This position will serve as the primary contact for all applicants applying for housing assistance programs and the administration of rental assistance programs. The incumbent will perform technical and programmatic aspects, requiring the interpretation and application of regulations, policies, and procedures to determine the eligibility of program services, ensuring accurate processing of data, and compliance with federal, state, and local regulations.

• An associate degree with coursework in liberal arts, humanities, social work, business, public administration, or a related field.

• Bilingual skills are desired, but not required.

This Senior Management Analyst position for the workforce Development Program is a highly independent, technical training and development professional. The selected candidate is expected to exercise sound analytical judgment, inform critical decision-making, and provide high-quality training services to Valley Water employees at all levels-from new hires to executive leadership.

The ideal candidate will possess a deep understanding of instructional design principles, including the ADDIE (Analysis, Design, Development, Implementation, and Evaluation) model or similar models and be familiar with tools commonly used by workforce development teams, such as Learning Management systems (LMs) and Performance Management platforms. The position also provides backup support to the team's Help Desk by responding to employee questions and conducting research to deliver accurate, timely assistance. ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Environmental or Civil Engineer to ensure sustainable water solutions and make a positive impact on public health and our environment. In this exciting opportunity you will play a crucial role in designing, implementing, and optimizing water treatment processes and help develop sustainable practices that ensure clean, safe water for our community. Your expertise will help us enhance our wastewater systems, improve potable water quality, and expand our recycled water initiatives. 

The Environmental/Civil Engineer is primarily assigned to the South County Regional Wastewater Authority (SCRWA) treatment plant. The SCRWA plant has won multiple awards at both the regional and state levels, and is undergoing expansion from 8.5 MGD to 11 MGD capacity. Tasks include permitting, reporting, planning, coordinating, and directing the design, investigation, development, operation, and construction of a wide variety of civil and environmental engineering wastewater projects. Assignments may also relate to wastewater collection, recycled water, and potable water. The Incumbent will need to work effectively with the Senior Environmental Engineer, staff from the cities of Gilroy and Morgan Hill, Santa Clara Valley Water District, the Regional Water Quality Control Board, SCRWA legal counsel, and the general public.

Overview:

Valley Water’s Office of District Counsel seeks a senior-level attorney to be the primary attorney on all labor and employment functions, draft and negotiate inter-agency agreements, and advise the Board, its committees, and staff on broad, agency-level policies and procedures. The Senior Assistant District Counsel will be one of three senior assistant counsels reporting to the District Counsel and will be designated as unclassified/at-will. This attorney role offers ongoing, time-sensitive legal support to Valley Water operations and its long-term strategic goals. This position is vital for addressing Valley Water's labor and employment law requirements. The incumbent also carries significant responsibility for public agency financing matters, making experience in that field a huge plus.

Key Responsibilities include, but are not limited to:

• Day-to-day support of Valley Water's labor and employment law matters, including but not limited to employee discipline, grievances, internal investigations, and compliance matters as well as first-chair representation in labor arbitrations and administrative hearings.
• Second-chair management of employment litigation matters (“first-chair” experience is a plus).
• Assisting management with labor negotiations, including service on “second table” negotiating teams (“first table” experience is a plus).

Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. The Santa Clara County Housing Authority (SCCHA) is seeking an Asset Management Coordinator to support the agency's affordable housing initiatives and asset management goals. The Coordinator handles a mix of technical and administrative tasks, including responding to inquiries, researching and compiling information, and managing specialized reporting projects. Additionally, the role involves tracking and reconciling financial, operational, and statistical records. The Coordinator also provides confidential support to management, staff, and various boards. This position assists with onboarding new hires and manages office arrangements for team members. It's a dynamic position requiring a mix of organizational skills and attention to detail.

This position requires knowledge of asset management, property maintenance, construction project management, capital planning and systems management, budget preparation, and financial modeling to analyze portfolio performance.
