning.

In addition, this position supports business continuity by ensuring high availability and disaster recovery capabilities across all network components, investigates and reports on security incidents in accordance with departmental policy or direction from senior management, and provides technical leadership and mentorship to others.

Minimum Education Requirements: 

Bachelor’s Degree from an accredited college or university with coursework in Computer Science, Engineering, Mathematics, or a related field.

Minimum Experience Requirements: 

• Five (5) years of network operations and administration experience in Utility Operations and/or Electric Scheduling or the equivalent, including experience in utility cyber security and facility security.
• Three (3) years of the required experience must have been in a lead position; and
• Three (3) years of the required experience must include operations and maintenance level experience with Synchronous Optical Networking (SONET) equipment installed in utility applications.  

Acceptable Substitution: 

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

License/Certifications: 

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

Desirable Qualifications: 

• A bachelor’s degree in either Computer Science or Engineering is highly desirable;
• Training in electric utility substation safety standards is highly desirable;
• Specific experience with the General Electric JungleMUX product is highly desirable;
• Experience with any of the following systems is highly desirable:

1. Network Intrusion Detection Systems (NIDS);
2. Virtual machine VMWare environments;
3. Configuration and administration of networks, firewalls, routers, switches ACL policies;
4. Cisco Access Control Systems (ACS) 2-factor authentication; and
5. Lightweight Directory Authentication Protocol (LDAP).

Other Requirements:  

• On call for 24/7 support of all critical networking structures, perform troubleshooting and maintenance in active electric substations and taking action to insure the Electric Utility meets the CIP Reliability Standards in its communication and control systems at all times;
• Incumbents will have to pass an initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State and/or industry security requirements;
• Incumbents will be required to obtain and maintain any license or certification mandated by Federal or State requirements; and

The Department: 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. DESCRIPTION:

The Department:

The Santa Clara Fire Department was established in 1854 when local residents formed the Columbia Hose Volunteer Fire Company. Today, the city has 9 fire stations (one more in design process) consisting of 8 engines, 2 trucks, 1 rescue/light unit, 1 hazardous materials unit, 1 ambulance and 2 command vehicles. The fire department is comprised of 175 personnel staffed across five divisions and serves a population of approximately 130,000 people spread over 18.4 square miles.  The Fire Administration Division provides management, organization, and support for the various divisions of the fire department actively engaged in the protection of life and property.  The Emergency Medical Services Division is responsible for training personnel to deliver pre-hospital emergency medical services to people who live, work and visit in Santa Clara.  The Community Risk Reduction Division is primarily responsible for fire safety education, fire cause determination, inspection of high hazard occupancies, and fire code enforcement. This division also maintains a vital role as technical consultant to the fire department, the City, and the business community, advising on site construction, process installation, and the safe use and handling of hazardous materials as outlined in federal, state, and local regulations. The Field Operations Division efficiently manages over 11,000 emergency responses annually.  The Training Division provides services to the Fire Department, other City departments, industry, and the community at large.

The Position:

Firefighter I is the entry level classification in the Firefighter series. An incumbent in this classification responds to medical emergencies, fire alarms, performs rescue services, and protects life and property endangered by fire. When qualified and assigned, Firefighter I's may be assigned to paramedic duties. Performs related duties as assigned.

Reporting directly to the City Manager, this position is responsible for executive direction, strategic leadership, and management of the Public Works Department, including City maintenance workers and capital improvement projects. 

As the principal administrator of the Public Works Department, the Director; plans, organizes, directs, reviews and manages all department activities and functions including Engineering, Parks and Recreation, Streets, Public Facilities, Wastewater Treatment/Sewage, and Storm Water Management.

Community Development Department

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Housing and Community Services Division provides strategic leadership for the City’s housing program and facilitates the development and preservation of affordable housing and the delivery of community services for lower income residents. The Housing and Community Services Division is staffed by nine (9) full-time positions. Specific activities within the Division include administration of the City’s inclusionary housing program for rental and ownership units, loans for new affordable housing development and rehabilitation, the long-term compliance of the City’s affordable housing portfolio, and management of the City’s Redevelopment legacy assets and Housing Element program implementation. The Division also administers the City’s federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Program (HOME) entitlement grant programs. These grants are used to promote affordable housing, rehabilitate substandard housing, facilitate neighborhood improvements, remove barriers to persons with disabilities, prevent homelessness and reduce its impacts, and to fund public services for low- and moderate-income residents. The Housing and Community Services Division of the Community Development Department is currently hiring for two Staff Analyst II positions. 

