The Position: 

Silicon Valley Power (SVP), the Electric Department of the City of Santa Clara, is seeking an experienced Senior Instrument and Controls Technician.  

The Senior Instrument and Control Technician is a senior level technical classification. The Position has a key role in the optimization of the Preventative Maintenance program and the development of SVP’s Maintenance philosophy. This classification performs maintenance and repair on all instruments, control systems, and electrical equipment in the City's power generation facilities.  The incumbent inspects, repairs, tests, adjusts, installs, and removes all power plant electrical, DCS/control, and instrumentation systems and equipment including:

• Monitors, maintain, and repairs gas turbine, steam turbine control systems, generators, transformers, and switchgear.
• Maintains, calibrates and repairs plant electrical, instrumentation, and control systems.
• Performs routine and advanced trouble shooting activities
• Maintains logs, manuals, records, drawings, schematics and operating procedures in a neat and professional manner.
• Provides written reports on control system conditions when required.

 

The Sr. I&C Tech. is a leadership position and is expected to incorporate safe behavior into all activities.  The Position consistently complies with all established safety and health policies and procedures, and helps to identify and eliminate or actively manage risks in all work activities.

• Department of Transportation (DOT) Qualified Operator for Natural Gas Pipeline;

• Must be able to identify color and materials normally used in the electric trade.

The Position: 

The Generation Technician performs the hands-on duties required to safely and efficiently operate and maintain the SVP Generation resources.  Under direction from the on-shift Sr. Generation Technician, the Generation Technician performs all manner of mechanical, electrical, and operational activities required for the City’s power generation facilities including:

 

• Controlling City power plants and monitoring remote hydroelectric facilities
• Responding to emergency situations and abnormal operations
• Repairing mechanical pumps, valves, compressors, boilers, HRSG auxiliaries, reduction gears, hydraulic systems, liquid and gas fuel systems, lube oil systems
• Repairing electrical systems, breakers, relays, meters, wiring, and motors
• Organizing and supervising contractors and employees in conducting scheduled and emergency shutdown work

 

Incumbents ensure that for all of the City of Santa Clara’s electric generation power plants that all of the systems and sub-systems are operated and maintained in an efficient, effective, and a safe manner. The North Tahoe Fire Protection District is currently accepting applications for current and future job openings from qualified individuals to serve on the chipping crew. These positions are grant-funded, seasonal positions assigned to a 40-hour work week. These positions are returning to the fire district in 2025, and we’ll be hiring three people to operate the chipping crew.  This position is expected to be active from approximately May through November.  The actual start and end dates will be dependent on weather and snow conditions and may be extended beyond 6 months, but no more than 9 months from the employment start date.  The eligibility list established from this recruitment will be used to fill current and future vacancies.  

The Chipping Crew Members work under the direct supervision of the Division Chief of Fire and Life Safety or their designee.  

The primary purpose of this crew is to operate a residential chipping program for the local community. This includes responding to chipping requests, traveling to those addresses with a truck and chipper, chipping the material, ensuring a clean site upon leaving, potentially hauling and dumping the material at a temporary holding site, assisting with loading, and ensuring activities are adequately tracked. The applicant must be comfortable working in outdoor environments under varying weather conditions and lifting objects frequently up to 25 pounds and occasionally up to 50 pounds.  Chipping crew members will also assist with community workdays utilizing the truck and chipper or assisting with cutting and hauling combustible materials and filling green waste dumpsters.

Facilities and Equipment Management Unit (Position Code 71) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

ABOUT THE POSITION

Overview:

Are you an experienced emergency management professional ready to lead critical preparedness initiatives for one of California’s largest water agencies? Valley Water is seeking a dynamic and strategic Supervising Program Administrator (SPA) to lead our Office of Emergency Services (OES).

This position plays a key leadership role in overseeing the day-to-day operations of the OES unit and advancing Valley Water’s readiness, response, and recovery capabilities. Reporting to the Assistant Officer of Emergency, Safety & Security, the SPA will supervise two Senior Management Analysts and contracted staff while managing a wide range of emergency management programs and projects.

The SPA is responsible for developing, maintaining, and implementing essential planning documents—including the Emergency Operations Plan, Business Continuity Plan, and the Hazard Mitigation Plan—as well as overseeing the agency-wide Emergency Steering Committee. The ideal candidate brings strong leadership, program management, and coordination skills, with a solid background in emergency planning, stakeholder engagement, and strategic implementation.

Key Responsibilities include, but are not limited to:

• Emergency Planning & Coordination:
  1. Lead development and maintenance of key planning documents including the Emergency Operations Plan (EOP), Hazard Mitigation Plan (in collaboration with Santa Clara County/FEMA), and Business Continuity Plans.
  2. Oversee and support emergency action planning, training, and exercise programs.
• Leadership & Supervision:
  1. Supervise OES team members, including two Senior Management Analysts and contracted staff.
  2. Develop and implement work plans, conduct performance reviews, and ensure accountability in alignment with Valley Water’s strategic goals.
• EOC Readiness & Operations:
  1. Serve in a key leadership role during emergency operations, including EOC Coordinator and Planning & Intelligence (P&I) Chief functions.
  2. Ensure ongoing preparedness and operational capability of the Emergency Operations Center.
• Strategic and External Engagement:
  1. Deploy the OES Strategic Plan and support continuous improvement of emergency management programs.
  2. Act as a liaison between Valley Water and internal/external emergency response partners, including local, state, and federal agencies.

Office of Emergency Services Unit (Position Code 771) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).

Overview:

The Water Plant Operator will perform the duties of a state-designated shift operator in the monitoring and operation of a water treatment plant, to provide relief operations shift coverage and, as necessary, to perform the duties of an Assistant Water Plant Operator. The Water Plant Operator will use the Supervisory Control and Data Acquisition (SCADA) system to monitor and control plant operations. They will analyze data to ensure compliance with all State and Federal drinking water standards and perform administrative procedures. The Water Plant Operator will train and sign-off training checklists for lower-level operations staff. They will perform scheduled and emergency plant shutdowns and start-ups. Additionally, they will complete safety trainings and follow safety protocols. Please note that this position is based at our Penitencia Water Treatment Plant.

• Use the plant's computer based Supervisory Control and Data Acquisition (SCADA) system to monitor and control plant operations; investigate and respond to alarms; scan multiple computer monitors simultaneously; navigate a multitude of program screens to observe, track, and retrieve on-line instrument readings for water, chemicals, and equipment.
• Perform various administrative tasks such as data entry into spreadsheets and database programs, initiate and follow up on work orders for preventative and corrective maintenance; create and revise standard operating procedures; order chemicals; maintain, compile, and review plant operations data; complete entries into the plant's log book.
• Serve in the role of Relief Operator on as needed/rotational basis.
• Perform scheduled and emergency plant shutdowns and startups.
• Train lower-level operator staff; sign off on training checklists.

Ideal Experience:

• Working experience/expertise in operating and troubleshooting standard and advanced water treatment plant equipment
• Proficient in water treatment math and chemistry
• Proficient in MS Office (Word, Excel, Outlook), SCADA, Maximo.  

Ideal Knowledge:

• Understanding of key regulations, reporting procedures and requirements of drinking water
• Knowledge of safe work practices around water treatment plant chemicals and equipment
• Knowledge of practices and responsibilities of leading the work of assigned staff
• Understanding and familiarity with new or pending regulations such as algal toxicity.

Ideal Training and Education:

Equivalent to the completion of the twelfth grade supplemented by six (6) quarter units in chemistry and six (6) quarter units in math from an accredited college.
