The Procurement Specialist reports to the Manager, Materials and Inventory Controls and is responsible for the acquisition of bus parts, equipment, supplies, and maintenance services for the San Mateo County Transit District (SamTrans).
Essential Functions & Duties:

- Receive requisitions and process the purchasing of bus parts, equipment, supplies, and maintenance services.
- Assist with locating or determining appropriate bus part numbers, descriptions, catalogs and sources for items.
- Liaison between vendors and Stores staff to resolve purchasing issues.
- Work with finance and maintenance department staff to maintain vendor relationships and ensure contract compliance including timely payment of invoices.
- Track expenditures throughout the year. Prepare monthly and quarterly reports for management.
- Develop business relationships with vendors and potential suppliers ensuring on time delivery of products and the highest possible customer satisfaction to the maintenance department.
Examples of Essential Duties:
- Prepare request for bid packages for requisitions.
- Identifies vendors, verify prices of offerings and parts, and negotiate delivery times.
- Create and maintain purchasing files.
- Represent SamTrans to vendors, always keeping the best interests of SamTrans at the forefront of priorities.
- Maintain and forge new relationships with vendors, suppliers, and potentially alternative sources of inventory.
- Assist in the process for the disposition of surplus inventory.
- Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
- Perform other duties as assigned.
Minimum Qualifications:
Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
- High School Diploma or GED equivalency.
- Five (5) years of full-time professional experience buying bus parts, automotive (light or heavy- duty) parts, or machine tool parts.
Preferred Qualifications:
- Able to communicate effectively orally and in writing.
- Proficient with Microsoft Word and Excel.