The Compliance Staff Analyst II in this Division will be essential in administering and monitoring compliance of the City's Affordable Housing Programs. This position ensures that multifamily housing projects comply with local, state, and federal regulations. The Staff Analyst II will review, interpret, and apply these regulations, as well as the City’s affordable housing agreements. Responsibilities include overseeing compliance for the affordable rental portfolio, monitoring both existing and new inclusionary units, collaborating with developers on initial marketing and lease-ups, and assisting with complex issues related to rental compliance and reporting requirements. Additionally, the Staff Analyst II will report directly to the Housing Development Officer and provide administrative and clerical support.

The Housing Policy Staff Analyst II in this Division will be responsible for implementing a range of new policies and programs in the City’s adopted 2023-2031 Housing Element. This position will help track changing state laws and requirements, conduct research and policy analysis, plan and conduct stakeholder outreach, coordinate and manage consultants, serve as the City’s liaison to the Santa Clara Community Planning Collaborative, gather and organize data for analysis and mapping, manage ordinance updates, write staff reports, evaluate programs, draft presentations for City Council, and more. The City of Santa Clara's Department of Public Works (DPW) seeks a results-oriented and innovative Staff Analyst II to serve out the Department's mission to provide the highest quality public works services to the residents and businesses of Santa Clara, the development community, and other stakeholders in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. The Department: 
Silicon Valley Power (SVP) is the City of Santa Clara’s municipal public power utility. Located in Northern California’s Santa Clara County, SVP is primarily a distribution utility contained within a roughly twenty square mile footprint and embedded within the much larger PG&E utility system. SVP operates under the jurisdiction of the California Independent System Operator (CAISO) and the Western Electricity Coordinating Council (WECC). The Position:  
Electric and Water System Operators (EWSO) ensure that all Electric, Water and Storm sewer systems are operated reliably, efficiently and effectively in a safe manner and restoring service in a timely way to all customers.  The EWSO has responsibility for monitoring and operation of the City's municipal electric power, water, transmission and distribution systems and for coordinating planned and unplanned power outages. As a Transmission Operator, operating personnel in this position have the responsibility to comply with NERC reliability standards and the authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System. These efforts are coordinated with the appropriate Reliability Coordinator (RC), affected Transmission Operator(s) (TO) and affected Balancing Authorities (BA). This position is staffed 24/7 365 utilizing a rotation of 12 hour shifts with Operators alternating between days and nights.

The annual salary range for this position is $174,817.92 - $223,593.84 annually.  This position will be filled at or near the minimum of the salary range.

EDUCATION AND EXPERIENCE

Minimum Requirements:

• Graduation from high school or possession of a GED

• 1) Two (2) years of experience in an electric utility performing complex load dispatching and switching

• 2) Four (4) years of experience in an electric utility as a generating plant or substation operator with sub-dispatching responsibility

• 3) Four (4) years of experience with the City of Santa Clara Electric Department, including at least one (1) year as an journey-level or higher, electrician or lineman/linewoman 

• 4) Completion of a recognized State of California Electric System Operator apprentice program

Desirable Qualification:  A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC)

LICENSE: Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

CERTIFICATES: Possession of the following certificate is required within one year of hire date and for the duration of appointment:

• A valid Water Distribution System Operator Certificate (Grade D-1 or above) issued by the California Department of Health Services (DHS).

• A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC).

Incumbents will be required to obtain and maintain any other license or certification mandated by NERC for the position of Transmission Operator and necessary for the performance of duties under the current scope of responsibilities pertaining to the SVP Transmission System.

OTHER REQUIREMENTS

• Incumbents may be assigned to work on a rotating 12-hour shift schedule

• Incumbents must have the ability to work, as assigned, to schedules that may include weekends, holidays, and non-traditional work hours; and a willingness to work overtime as required

• Incumbents may have to pass an initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State and/or industry security requirements

• Must be able to perform all of the essential functions of the job assignment.

Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview may be required prior to appointment.
